HomeMy Public PortalAbout2015-09 Approving a donation of $17,000 to the KB Community Foundation to be used for a Cat Trap-Neuter-Return ProgramRESOLUTION NO. 2015-9 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING A DONATION OF $17,000 TO THE KEY BISCAYNE COMMUNITY FOUNDATION, INC. TO BE USED FOR A CAT TRAP -NEUTER -RETURN (TNR) PROGRAM; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Village of Key Biscayne (the "Village") residents have become increasingly concerned with the number of community cats living within the Village; and WHEREAS, the Village and the Key Biscayne Community Foundation Inc., a Florida non profit corporation (the "KBCF"), desires to continue to control the community cat population through a Trap -Neuter -Return (TNR) program, which is recognized as the only proven humane and effective method to manage such populations; and WHEREAS, the KBCF has agreed to maintain a Village funded line item entitled "Key Cat Program" in order to continue the cat TNR program within the Village (the "Key Cat Program"); and WHEREAS, as such, the Village Council agrees to donate $17,000 to the Key Cat Program; and WHEREAS, the Village Council finds that this Resolution is in the best interest and welfare of the residents of the Village. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS: Section 1. Recitals Adopted. Each of the above stated recitals are hereby adopted, confirmed and incorporated herein. Section 2. Donation Approved. The Village Council hereby approves a donation of $17,000 to the KBCF in order to continue the Key Cat Program within the Village. It is anticipated that such funds will be spent as provided for in Exhibit "A." The Village Manager shall be required to approve any payments made with Village funds by KBCF for the Key Cat Program. Section 3. Village Manager Authorized. The Village Manager is hereby authorized to take any and all steps necessary to continue the intent and purpose of this Resolution, Section 4. Effective Date.
