HomeMy Public PortalAboutPolicy Resolution-02POLICY RESOLUTION NO. 2 POLICY RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, ESTABLISHING POLICY RELATIVE TO USE OF CITY ADMINISTRATIVE BUILDINGS AND MEETING ROOMS WHEREAS, City administrative buildings and meeting rooms must be kept available for official meetings and hearings and used under the direction of responsible City officials; and WHEREAS, City administrative buildings and meeting rooms are for the transaction, principally, of City business; and WHEREAS, were City -owned premises (excluding Parks and Recreation facilities) to be used by anyone for the purpose of solicitation, campaign events, selling or any other similar type activities, such use would become burdensome on the primary purpose of such facilities. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Napa, State of California, as follows: Section 1. That the use of City administrative buildings and meeting rooms (excluding Parks and Recreation facilities) of the City of Napa, City Hall, is hereby restricted to governmental agencies, i.e., City, County, State and Federal, or public meetings sponsored by a City department. Section 2. Requests for use of City administrative buildings and meeting rooms (excluding Parks and Recreation facilities) shall be submitted in writing to the City Clerk's Office at least 15 days prior to the date of the event. The City Clerk's Office shall notify the applicant as to use and conditions of use at least 5 days before the event. Section 3. City administrative buildings and meeting rooms shall not be used for other purposes as hereinbefore stated by anyone save and except as may be provided to the contrary in the ordinances or the Charter of the City of Napa and the laws of the State of California. Section 4. Except as provided herein, City -owned administrative buildings and meeting rooms (excluding Parks and Recreation facilities) shall not be used by non -City officials or employees for the purpose of solicitation, campaign events, selling or any other similar type activities. City -owned administrative buildings, meeting rooms and facilities may be used by City officials and employees for solicitations, sales and similar activities in connection with charitable and/or educational fund raising events with which the official or employee, and/or his or her immediate family is involved; provided, however, that the City Manager shall have the authority to terminate or limit such solicitation, sales or similar activity where the City Manager determines that such solicitation, sales or similar activity in any manner is or may be disruptive to or at odds with the regular, orderly administration of City business. Section 5. City administrative buildings and meeting rooms may be utilized by non- partisan not for profit organizations to sponsor debates with all candidates for Napa City and County offices. Section 6. In the event more than one eligible group requests the use of City administrative buildings or meeting rooms, factors in determining who shall be allowed use of the facilities are: a. Time of receipt of the request b. Public interest of the group c. Size of the group d. Time requirements for use of the facility Section 7. The Council Chambers and Committee Room shall be scheduled only when not reserved for City Council or commission meetings. Section 8. Fees for use of City administrative buildings and meeting rooms are as set forth in Policy Resolution No. 16. Fees do not apply to City of Napa departments.
