Howard Hayes & Diane Salomon ; James Gallagher, Deputy Assessor Call to Order : Ms . Eyestone called the meeting to order at 54OOpm . Declaration of a Quorum : A quorum was present . All members were participating remotely and confirmed that they could hear each other . Meeting Participation Statement : Mr . Gallagher read the following meeting participation statement : This meeting will be conducted by remote participation pursuant to Governor Baker ' s March 2020 orders suspending certain Open Meeting Law provisions and imposing limits on public gatherings . No in-person meeting attendance will be permitted . If the Town is unable to live broadcast this meeting, a record of the proceedings will be provided on the Town website as soon as possible . The Town has established specific email addresses for each board and committee so the public can submit comments either before or during the meeting . To submit public comment or questions to the Board of Assessors , please email : assessor@brewster-ma . gov . Gallagher was monitoring the public comment/question email address and confirmed that no questions or comments had been received . Regular Session • Report of the Deputy Assessor ; Mr . Gallagher reported that Tax bills were mailed with an issuance date of October 13 , 2020 . The due date for the first half is November 12 , 2020 and the abatement application deadline is November 12 , 2020 . j • Reorganization of the Board of Assessors . The current Chair is Belinda Eyestone , Vice Chair is G . Howard Hayes and Cleric is Diane Salomon . After discussion, Ms . Salomone made the motion to nominate Belinda Eyestone as Chair, G . Howard Hayes as Vice- Chair, and Diane Salomone as Clerk . Mr . Hayes seconded the motion . Ms . Eyestone confirmed j she would accept the nomination . Hayes moved to approve the Classified Land applications as presented . Ms . Eyestone seconded the motion . Roll call vote ; Hayes — Aye ; Eyestone — Aye ; Salomone — Aye ; approved unanimously . Mr . Gallagher also reported that we received the Classified Land application for Kevin & Judith Casey at 0 Cranview Road , Mr . Gallagher has requested additional information regarding the timing of the potential construction of a dwelling on the property . Construction { of a dwelling on the property may cause the property to no longer qualify for Chapter 61A . The Board of Assessors took no action on the Casey application at this time . j • Review and approve Regular Session Meeting Minutes — September 15 , 2020 : Mr . Hayes moved to approve the September 15 , 2020 regular session minutes as presented . Ms . Salomone seconded the motion . Roll call vote : Hayes — Aye ; Salomone — Aye ; Eyestone — Aye ; approved unanimously . 7 • Matters Not Reasonably Anticipated by the Chair : None • Next Meetings : October 27, November 9 , November 24 i 3 • Executive Session (To comply with or act under the authority of any general or special law or j federal grant-in- aid requirements : MGL Chap 59 Sec . 60 and MGL Chap , 214 Sec , 1B ) ; At 5 ; l Opm Ms . Eyestone moved to enter Executive Session for the reasons noted above , not to return to regular session . Mr . Hayes seconded the motion .
