Home My Public Portal About2015-12 Authorizing the purchase of a Ribcraft Vessel for the Police DepartmentRESOLUTION NO. 2015-12 A CAPITAL PROJECT AUTHORIZING RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; AUTHORIZING THE PURCHASE OF A RIBCRAFT VESSEL FOR THE VILLAGE POLICE DEPARTMENT; AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A PURCHASE ORDER FOR ACQUISITION OF THE VESSEL AND TO IMPLEMENT THE TRANSACTION; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village of Key Biscayne ("Village") Police Department is in need of a second marine vessel to expand patrol of the waters of the Village for the safety of its residents and visitors and to facilitate the provision of day-to-day operation of the Police Department; and WHEREAS, the Village Council desires to purchase a Ribcraft Vessel, including engines and other required marine equipment and accessories (the "Vessel"), for the Village Police Department; and WHEREAS, pursuant to Section 2-83(b) of the Village's Code, the Village solicited three quotes from vendors for the purchase of the Vessel, and obtained the proposal attached hereto as Exhibit "A" from Ribcraft, with pricing procured through the U.S. General Services Administration ("GSA"), as the lowest proposal and cost to the Village; and WHEREAS, the purchase of the Vessel is further procured pursuant to Section 2-86 of the Village Code, as based upon the purchase transaction or pricing procured by GSA as another governmental authority; and WHEREAS, the Village Manager has recommended purchasing the Vessel using funds from the Federal Asset Sharing Fund as an authorized expenditure, and has determined that the proposed expenditure complies with the Federal Equitable Sharing Agreement and Certification; and WHEREAS, the Village Council wishes to authorize the Village Manager to purchase the Vessel and enter into any purchase orders and/or similar agreements for the acquisition of the Vessel, in accordance with the proposal attached hereto as Exhibit "A"; and WHEREAS, the Village Council finds that acquisition of the Vessel and adoption of this Resolution is in the best interest of the Village. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF KEY BISCAYNE, FLORIDA, AS FOLLOWS: Section 1. Recitals Adopted. That each of the above -stated recitals is hereby adopted and confirmed. Section 2. Capital Project Authorizing Resolution; Purchase of Vessel Authorized; Source of Funds. That pursuant to Section 3.07(b) of the Village Charter, this Resolution shall constitute a Capital Project Authorizing Resolution. That the purchase of the Vessel at a cost of $159,089.70 in accordance with the proposal attached hereto as Exhibit "A", is hereby approved. The source of funds for the purchase shall be the KBPD Federal Forfeiture Asset Sharing Account. Section 3. Village Manager Authorized; Implementation. That the Village Manager is hereby authorized to execute the purchase order for the Vessel and/or any required documentation, subject to the approval by the Village Attorney as to fouun and legal sufficiency, and to take any action which is necessary to implement the acquisition of the Vessel and the purposes of this Resolution. Any and all expenditures authorized by this Resolution shall be from the KBPD Federal Forfeiture Asset Sharing Account. Section 4. Effective Date.
