HomeMy Public PortalAboutPolicy Resolution-04P" POLICY RESOLUTION NO. 4 POLICY RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, RE-ESTABLISHING POLICY IN THE MATTER OF GOVERNMENTAL INFORMATION STUDY AREAS WHEREAS, an informed public and citizen electorate is the key to the orderly functioning of the democratic governmental processes in the City of Napa; and WHEREAS, public access to decision-making information, background reports and City Staff reports are necessary for the proper evaluation of elected officials and their decision-making processes by the citizens of Napa; and WHEREAS, there are often decisions made by the elected officials which require public hearings by law in the City of Napa, and the citizens need background information and Staff reports to adequately comment at the public hearings or otherwise advise their elected public officials; and WHEREAS, it is the policy of the elected officials of the City of Napa to see that City Staff provides as much information as is available and is practical for the use of the citizens of Napa for the purpose of being fully informed; and WHEREAS, all of the information gathered and distributed by the employees of the City of Napa has been obtained with public funds paid in part by the taxpayers of the City of Napa and is therefore theirs by right of ownership; and WHEREAS, there is an expressed desire among the citizens of Napa that easier access to information is needed such as City ordinances, resolutions, charter and other documents such as Environmental Impact Reports, consultant reports, staff reports, agenda and minutes of meetings, and the agenda packets of the City Council, City Planning Commission, Community Redevelopment Agency, Housing Authority, Parking Authority, and all other designated agencies and commissions in the City of Napa; and WHEREAS, staff reports, background materials and regular agenda packets are made available to the elected officials and to members of the media prior to meetings; and WHEREAS, a central place for the review of such staff reports, background material, agenda packets, and other information is necessary for the study of such material prior to public meetings by interested citizens; and WHEREAS, the City Clerk's Office, the Napa City -County Library and the Community Service Building are public areas in locations easily accessible to the public and generally open at convenient hours for the use of citizens; and r-. WHEREAS, the Napa City -County Library staff has expressed an interest in providing a government document study area at the library for the study of staff reports, documents and agenda packets; and WHEREAS, the Napa City Staff are generally available and willing to answer the questions of citizens; and WHEREAS, the Napa City Council desires to provide adequate information to the citizens of Napa on all issues affecting the City of Napa and its citizens. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Napa, State of California, as follows: Section 1. That the following policies by observed: A. A government documents study area will be set aside in the City Clerk's Office and Napa Community Services Building which will be available for public use during regular business hours. B. Government documents including but not limited to the Napa City General Plan Elements, City Ordinances, City Charter, Environmental Impact Reports, Consultant Reports, Staff Reports, Meeting Agendas and Minutes, City Budget, and all of the agenda packets as soon as released to elected and appointed officials and media, will be available to the public in the government documents study area. C. All materials and documents made available above be also made available to the Staff of the Napa City -County Library for use in their government documents study area. D. All requests for copies of documents made available in the government documents study area be filled by City Staff at a per page price as provided for in Policy Resolution 16 (City Fees and Charges).
