JOINT FACILITIES OVERSIGHT COMMITTEE MEETING
August 12, 2021
Attendees: Winter Park Ranch: Melinda McWilliams and Eric Mowrey
Town of Fraser: Mayor Philip Vandernail, Brian Cerkvenik and Eileen Waldow
Grand County #1: Art Ferrari, Jeremy Henn, Warren Hill and Chris Seemann
Others Present: Jim Fox, Bruce Hutchins, Buff Borras, Gene Riordan, Ed Cannon, Joe Fuqua, Beth Williams, Ron Anderson, Bob Wolf, Andrew Stewart, Ben Miller (Tetra Tech), J Kuosman
Roll call was taken and the meeting was called to order by Mayor Vandernail at 3:02 p.m.
August 12, 2021 Agenda: Melinda McWilliams moved to approve the August 12, 2021 agenda; this motion was seconded by Chris Seemann. Motion carried 9-0.
Minutes of January 14, 2021: Chris Seemann moved to approve the January 14, 2021minutes as presented; the motion was seconded by Jeremy Henn. Motion carried 9-0.
2nd Chair: Discussed having a second chair to run the meetings. Chris Seemann moved to have Eric Mowery be the second chair; the motion was seconded by Melinda McWilliams. Motion carried
9-0.
2022 Draft Budget:
Beth Williams walked through the 2022 draft budget.
2022 Draft Budget and 2021 Amended Budget:
Beth Williams walked through the 2021 draft amended budget. Fund 50 was not budgeted due to the Project P addition; therefore, the operations part of the addition was unknow until now.
Pretreatment Program and EQR Study:
Joe Fuqua and Ed Cannon started the discussion about the pretreatment program and EQR study.
Chris Seemann moved to authorize the Town of Fraser to reach out to GeoTech for a new scope, proposal and begin public outreach for the pretreatment program; the motion was seconded
by Melinda McWilliams. Motion carried 9-0.
Melinda McWilliams moved to approve the contract with Tetra Tech to perform the EQR Assessment Study; the motion was seconded by Chris Seemann. Motion carried 9-0.
Project N:
Andrew Stewart, Merrick, presented and discussed the Denitrification Study
Project P Update: Posted an ad stating the Project was complete and currently one vendor had come forward stating they were still waiting for payment for the job they did.
The Project P addition currently meets the limits for zinc and phosphorous.
Other Business & Updates: No other business or updates given.
Adjourn: Art Ferrari moved and Chris Seemann seconded the motion to adjourn the JFOC meeting at 4:03 pm. Motion carried 9-0.
