THIS AGREEMENT, hereby entered into between the Richmond, Indiana, a municipal
corporation acting through its Board of Sanitary Commissions of the Richmond Sanitary
District and Storm Water Management Board (hereinafter referred to as "City"), and the
Wayne County Soil and Water Conservation District -(hereinafter referred to as "Wayne
District"), and the WUR Solid Waste Management (hereinafter referred to as "WUR"),
and the Union County Soil aW Water Conservation District (hereinafter referred to as
"Union District") on this day of February, 2019, is designated to enable the Wayne
District, Union District, City and WUR to jointly utilize services of an Education
Coordinator who shall be paid from monies provided by the parties hereto.
In consideration of the terms and conditions contained herein, including the above
stated recital, the parties agree as follows:
1. Education Coordinator- The parties agree to jointly retain and utilize the services
of an Education Coordinator ("Coordinator"). Such Coordinator shall perform her or his
duties according to the following:
a. The Coordinator shall be deemed a full --time employee of the Wayne
District and as such, will be paid through the Wayne County Government budget. In
conjunction therewith, Wayne County Government shall provide all payroll functions
applicable to the position, including withholdings, PERF, unemployment compensation,
taxes, and other employment functions. The Personnel Policy of Wayne County
Government shall also apply to the position.
b. As part of this employment, each party shall deliver and pay to Wayne
County Government its proportionate share of the annual compensation (including taxes
and fringe benefits) of the Coordinator in the following percentage amounts: City shall
pay 3 0%; Wayne District shall pay 3 0%; WUR shall pay 30%; and Union District shall
pay 10%.
C. City, Wayne District, WUR and Union District agree to pay Wayne
District for rent for office space for the Coordinator in an amount not to exceed Five
Thousand Three Hundred Fifty -One Dollars and Fifty Cents ($5,351.50) annually, in the
same proportionate share as each entity is obligation to pay its share of the compensation
of the Coordinator as set forth in subparagraph "b" above, namely: City, 3 0%; Wayne
District, 3 0%; WUR 3 0%, and Union District, 10%.
d. The job responsibilities of the Coordinator shall be as set forth on Exhibit
"A" incorporated by reference herein and attached hereto. To the extent possible, the
Coordinator shall allocate her or his time proportionately to the share of costs described
above. For example, 3 0% of the Coordinator's time shall be utilized with assistance to
WUR. The parties recognize that some functions shall be shared and an exact
proportionate division of responsibilities is impossible.

C. The Coordinator shall be paid a sum not to exceed the annual salary of
Forty Thousand Nine Hundred Seventy -Seven Dollars and No Cents ($40,977.00), plus
usual and customary benefits, for satisfactory work performed for services.
f. Any future raises for the Coordinator will be based upon Wayne County
Government's approved annual raises for its employees.
2. Education Coordinating ommittee -- To assist with the utilization of the
Coordinator and the implementation of this Agreement, the parties agree to create an
Education Coordinating Committee ("Committee"). Such Committee shall consist of
seven members, each member to serve a one year term. The appointment of such
members shall be as follows:
Two members shall be appointed by the City, Wayne District, and WUR,
and one member shall be appointed by the Union District. The Committee shall perform
the following functions and/or serve according to the following conditions.
a. The Committee shall select the Coordinator and shall supervise the
services to be rendered and the activities to be conducted by the Coordinator.
b. The Committee shall be responsible for reviewing and/or modifying the
qualifications and job description for the Coordinator as needed.
C. No compensation shall be paid to any member of the Committee, and in
the event of a vacancy, the appointing body of that particular member shall be
responsible for filling such vacancy.
d. The Committee shall meet twice each year. These meetings will be during
the month of June and December.
3. Additional Costs - Wayne District shall pay all other expenses incurred by
authority of the Committee in the administration of the programs conducted by such
Committee.
4. Term - The term of this Agreement shall be for a period of one (1) year
commencing January 1, 2019 and concluding December 31, 2019. Absent written notice
to the contrary by any party at least ninety (90) days prior to the end of such one (1) year
period to all other parties, this Agreement shall be deemed to be automatically renewed
for an additional one (1) year term pursuant to the same conditions and agreements
contained herein.
S. Termination - Following the termination of this Agreement for any reason, any
funds remaining on the books of Wayne County which were contributed by the parties
herein for the purposes of this Agreement, shall be returned to the parties in proportionate
share as contributed by such parties.
IN WITNESS WHEREOF, the parties execute this Agreement as of the date first set
forth above, although signatures.may be affixed on different dates.
