We are performing the inspection on Lot number 4 as a courtesy to Mr. Saponc and to the City of Tybee Island. After a brief inspection of the project, it is our opinion that the grading of both projects seem to be in substantial compliance with the approved drainage plan. Please note that in lieu of swages between the two lots, landscaping was utilized to prevent storm water from migrating to the adjacent property. Our review is limited to engineering issues regarding the drainage. We have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning or subdivision regulation issues. We offer the following comments: 1) The drainage swales need to have the depth required by the calculations. For instance the eastern swale is shown to have an invert of 8.03 while the ground appears to have an elevation of 8.3. Around the middle of the building on the east side the swale inert is shown to be 8.13 while the ground is only 8.3. Berming along the property line is accepted, provided it does not block the flow from other properties. However, it appears there is room to widen the bottom of the swale to address this issue. 2) It appears that there is a slight roadside swale on the south side of Laurel Avenue draining west. Please note the driveway to match the existing grades of this depressed area or provide for not blocking the roadside flow otherwise. 3) The hatching on the driveway appears to be concrete. Please provide the Engineer with a copy of Tybee's porous /pervious pavement section of the ordinance. In the interest of time, we can accept faxed copies of a portion of the plan for my concurrence. The revised plans could be provided to your office prior to a building permit being issued. The design approach appears to be solid. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by any other governmental body or authority having jurisdiction over any portion of this project. Please note that the building is shown to be 10' off of the front property line. If the BSL is to be different, I do not need the drainage plan revised as it can be easily adjusted for a building set 10' further back. The majority of the flows, approximately 3 /4ths of the lot appear to be carried counter clockwise around the building to Laurel Ave. As the swale depth for the most part is only an inch or less, more detailed design documentation is needed. a. Calculations have been provided showing that minimal swales can facilitate the minimal amount of drainage from this site. 5. This appears to be a generic lot grading plan. Allen Ward is used to the detail given a single family residential lot on a normal neighborhood grading and drainage plan. We need the driveway shown with grades on the top of driveway. a. A driveway and grades have been added. This is not a generic plan it has been designed specifically for this lot based on the provided topographic information. 6. The residence and associated driveway will occupy appoximately half of the 0.10 acre lot. This leaves the other half of the lot to be grassed. Using a coefficient of .95 for the impervious areas of the lot and .35 for the grassed areas, the run -off for this lot is determined to be approximately .50 cfs. This was calculated assuming the time of concentration =5 min. for a 25 -year storm event. Thus, giving us an intensity of 7.5 in/hr. CIA = .05 *(.95) *7.5= .13 cfs CIA = .05 *(.35) *7.5= .36 cfs Total Site = .50 cfs This site will be drained by 2 proposed swales.
