AN ORDINANCE TO CREATE A GENERAL IMPROVEMENT FUND FOR THE CITY OF
RICHMOND, INDIANA.
BE IT ORDAINED by the Common Council of the City of Richmond, Indiana:
SECTION 1. In accordance with the provisions of Chapter 40, Acts 1953
General Assembly of the State of Indiana, there is hereby created a
special fund to be known as the General Improvement Fund of the City
of Richmond, Indiana, which fund shall be used as a fund to pay for
the construction, repair or improvement of streets, alleys, sidewalks,
curbs, gutters and sewers. Said fund shall.consist of funds realized
from the collection of all special assessments for benefits to property
from the construction, repair or improvement of streets, alleys, side-
walks, curbs, gutters and sewers, together with any appropriation
made from the general fund of the city, or from taxes levied by the
Common Council of said city for such purposes.
SECTION 2. Disbursements shall not be made from this fund unless
benefits are to be assessed against properties benefitted. All of
the monies deposited in said General Improvement Fund shall be used
solely for the purposes set forth in Section 1 hereof and none of
such monies shall revert to the General Fund of the City of Richmond,
Indiana.
SECTION 3. This ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and its approval by the
State Board of Tax Commissioners of the State of Indiana.
