HomeMy Public PortalAboutPolicy Resolution-24POLICY RESOLUTION NO. 24 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA APPROVING PARK AND FACILITY NAMING POLICY WHEREAS, the City of Napa wishes to establish a uniform policy regarding the naming of existing and future park and/or recreation facilities and; WHEREAS, the City wishes to ensure that naming public parks and recreation facilities will enhance the values and heritage of the City of Napa and will be compatible with community interest; and WHEREAS, the Parks and Recreation Commission shall review and make recommendations on the naming of City park or recreation facilities; and WHEREAS, the City Council shall exercise final authority in naming all public parks and recreation facilities with its jurisdiction; and NOW, THEREFORE, BE IT RESOLVED that the City of Napa approves the Park and Facility Naming Policy as follows: PURPOSE: The purpose of this instruction is to establish a uniform policy regarding the naming of existing and future park and/or recreation facilities. POLICY: A. The City will normally adopt a name for each park or recreation facility based on geographical, natural or historic criteria identified with the area. B. When appropriate, a park or recreation facility can be named in honor of a person, posthumously, when such a person has made major contributions to the community, the country, or the field of parks and recreation. C. The City Council shall exercise final authority in naming all public parks and recreation facilities within its jurisdiction. OBJECTIVES: A. To ensure that naming/memorializing public parks and recreation facilities will enhance the values and heritage of the City of Napa and will be compatible with community interest. B. To encourage the dedication of lands or funds for public use by individuals and groups, and provide recognition of their achievements or community contributions. PROCEDURES: The Parks and Recreation Commission shall review and make recommendations on the naming of a City park or recreation facility. These recommendations shall be submitted to the City Council for their review and approval. The Parks and Recreation Commission shall use this policy and criteria in recommending a name for the site or facility. Recommendations for a name may be submitted in writing by community groups, individuals and staff. All recommendations or suggestions will be given the same consideration without regard to the nomination source. Procedure for Submitting Request for Naming: 1. Requests for naming parks or recreation facilities will be submitted in writing to the Director of Community Resources. 2. Such requests shall be referred to the Parks and Recreation Commission, with staff recommendations. 3. The Parks and Recreation Commission shall make a recommendation to the City Council. Recommendations will be returned to staff for preparation of a resolution and submission to the City Council. A. Park Naming: In determination of new parkland names, the official naming process should begin as early in the development and or acquisition as possible. Publicity, brochures, development plans, etc. all use the park name and the earlier in the process the name is selected, the better the acceptance of that name. B. Feature or Facility Naming: The naming of features within a park, portions of the park or specific facilities within a park do not have time constraints associated with the naming of a park and as consequence may occur at any time. 1. The facilities that are most frequently named and identified are: Points of Entry, Trails and Roads, Recreational Facilities such as group picnic area, Physical Features (such as valley, hills or streams). 2. Names should be appropriate to the park by reflecting: The expression of the place (its topography, geology, etc.), History, Flora and fauna, Use of an area. C. Trail Naming: 1. Major trails (those identified in the Parks and Recreation Specific Plan) will be given names now so that material dealing with these trails will be uniform and consistent and to insure that inappropriate names do not become common usage. 2. Smaller unnamed trails will be considered for naming after such trails come into existence. 3. The naming of major trail routes will follow the major north -south character of the Napa Valley, such as: Napa River, Skyline or Valley. 4. The major trail route connectors (east -west) will take their names from the character of the trail (i.e., could be physical nature of the land, nature of connecting link (park to park) or it could be historic naming. D. Parks and Recreation Commission Prerogative: The Parks and Recreation Commission retains the right to name a site, structure or parkland for a special reason or circumstance without prior processing through the policies listed above.
