AGENDA CHANGES — none CITIZENS SPEAK — None PRIORITY BUSINESS Presentation — Restorative Justice Principal Julie Kobold, Principal for Nauset Middle School , address the committee regarding Restorative Practice . She stated that "humans are hard-wired to connect with other people and have a need to belong . " At the Middle School and High School, the staffs are fostering connections between students and staff. The Restorative Practices strengthens relationships with individuals . She indicated they are seeing a lot of anxiety and depression at our schools . She indicated that the social emotional curriculum is fabulous . She suggested the adults in the buildings must be equipped to foster healthy relationships . Restorative Practice is the foundation piece and how we help students . She provided examples to the committee on how this would work and explained how they bring people back together. Restorative Practices gives a voice to the victim. This teaches students how to handle conflict. She reported that last summer the International Institution for Restorative Practices provided professional development of r40 staff members . It was rewarding and amazing . She shared how they all made a circle and checked in with everyone . This creates connectedness with students and teachers . Principal Ellsasser, Principal of Nauset High School, shared two stories of how restorative practice works in the classroom and as a discipline matter. The Nauset High School staff started the year in a big circle in the gym and checked in with one another. Many staff members continued this practice in their classrooms and found that it helps them know their students better. He indicated that Restorative Practice helps dig down to the core of the problem, builds relationships, pulls students closer and he feels it is working . i Principal Kobold indicated that professional development was just held again on the professional development 3 day, January 21 with 160 adults in attendance . Everyone left with the same universal language . They will build on this program and maintain it. She shared tools used in the program such as reflection cards. She shared that students ays know what they did and what the y need to do to fix it. The Superintendent indicated that the Principals have done a lot of work over the first few months of the year. He meets with the Principals every Tuesday morning and he would like to promote their efforts in Restorative Practices going forward . He also indicated that this ties into social emotional learning. Sassandra Roche commented that it is very nice to see the continuity in the two schools working together. She wondered about including the elementary schools . The Superintendent stated this could be across the entire system . He would have to look at professional development for teachers . This began in the summer of 2019 and they were unable to get back to it until 4 months later. He would like to look at a program of professional development that is continuing throughout the year. It would give teachers , on a regular basis , to continue initiatives . The Superintendent thanked the Principals for their presentation. Strategic Plan Judy Schumacher, Nauset Regional School Committee member from Orleans , walked the committee through the Strategic Plan format siting school committee policy ADAM . She indicated the Strategic Planning Committee prepared the format for approval of five committees . She gave a brief history of the work of the committee from inception to the present time . She mentioned the working groups that include 60 - 75 people including students who are working on the goals . She acknowledged the High School students for their invaluable input . She reviewed the Strategic Plan Format document with the committee . She indicated that schools will take the initiatives and will apply them to their school . She informed the committee that it is a five- year plan and that everything will not start on day 1 . Some initiatives will have to be done first before others . This will be spread out over time . In 2025 it will continue into the next Strategic Plan. Judith Schumacher also explained that each goal area talks about the Technology Plan connections and there will be a narrative on each goal that will talk about resources and budget implications . She stated the School Committee will report annually on the progress of the Strategic Plan. The Superintendent thanked Maxine Minkoff for her leadership on the Strategic Plan . ORLEANS Motion : On a motion by Gail Briere, seconded by Ginger Marks , it was voted unanimously to approve the 2020-2025 Strategic Plan format as submitted . REGION Motion : On a motion by Ed Brookshire, seconded by John O ' Reilly, it was voted unanimously to approve the 2020 -2025 Strategic Plan format as submitted . WELLFLEET Motion : On a motion by Mort Inger, seconded by Jan Plaue, it was voted unanimously to approve the 2020- 2025 Strategic Plan format as submitted . EASTHAM Motion : On a motion by Moira Noonan-Kerry, seconded by Ann Crozier, it was voted unanimously to approve the 2020-2025 Strategic Plan format as submitted. 