AN ORDINANCE REGULATING PARKING ?PTJTHIN THE CITY LIMITS WITHIN THE CITY OF HICHMOT-M,
INDIANA.
BE IT O_RDQINED BY THE COMMON COUNCIL OF THE CITY -OF RICHMOND, INDIANA.
.SECTION 1. That there are hereby established and fixed certain Tones on the streets of
the City of Richmond, Indiana, to be known as limited narking time zones. Such zones
on said streets and the time limit for narking therein shall be as follows:
(1) On East Main Street, hoth sides, from Sixth to Eighth Streets and
from Ninth to Tenth Street, one (1) hour,
On Seventh Street, both sides, from North "A" Street to South 'tAll
Street, one (1) hour.
On Eighth Street, both sides, from North "Alt Street to South "A"
Street, one (1) hour.
On Ninth Street, both sides, from North "A" Street to South "At'
Street, one-(l) hour.
(2) On.East Main Street, both sides, from Third to Sixth Streets and
from Tenth to Twelfth Street, two (2) hours.
On South ', ^i,rth Street, both sides, between ?gain and South "A"
Streets extent three oarkin- soaces on the west side of Fourth
Street directly in front of the entrance to the t,Jayne County
Courthouse, two (2) hours.
Cn Fifth Street, both sides, from North "A" Street to South TIAir
Street, two (2) hours.
On Sixth Street, both'sid.es, from North "B" Street to South "A"
Street, two (2) hours.
On North Seventh, Eighth and Ninth Street, both sides from North
"AT' Street to North "B" Street, two (2) hours.
On A+orth "F" Street, sol,th side only, from North Seventh Street to
North Eighth Street, two (2) hours.
On North "A" Street, both sides, from North Seventh Street to Forth
Tenth Street, two (2) hours.
On Tenth Street, both sides, from North "A" Street to South "A''
Street, two (2) hours.
On South "A" Street, both sides, from South Fifth Street to South
Eighth Street and from South Ninth Street to South Tenth Street,
two (2) hours.
On South "Al' Street, snu.th side only, from South Eighth Street to
South Ninth Street, two (2) hours.
On Fort ?tiavne Avenue, west Fide only, from East Main Street to
North "A" Street, two (2) hours.
On Fort t°?ayne Avenue, both sides, from North "D" Street to North
Eighth Street, two (2) hours.
On North "El' Street, south side only, from North Eighth Street to
North Tenth Street, two (2) hours.
On South Third Street, east side cnly, from Fast rain Street to '.;he
basement entrance of the tisavne County Court House, two (2) hours.
(3) On South "A" Street, both sides, from South Third Street to South
Fourth Street and from South Tenth Street, to South Eleventh Street,
four W hours.
On South Third Street, west side only, from East ?fain Street to
South "All Street, four (!) hours.
On South Third Street, east side m1y, from tYE basement entrance
of the Wavne County Court House to South "A"' Street, four (4.) hours.
On South Eighth Street, both s-_des, from South "A'? Street to South
"C" Street, two (2) hours.
On South Ninth Street, west side only from South "A" Street to South
"B" Strect, two (2) hours.
On South Tenth Street, bot':�, sides, from South "A" Street to -Oark Place,
two (2) hours.
On South Tenth Street, west side only, from Park Place to South "B"
Street, two (2) hours.
On Eleventh Street, both sides, from North "A" Street to South "All
Street, four (4) hours.
On North "A" Street, both sides, from North Tenth Street to North
Eleventh Street, four (4) hours.
SECTION 2. Within the limited time narking zones hereinabove established the Board of
Public Works and Safety shall have lanes or markings ---)ainted or -placed upon the curb
or upon the street adjacent, to the narking spaces for the purpose of designating the
parking spaces and each vehicle shall park within the lines or markings so established..
It shall be unlawful to park any vehicle across any suchhae or marking or to park
such vehicle in such position that the same shall not be entirely within the area so
designated by such line or marking.
SECTION 3. The Board of -Public Works and Safety shall cause to be erected in the
limited parking time zones hereby established, anorooriate signs giving notice of park-
ing time lim is hereinabove specified. 1---hen such signs are erected, it shall be unlawful,
and a violation of this ordinance, for any person to cause, allow, permit or suffer any
vehicle registered in the name of, or operated by such person, to be parked in any
limited parking time ,one beyond the period of legal parking time specified in this
ordinance for such limited narking time zone and designated on any sign erected in
accordance with the provisions of this ordinance. PROVIDED FO%iEVER, that it shall not
be unlawful to nark any vehicle or to permit any vehicle to remain oarked in any limited
narkinq, ti -ne zone for a longer ne riod than soecifie d in this ordinance on Sundays and.
holidays and between the hours of 5:00 o'clock, 7?.M., and 8:30 o'clock, A.M. on `ILiesday,
Wednesday, Thursday and Satufday, and between the hours of 9:00 o'clock, P.M., and 8:30
o'clock, A.M. on RKonday and Friday.
SECTION 4. It shall be the duty of police officers of the City of Richmond, Indiana, to
attach to any vehicle narked in violation of this ordinance, a notice to the owner or
operator thereof that such vehicle has been -parked in violation of this ordinance and
instructing such owner or operator to report at the Office of the City Controller in
regard to such violation. Such owner or ooe.r.ator may within forty-eight (43) hours
of the time When such notice was attached to such vehicle, pay to the City Controller
as a penalty for and in full satisfaction of such violation, the sum of Cne Dollar (.1.00).
?ROVIDED furthe r that if a fine for said violation shall be oaid on the same date and
day of the violation thereof, the fine shall be only fifty cents (500). The failure
of such owner or operator to make such payment within' forty-eight (4.8) hours shall
render such owner or operator subject to the penalties provided for violation of this
ordinance.
SECTION 5. Any person who violates anv provision of this ordinance shall, upon
conviction thereof, be fined anv amount not exceeding Fifty Dollars (850.00) for.each
violation, or imprisonment for a term not exceeding fifteen (15) days or both.
SECTIOrr b. This ordinance shall be in -full force and effect from and after its
'passage, aooroval by the layor and publication as by law required.
