HomeMy Public PortalAboutPolicy Resolution-03POLICY RESOLUTION NO. 3 POLICY RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, RESCINDING POLICY RESOLUTION NO. 21 AND ESTABLISHING POLICY FOR CITY PARTICIPATION IN STREET FRONTAGE MOVEMENTS WHEREAS, it is the policy of the City of Napa to encourage the installation of curb, gutter and sidewalk on City streets where these improvements do not exist; and WHEREAS, the City requires the installation of curb, gutter, sidewalk and pavement widening on subdivision, use permits, building permits and similar applications, as a condition of approval of the application; and WHEREAS, there are certain public streets within the City Limits where the street right-of-way is not of adequate width and/or the curb, gutter, and sidewalk improvements do not exist. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Napa as follows: Section 1. That Policy Resolution No. 21 adopted April 17, 1961 is hereby rescinded. Section 2. The street improvements required to be installed shall be reasonably related to the construction and/or modifications being done on the property. Section 3. In situations where it appears unlikely that a use permit or similar application will be requested and the property owner is interested in improving the street frontage of their property, the following policy shall apply: a. If no additional street right-of-way is needed, the property owner is required to install the curb, gutter, sidewalk and street paving at their own cost. If funds are available and budgeted, the City may participate in the street paving costs on a limited basis. b. If additional street right-of-way is needed and the property owner is willing to dedicate the right-of-way for public street purposes, the City will participate in the curb, gutter, sidewalk and/or street paving subject to funds being available and budgeted. The amount of City participation in the cost of the street frontage improvements shall be determined based on the estimated value of the land being dedicated by the property owner. oo a Section 4. Installation of sidewalks are encouraged and normally required to be installed except in some hillside areas. Sidewalks are particularly important on major and collector streets and on routes to school, for pedestrian safety. Section 5. Installation of curb and gutter is required to be installed on all streets to control the surface drainage and to reduce street maintenance costs. Curb and gutter provides a confined area for the street structural section and reduces the deterioration along the edge of the pavement.
