an engineering and traffic investige4ion that the sneed permitted by state law outside of
business and residence districts as'apolicable upon the folloiring streets is greater than
is reasonable or safe under the conditions found to'exist upon such streets and it is here-
by declared that the maximum speed limit shall be 20 miles per hour as hereirset forth on
those streets or oarts of streets herein designated at the times herein spacified when
