HomeMy Public PortalAboutJFOCM 2021-01-14RECORD OF PROCEEDINGS JOINT FACILITIES OVERSIGHT COMMITTEE MEETING January 14, 2021 Attendees: Winter Park Ranch: Dan Carroll, Melinda McWilliams, Eric Mowrey and Ryan Weier Town of Fraser: Mayor Philip Vandernail, Ryan Barwick, Brian Cerkvenik and Eileen Waldow Grand County #1: Jeremy Henn, Warren Hill and Chris Seemann Others Present: Jim Fox, Bruce Hutchins, Gene Riordan, Jim McLaughlin, Wesley LaVanchy, Joe Fuqua, Beth Williams, Zach Sawatzky, Logan Wray, Russell Pennington Roll call was taken and the meeting was called to order by Mayor Vandernail at 3:02 p.m. January 14, 2021 Agenda: Eileen Waldow moved to approve the January 14, 2021 agenda; this motion was seconded by Melinda McWilliams. Motion carried 11-0. Minutes of September 10, 2020: Dan Carroll moved to approve the September 10, 2020 minutes as presented; the motion was seconded by Ryan Barwick. Motion carried 11-0. Executive Session: For a conference with the Water Attorney for the purpose of receiving legal advice on specific legal questions under C.R.S. Section 24-6-402(4)(b). For the purpose of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-402(4)(e). Regarding Project P. Including Interim Town Manager Wesley LaVanchy, Finance Manager Beth Williams, Winter Park Ranch Manager Jim Fox, Grand County #1 Bruce Hutchins, Water Attorney Gene Riordan, Project Engineer Jim McLaughlin, Wastewater Superintendent Joe Fuqua and Public Works Director Russell Pennington. Melinda McWilliams moved, and Ryan Barwick seconded the motion to open the Executive Session. Motion carried 11-0. Time was 3:05 p.m. Dan Carroll moved, and Ryan Barwick seconded the motion to close the Executive Session. Motion carried 11-0. Time was 4:03 p.m. Dan Carroll moved and Ryan Barwick seconded the motion for the Town of Fraser to prepare and send a notification letter to Moltz Constructors Inc and the surety holder, Zurich American Insurance Company in regards to the status of the project, the Compliance Advisory notice from Colorado Department of Public Health and Environment (CDPHE) and when the Town Board will be discussing this matter with its legal counsel. Motion carried: 11-0 Project P Update: No further discussion was needed after the Executive Session. Other Business & Updates: Dan Carroll wanted clarification about the DMR not being electronic. Joe would call to get a better understanding on why CDPHE thinks the DMRs have not been filed electronically when they have been, Adjourn: Eileen Waldow moved and Melinda McWilliams seconded the motion to adjourn the JFOC meeting at 4:10 pm.
