A POLICY RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NAPA FOR WEED REMOVAL
WHEREAS, Section 8.24.020 of the Napa Municipal Code provides that the City Council by
resolution shall establish the date by which removal of weeds must be accomplished and the methods and
materials to be used.
NOW, THEREFORE, BE IT RESOLVED by said City Council that policy in the matter of weed
removal be, and the same is hereby reestablished as follows:
Section 1. Cutting of dry grass, weeds or other flammable vegetation must be accomplished when
the growth exceeds four (4) inches in height. The Fire Chief or his/her designee shall determine when
weather conditions would interfere with the effective removal of hazardous vegetation.
Section 2. Removal of all weeds or flammable vegetation shall be accomplished by any of the
following methods:
a. Disking - (including rototilling and hand -hoeing). All work including firebreaks, shall be
completed so that all weeds, grass, crops, flammable vegetation and organic material which could burn
shall be completely turned under so there is insufficient fuel to sustain or allow the spread of fire.
b. Mowing/Cutting - All mowing work shall be completed so that all weeds, grass and other
flammable vegetation is cut to a height of no more than four (4) inches. Flail and rotary mowers are
acceptable, bar mowers are not permitted.
c. Spraying — (utilizing products and methods approved by the State Agricultural Commissioner)
Section 3. The following items are minimum standards and guidelines for the abatement of
flammable vegetation and hazardous accumulations of flammable materials:
a. Cut as necessary all grass, weeds and other flammable vegetation within thirty feet of
structures, property lines, fence lines, planting strips, parking strips and sidewalks.
b. Cut and remove all dead and or dying trees. Trees shall be limbed up so as to prevent surface
fire from extending into the tree canopy.
c. Remove and properly dispose of all rubbish, trash, trimmings, litter and other waste material.
d. Wood piles, lumber storage and other combustible materials shall be stored in a neat and
orderly manner not less than 30 feet from weeds, grasses, flammable vegetation and propane tanks.
Materials shall not be kept where they could cause fire to spread to structures, adjoining property or
create a fire hazard.
e. Remove and properly dispose of all rubble, junk and debris piles, including dirt.
f. In hillside or in the Wildland / Urban Interface areas the property shall be provided with a
defensible space surrounding structures of not less than thirty (30) feet. The Chief or his/her designee
upon further evaluating the type of fuel, slope, aspect, local weather factors and type of building
construction shall have the authority to require increased clearance distances based on the above
criteria.

g. In designated agricultural areas or for parcels exceeding three (3) acres in size the following
criteria can be used:
i. Firebreaks will be constructed by establishing perimeter cuts and/or disking of not less
than thirty (30) feet. Additional interior strip cuts shall be required to breakup fuel
continuity.
ii. Provide sufficient grazing livestock so as to limit vegetation growth to no more than four
(4) inches.
Section 4. Mitigation of growths or hazards as described in this policy and in Chapter 8 of the Napa
Municipal Code must be completed on or before June 1t of each Calendar Year.
I HEREBY CERTIFY that the foregoing resolution was duly and regularly adopted by the City Council of the
City of Napa at a regular meeting thereof held on the 15th day of June, 2004, by the following call vote:
