WHEREAS, certain ex,traordinanry emergencies hive ddveloped since the
adoption of the existing annual budget so that it is now necessary to
appropriate more :coney for various functions of the City Government than
was .appropriated in the annual budget,and,
rvi:- EASvit has been shown that certain existing aPpropriations now have
unobligated balances which will not be used for the.purpose for which
appropriated.

Richmond, Indiana.
SECTION 1. That for the expenses of the City Covernment and its insitut-
ions for the year ending December 3191964,the following amounts of money
are hereby :-ipproprieted and set apart out of the fund named and for the
purposes specified,said sums being subject to all laws governing the
same.Such amounts appropriated shall he meld to include all expenditures
authorized to be made during the. yea:r,unless expressly stipulated by !.nv%
SECTION 2. For said fiscal period, there are hereby npnropriated the
