SEGTIOW 1, BE IT ORDAINED by the Common Council of the City of Richmond., Indiana.,
that for the expenses of -the City Gover mnt and its institutions for the year

and set apart out of the -fund narmd and for the purpose specified® Said sum

be held to include all expenditures to be made during the year, unless expressly
