HomeMy Public PortalAboutWater Commissioners -- 2020-07-17 Minutes P — _ %AA —7 , 1l l }# # '�i i v a �cll ' . , , Pursuant to Governor Baker's March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law and his March 15 and March 23, 2020 Orders imposing strict limits on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting may be found on the Town's website at www.brewster-ma .gov. For this meeting, members of the public who wish to listen to the audio broadcast may do so via the Town of Brewster website at http ://livestream .brewster-ma .goy or on Channel 18. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure the public can adequately access the proceedings in real time via technological means. The Town has established specific email addresses for each board and committee that will be meeting remotely so that residents can send their comments in writing either before or during the meeting. For this meeting, please send contact panderson@brewster-ma .gov. In the event we are unable to live broadcast these meetings, despite best efforts, we will post on the Town website an audio recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting at http ://tv, brewster-ma.gov. Meeting was called to order at 11 :00 AM by Cynthia Baran, member. Those present were : Sue Brown, liaison Mary Chaffee, Liaison, Sherry Theuret, Administrative Supervisor and Paul Anderson, Superintendent. Town / Citizen Participation . • None — no emails received as per Superintendent Anderson . Approval of meeting minutes for April 10th and June 19th , 2020 pp 9 p Motion by Commissioner Baran to postpone the approval of February 28 , 2020 minutes to be approved at the next meeting . Commissioner Brown 2nd the motion . Roll Call Vote : 2 -0 -0 Motion by Commissioner Brown to approved the April 10th and June 19th minutes . Motion 2nd by Commissioner Baran . Roll Call Vote : 2 -0 -0 One time reduced rate reduction requests : • 232 Griffith Pond Road o Motion by Commissioner Brown to approve the one time reduced rate for 232 Griffiths Pond Road . 2nd by Commissioner Baran . o Roll call vote : 2 . 0 . 0 j • 245 Run Hill Road o Motion by Commissioner Brown to approve the one time reduced rate for 232 Griffiths Pond Road . 2nd by Commissioner Baran . o Roll call vote : 2 - 0 -0 Water Rates Study review and discussion • Recommend by the Superintendent to vote for the rate structure as presented in June . o Motion by Commissioner Brown to approve the rate study as presented in June . 2nd by Commissioner Baran . Roll call : 2 - 0- 0 ■ Insert about rate study will be in the August 1St billing statement to indicate new rate implemented February 1 , 2021 . ■ Liaison Mary Chaffee suggest rate study to be in the water department section and posted on the home page , Facebook and Twitter . i I l Ii Ell Fi;l TEE< Tlili , ie: i . ppt:}: 1 I 1 I 1 11 _y / "i '. � � Weathervanes Way Applicant waiver request and water main contribution • 2 Residents would like to connect to town water — have access through Crosby with an easement . o Residents would pay for installation and the water department would supply stock . o Request from residents to have fee waived for 6 " tapping fee in the amount of $ 2 , 535 . 00 ■ Not requesting to have the system development fee or meter set fee waived . • Motion by Commissioner Brown to waive water main tapping fee in the amount of the $ 2 , 535 . 00 and not waive the SDF & Meter Set Fee . 2nd by Commission Baran . • Roll call vote : 2 -0 -0 Estimate for water main installation on Weathervanes Way 0 6 " water main installation o 2 " service line with no hydrant installed o Would the water department contribute toward the cost of the installation ? o Commissioner Baran would not favor to contribute to the cost of construction ■ The fee is being waived and the stock is being supplied . ■ No motion needed at this time . This was a general conversation . If the residents wanted to make a formal request they would need to put in a formal request and attend a meeting . Report from Superintendent • Haley & Ward conducting a security check as far as a cyber attack o Working with Scada and the IT Director . o The water department is open to the public on Tuesday & Thursday' s but , office staff is in the office daily . o Southern Eagle Cartway ■ Estimated cost of the water main installed within the private road to be $ 8 , 050 . 00 based on what it would cost the water department to purchase , i a Report from Office Manager • Century Bank Lock Box o The address on the August 1St billing statement will have a mailing address going to the bank directly to be processed . ' o Century Bank and Data West working together to set up input and export of data information to post payments to customers account . ■ Commissioner Brown would like customers to continue be able to pay through 1 their bank to keep the mailing address coming to the water department . j • Lien Process o June 1St - customers were sent their first notification about the lien process starting with their property for lack of payment for two hundred ninety (290 ) days . o July 2nd — customers received their 2nd notification past due balance must be paid by September 2nd o August 1St — customers are reminded of their past due balance and a deadline to pay online on line by August 17th 1 NNN7I IN II ell t .� �vjNJ tk 6J j 34 � a r 3 i F1 � s �iy r1 ,� IN I o August 18t" customers will not be able to pay online and must pay with a cashier check , money order or cash . o September 3rd customers are mailed their final notice via : certified U . S . mail . Property owners will be charged a $ 50 lien fee , have the entire balance reversed and forwarded to the Treasurer' s Office . • Meter Reading o Meter reading is complete and all reads are currently being reviewed . o Customers are being notified via email , telephone and U . S . Mail of high usage or requesting access to water department equipment to be repaired or replaced . Appointment to WQRC discussion Commissioner Baran would like to postpone appointing anyone to WQRC until there are three water commissioners . o Liaison Mary Chaffee : will email conversation with the Town Administrator and Superintendent ■ Change town by- law to have the Superintendent as a member of the WQRC . Topics the Chair did not reasonably anticipate • 31 Friendship Lane o Owner requesting one time reduced rate due to leak after meter pit . o Owner provided paid receipt of repairs made by Mercantile Property Management . ■ Motion by Commissioner Wilcock to approve the one time reduced rate . Motion 2nd by Commissioner Brown . ■ Roll call vote : 2 .0 . 0 • CJ Management — 660 Villages Drive o Follow up to original discussion on February 28t" Meeting o Further reduction on billing statement to be put on hold until August 1 , 2020 billing statement . I o Recommendation by Superintendent Anderson to read meter during June meter reading and reassess usage again at that time o Commissioner Wilcock agrees with the recommendation by the Superintendent to wait until meter reading in June to reassess usage over six month period of time . ■ Motion by Commissioner Brown to wait six month to re-assess usage.
