VJH�,'-iEAS., Common Council of the City' of Richmond is at -rare of and recognizes as the State of Indiana and particularly, the City of Richmond and the surrounding and adjacent COD , munites, grow, the demand for water increases but the supply ther I eof remains limited. Further,, that water now being wasted must be conserved by storing in periods of excess and made available in periods of limited suoDly, and WHLUAS., Common Council recognizes that the oroblems of water management overlap the boundaries of existing political sub -divisions of the State and this fact 'led to the passage of the Indiana Conse rvrdncy Act of 1957 unde r which cities; terns and freeholders of a watershed area may , join in the establishrmnt of a conservancy district,, and WHE'?EA3., the Whitewater, Valley Watershed areat as described in the Petitions to Fstablish a Conservancy District now being circulatedp -constitutte' s an area of concern to the residents and f ree-holders t-iereof,, and 1,1M2EAS., Common Council further recognizes that the citizens of the City of Richmond and the residents of the Richmond Sanitary Tistric't enjoy adequate water supply and sanitary treatment and that the continued control and foreseeable expansion of these facilities should remain with oresent local governing authorities,, and - 11HERFAS., the petitioners for said conservancy district must obtain the signatures of a majority of the freeholders of the City of Richmond to enable the City to join therein or the Common Council, by ordinance, ray permit the City to join therein,, and V1 HE 7 E AS , Common * Council desires to permitthe freeholders of the City of Richmond to join tAth other freeholders of the 11hiteiTater Valley Watershed area to subirdt the question of the feasibility of the establishment of such a conservancy district to hear- ing by the Wayne Circuit Court.; NOW, THEREFORE, BF IT ORDAINED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF WAYNE (IOUNTY9 INDIANA-. SECTION Iq That., nursuant to "An Act( elating to Conservancy Districts", of the General -Assembly of the State of Indiana, Chapter 308 of thy: Acts of 1957, as amended, the City of Richmond, Vayne. County;, Indiana,, hereby natitions and joins in the petition now, being circulated for the establishment of a conservancy district to be knmTn as the "Whitewater Valley Conservancy District"., for the folio -wing purposes; (a) Flood orevention and c Qntrol,, (b) Improving drainage,, (a) Developing forests, wildlife areas and oarks and recreational facilities C) where feasible in connection with beneficial water management. The Clerk of the City of Richmond is hereby authorized and directed to forward I a Certified copy of this ordinance to the Judge of the Wayne Circuit Court for filing with said netitions for the formation of said Conservancy district.
