MINUTES OF THE BOARD OF ASSESSORS
Date : October 27 , 2020 — Regular Session
Time : 5 : 3 0pm
Location: REMOTE PARTICIPATION
Remote Participants : Chair Belinda Eyestone ; Members G . Howard Hayes & Diane
Salomone ; Deputy Assessor James Gallagher
Call to Order : Ms . Eyestone called the meeting to order at 5 : 30pm :
Declaration of a Quorum : A quorum was present . All members were participating remotely
and confirmed that they could hear each other .
Meeting Participation Statement : Mr . Gallagher read the following meeting participation
statement :
This meeting will be conducted by remote participation pursuant to Governor Baker ' s
March 2020 orders suspending certain Open Meeting Law provisions and imposing limits
on public gatherings . No in-person meeting attendance will be permitted . If the Town is
unable to live broadcast this meeting, a record of the proceedings will be provided on the
Town website as soon as possible . The Town has established specific email addresses for
each board and committee so the public can submit comments either before or during the
meeting . To submit public comment or questions to the Board of Assessors , please email $
assessor@brewster-ma . gov . To view the :

Mr . Gallagher was monitoring the public comment/question email address and confirmed that no
questions or comments had been received .
Regular Session
• Report of the Deputy Assessor ; Mr . Gallagher reported that Tax bills were mailed with an
issuance date of October 13 , 2020 . The due date for the first half is November 12, 2020 and
the abatement application deadline is November 12 , 2020 ,
• Classified Land Applications : Mr . Gallagher presented the following renewal applications
and recommended approval :
• Brown, Stephen (Trustee) , 0 Main Street Rear (Behind Herb Shop) , 61A
• Casey, Kevin & Judith, 0 Cranview Road, 61A

After brief discussion regarding a future dwelling on the Casey property, Ms . Eyestone
moved to approve the Classified Land applications as presented . Ms . Salomon seconded the
motion. Roll call vote : Hayes — Aye ; Eyestone — Aye ; Salomone — Aye ; approved
unanimously .
Mr . Gallagher also reported that Bette Anne Avery conveyed her property on Lund Farm
Way (parcels 99 - 5 - 0 & 99 - 32- 0) and retained a Life Estate in the property . Her 61B
application has already been approved for this year, but a new lien on the property will need
to be recorded to reflect the new deed information . Ms . Eyestone moved to sign and record a
new Chapter 61B Lien on parcels 99 - 5 - 0 & 99 - 32 - 0 . Mr . Hayes seconded the motion. Roll
call vote : Hayes — Aye ; Eyestone — Aye ; Salomone — Ayes approved unanimously.
• Review and approve Regular Session Meeting Minutes — October 13 , 2020 : Mr . Hayes
moved to approve the October 13 , 2020 regular session minutes as presented . Ms . Eyestone
seconded the motion . Roll call vote : Hayes — Aye ; Salomon — Aye ; Eyestone — Ayes
approved unanimously .
• Matters Not Reasonably Anticipated by the Chair : None
• Next Meetings : November 9 , November 24 , December 14 , December 29
• Executive Session (To comply with or act under the authority of any general or special law
or federal grant-in-aid requirements : MGL Chap 59 Sec . 60 and MGL Chap . 214 Sec . 1B) :
At 5 : 44pm Ms . Eyestone moved to enter Executive Session for the reasons noted above, not
to return to regular session . Ms . Salomone seconded the motion. Roll call vote : Hayes —
Aye ; Salomon — Aye ; Eyestone — Aye , approved unanimously .
