WHE WIS, Certain extraordinavy emergencies have developed since the adQotion of the exist-
ing arnual budget so that it is n&a necessary to anpronriate more money for the various
functions of the�ity government than was anneopriated in the annual* budget.
SECTION I' BE IT ORDATNED BY THE COMMON COUNCIL Or, THE CITY OF RICHMOND, INDIATNTA, that for
the exoensas of the 0 ity government and its institutions for the year ending December 31,,
