RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA,
STATE OF CALIFORNIA, ESTABLISHING POLICY REGARDING
SISTER CITY RELATIONSHIPS
WHEREAS, Sister City relationships are recognized as being integral to reinforcing the Napa
Valley's leadership as a wine producing region; and
WHEREAS, Sister City affiliations should further global understanding by fostering technical,
educational, economic and cultural exchanges. The ideal affiliation involves a large number of citizens
and organizations in both cities engaging in exchanges of people, ideas and cultures on a long-term con-
tinuing basis; and
WHEREAS, the partnerships developed through Sister City relationships are fostered through
media coverage and VIP hospitality that accompanies delegation visits; and
WHEREAS, further Sister City relationships should follow the objectives of building partnerships
that pattern the economic and geographic aspects of a world class wine region.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Napa that policy for
Sister City relationships is established as follows:
Section 1.
A. The goal is one Sister City per continent symbolizing Napa Valley's global relationship. Official
Sister Cities must symbolize Napa Valley's global relationships and mirror the character, size, economics
and cultural aspects of the Napa Valley.
B. Requests for Official Sister City status will be submitted to the City Council. The City Council
will refer the request to the Office of Protocol --Napa Valley Convention and Visitors Bureau.
C. The Office of Protocol will submit the request to the Sister City Committee for review and rec-
ommendation. The Sister City Committee will consist of the Executive Director of Napa Valley Convention
and Visitors Bureau, Mayors from the Cities within Napa Valley, other Sister City chairpersons, Chamber
of Commerce representative and Napa Valley Vintners Association.
D. The Sister City Committee will recommend to the City Council whether or not the City qualifies
as an Official Sister City or a Friendship City.
E. Official Sister City functions will be coordinated through the Office of Protocol -Napa Valley
Convention and Visitors Bureau. Each Sister City shall have one official chairperson as a point of con-
tact. The chairperson's obligation is to communicate with the Office of Protocol to coordinate itineraries
and activities.
F. The Office of Protocol will provide administrative and financial support to fulfill the Sister City
obligations on behalf of the City. Efforts will be coordinated by the Office of Protocol with assistance from
the Chamber of Commerce, the City, and Napa Valley community members. The City will receive a copy
of all communications written and received by the Office of Protocol regarding Sister Cities.
G. Friendship Cities may be established, however, they will not be considered official Sister Cit-
ies and not funded.

H. Visiting delegations from cities other than official Sister Cities may be greeted and hosted by
the officials and residents, but they will not be eligible to receive a publicly funded program by the Office
of Protocol.
Section 2. Official Sister Cities to date include:
(1) Iwanuma, Japan
(2) Launceston, Australia
(3) Casablanca Valley, Chile
Section 3. Friendship Cities to date include:
(1) Jerez, Mexico
(2) Nakaizu City, Japan
I HEREBY CERTIFY THAT the foregoing policy resolution was duly and regularly re -adopted by
the City Council of the City of Napa at a regular meeting held on the 13th day of March, 2001, by the fol-
lowing roll call vote:
AYES: Techel, Busenbark, Martin, Sercu and Henderson
NOES: None
ABSENT: None