2Page Joint SC Meeting , January 23 , 2020 4 BREWSTER Motion : On a motion by Jessica Larsen, seconded by Nicole Camp, it was voted unanimously to approve the 2020-2025 Strategic Plan format as submitted. Technology Update Barbara Lavoine, Director of Technology informed the committee of the Community Coding Carnival that took place at the Middle School . She shared that over 200 community members attended to explore and sample coding activities that are taking place in our schools . She suggested they see the video on the website . In her presentation she highlighted the status of the infrastructure and inventory at all schools . She talked about replacement of equipment and upgrades, ipads and lifespan, printers vs . copy machines, computer replacement, Smart Boards , antivirus, and security . Renewable Energy Projects Jim Nowack shared the projects the District is working on to conserve energy and the cost savings . Included in his report were solar canopies over the buses, electric car station at the Central Office, working with Cape Light Compact, and savings from replacing lights and installing LED lights . He indicated that the High School is receiving benefits from the Wellfleet Landfill Solar Project . He also indicated the Driver ' s Education Program will be purchasing 2020 Chevy Bolt electric vehicles that can go 257 miles on a charge . He indicated the District is doing everything it can to get the cost down. Central Office Budget Gail Briere, Chair of the Central Office Budget Subcommittee, reviewed the budget with the committee . John O ' Reilly asked what is happening with the position of Assistant Superintendent , The Superintendent indicated that Mr. Gauley will remain at Stony Brook Elementary School and that he will not make a move until there is a trial . He indicated that Mr. Gauley has brought good consistency and confidence to students and parents in the community. He indicated that Mr . Gauley currently has a number of projects he is working on for the District including grant and curriculum work . He is working on curriculum, working with the curriculum committee and the school calendar . He reported that Patti Gremer worked on the Technology Report and he uses her on some projects when Mr . Gauley is not available . The Superintendent indicated that he is confident the work of that position is being done . The Superintendent reiterated that he would wait to see when the trial date is announced. He wants to take care of our families and staff. He further stated that Keith Gauley has done a fantastic job at Stony Brook. Judith Schumacher indicated that she did not have a problem with Mr . Gauley at Stony Brook . Going forward next year, she asked if there is a plan in place to supplement the work that he cannot do . In the Strategic Plan will need Assistant Superintendent for professional development, curriculum development and will need a lot of attention. The Superintendent thought a subcommittee with member of each of the boards could look at the configuration of the Central Office staffing and decide if this is the model they want to stay with or something else . 3Page Joint SC Meeting , January 23 , 2020 F intendent explained how the consultant is being paid . He indicated that Keith Gauley is being paid as l and a portion of his Assistant Superintendent salary. The difference gives him an opportunity to hire r for projects . Gail Briere indicated the Central Office Budget Subcommittee met on November 13 . Members of the Committee include : Chris Easley, Ann Crozier, Jan Plaue, Nicole Camp, and Amy Handel . The Subcommittee voted unanimously to recommend the Central Office budget in the amount of $ 1 , 817,455 with an increase of $44,405 or 2 . 5 % increase . REGION Motion : On a motion by John O ' Reilly seconded by Ed Brookshire it was voted unanimously, 7. 0 , to approve the Central Office Budget in the amount of $ 1 , 817 ,455 . ORLEANS Motion : On a motion by Hank Schumacher, seconded by Sasandra Roche it was voted unanimously, 5 - 0 , to approve the Central Office Budget in the amount of $ 1 , 817 ,455 . WELLFLEET Motion : On a motion by Martha Gordon, seconded by Jan Plaue, it was voted unanimously, 4- 0 , to approve the Central Office Budget in the amount of $ 1 , 817 ,455 . EASTHAM Motion : On a motion by Ann Crozier, seconded by Moira Noonan= Kerry, it was voted unanimously, 5 -0 , to approve the Central Office Budget in the amount of $ 1 , 817 ,455 . BREWSTER Motion : On a motion by Jessica Larsen, seconded by Nicole Camp , it was voted unanimously, 3 -0 , to approve the Central office Budget in the amount of $ 1 , 817 ,455 . The Superintendent thanked the Central Office Subcommittee and Chair Briere for their work on the budget . School Calendar Keith Gauley, Assistant Superintendent, presented the 2020 -2021 school calendar. He indicated that the calendar does not show changes that could happen with negotiations . He made some minor changes and noted there were no major changes to the school calendar. He indicated no change in the started at or vacations . He suggested there might be more professional development time that will get incorporated. Gail Briere indicated the number of days in January should read 18 and the ending date in June is June 23 . Hand Schumacher indicated the Calendar Subcommittee finished its work one year ago . He wondered if that would still be taken into consider and schools still ending at 2 p . m . Mr . Gauley indicated that will be part of negotiations . The Superintendent indicated that the Negotiating Team will meet to start their work on this . Depending on changes, they could bring back to this committee changes . He also stated he recognized the hard work of the Calendar Committee and he wants to bring forward some of the recommendations . REGION Motion : On a motion by John O ' Reilly, seconded by Ed Brookshire it was voted unanimously to accept the 2020 -2021 school calendar. ORLEANS On a motion by Ginger Marks, seconded by Sassandra Roche, it was voted unanimously to accept the 2020 - 2021 school calendar 4Page Joint SC Meeting , January 23 , 2020 WELLFLEET On a motion by Jan Plaue, seconded by Martha Gordon, it was voted unanimously to accept the 2020 -2021 school calendar. EASTHAM On a motion by Mora Noonan-Kerry, seconded by Ann Crozier, it was voted unanimously to accept the 2020 - 2021 school calendar. BREWSTER On a motion by Jessica Larsen, seconded by Nicole Camp, it was voted unanimously to accept the 2020-2021 school calendar. Approval of Minutes — On a motion by Chris Easley, seconded by Jessica Larsen it was voted unanimously to approve the minutes of January 24 , 2019 . On a motion by Chris Easley, seconded by Jessica Larsen, it was voted to approve the minutes of May 23 , 2019 .
