Those present were : Sue Brown , Lem Skidmore , and Liaison Mary Chaffee , Sherry Theuret , Administrative Supervisor and Paul Anderson , Superintendent . Pursuant to Governor Baker's March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law and his March 15 and March 23, 2020 Orders imposing strict limits on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting may be found on the Town's website at www. brewster-ma .gov, For this meeting, members of the public who wish to listen to the audio broadcast may do so via the Town of Brewster website at http://livestream.brewster-ma.gov or on Channel 18, No in-person attendance of members of the public will be permitted, but every effort will be made to ensure the public can adequately access the proceedings in real time via technological means. The Town has established specific email addresses for each board and committee that will be meeting remotely so that residents can send their comments in writing either before or during the meeting. For this meeting, please send contact panderson@brewster-ma.gov, In the event we are unable to live broadcast these meetings, despite best efforts, we will post on the Town website an audio recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting at http://tv. brewster-ma.gov. • Call to Order — 11 : 05 • Declaration of a Quorum — Roll call complete by water commissioners • Meeting Participation Statement — Read by Cynthia Baran — Chair • Citizen Forum N/A • Approval of July 17' meeting minutes o Motion by Commissioner Brown to postpone the approval until the next water commissioner meeting . 2nd by Commissioner Baran . Roll call : 3 -0-0 • One time reduced rate reduction requests : o 135 Tubman Rd , 25 Tern Way, 156 Yankee Dr, 1050 Main St ■ Motion by Commissioner Brown to approve all one time reduced rate request based on provided information by property owners, 2nd by Commissioner Skidmore o Roll Call Vote : 3 -0-0 • Enterprise Funding vs Special Revenues discussion o Article No . 3 : To establish a Water Department Enterprise Fund for fiscal year commencing on July 11 2020 and to transfer any funds remaining in the Water Department Reserve Fund as of June 30, 2020 or to take any other action relative thereto . ■ Motion by Commissioner Brown to approve moving from a Special Revenue Fund to an Enterprise Fund . 2nd by Commissioner Skidmore . ■ Roll Call Vote : 3 -0-0 1 I • 36 Southern Eagle Cartway Water Main discussion o Superintendent Anderson received a letter in response of the approved proposal from the water commissioners from the owner of 36 Southern Eagle Cartway . { ! : nil lij 1 t 7 i 1 i I • Report from Superintendent o Superintendent Anderson decided to postpone capital request . ■ hoping rate increase will fund water department projects ■ Two wells to be rehabbed : • Postpone Well #4 for 1 year . • Well 3 rehab will move forward using the funds from the prior construction account . ■ Vehicle request ■ Reduce construction account to $ 70K o Job Description study o Drought Advisory— Level 2 ( directed at fire prevention ) Aquifer is fine . No restrictions needed at this time . o DEP : Spm and prior to 9am ■ Would like to see less irrigation use and do hand watering o Preparing for flushing entire system starting Tuesday, September 8, 2020 . ■ Reverse 911 to be done by the Brewster Police Department ■ Flushing to be posted on website ■ Slide created for Channel 18 o Water department preparing to flush the 2 schools in Brewster and then do lead and copper sampling . ■ Lead and copper sampling happens every 3 years • Report from Office Manager o Lock Box update ■ The water department has set up a lock box through Century Bank . Billing statements have been changed to reflect remittance address directly to the bank . ■ Payments will be imported electronically from the Century Bank server into the Bill Master software . o Lien process update ■ Final lien notices were mailed out via : certified mail on August 1 , 2020 . ■ Outstanding balance as of August 1 , 2020 was $ 42 , 398 . 31 — August 2 , 2019 $ 25, 286 . 21 i • Topics the Chair did not reasonably anticipate o Changes to budget ■ Article 7 % To see if the Town will vote to transfer available funds or otherwise funds in the sum of $ 2 , 376, 454 . 00 for fiscal year 2021 costs associated with the operation of the Water Department including, but no limited to acquiring professional services and equipment, personnel and maintaining facilities and operations, including authorization for lease purchases of up to five years; all expenditures to be made by the Water Department, subject to the approval of the Town Administrator, or to take any other action relative j thereto . i • Motion by Commissioner Brown to make a motion to support Article No , 7 , 2nd by { Commissioner Baran . • Roll Call Votes 3 -0-0 j I • Motion to adjourn meeting by Commissioner Brown at 11 :41 AM • Next meeting : Friday, November 2"d at 11 : 30 AM t i
