ORDINANCE NO. 2045-1954
WHEREAS, certain extraordinary emergencies have developed since the adoption
of the existing annual budget so that it is now necessary to appropriate money
for the various functions of the City Government than was appropriated in the
annual budget,,
SECTION 1° RE IT ORDAINED BY THE C04MYOi COUNCIL OF TIME CITY OF RICH'^ND9
INDIANA, that for the expenses of the City Goweralment and its institutions
for the year ending December 31, 1954, the following amount of money is
hereby appropriated and set apart out of the fund named and for the purpose
specified. Said sum being subject to all laws governing the same. Such
amounts appropria-ted shall be held to include all expenditures authorized
to be made du:'ing the year, unless expressly stipulated by law.

SECTION I. WMEREAS, it has been shown that certain existing appropriations
now have unobligated balances whicli will not be used for the propose which
appropriated.
IT IS THEREFORE ORDAII:ED BY THE R.ICHMOND COMMON COUNCIL that such unnecessary
existing appropriations be now reduced in amounts as follows, and the same
appropriated to the above named item (s)

SECTION 4. An extraordinary emergency exists for the above appropriation.
SECTION 5. This ordinance shall be in full force and effect from and after
its passage and approval by the Mayor and is subject to the laws of the
State of Indiana governing emergency appropriations.
