certain extraordinary emergencies have developqd since the, adontion,of
the existing annual budget so that it is now necessary to appropriate more money
for the various functions of the city government than was upbivoriated in the
annual budget;

SECTION lb That for the eroenses of the city government and its institutions
for the year -ending December 31s 1966, the foll(riing amount of money is hereby
appropriated ' ed and set anart out of the fund named mid for the. purpose herein'
snecified, subject to all laws governing the same. Such qpunt appropriated
shall be held to include all expenditures authorized to be made during the year.,
unless exneessly sti-oulated by law.,
SECTION 2, That for said fiscal meriod., there is hereby 4oprooriated from the
Motor Vehicle Higlzizy Construction and Reconstruction Fund, the follda.ing
soecified amount to meet the extraordinary emergency hereby declared to exist. -

SECTION 3. This ordinance shall be in full force and effect from and after its
