HomeMy Public PortalAboutr 14-101,Gohl iotl of IfIt PVr0q, 4 -f (ffarhrd, �4- J- No. 14-1— Date of Adoption MAY 15, 2014 AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T &M ASSOCIATES - STORMWATER PUNIP STATION & EQUALIZATION BASIN NOE STREET AREA DRAINAGE LNIPRO VENIENTS FINAL DESIGN PHASE SERVICES WHEREAS, the Borough of Carteret is in need of specialized engineering services in connection with the Noe Street Area Drainage Improvements Final Design Phase Services for the Stormwater Pump Station & Equalization Basin; and WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the requisite and expertise to provide said services; and KREAS, T &M Associates has submitted a proposal to provide said engineering services at cost not to exceed $104,400.00; and the Mayor and Council have reviewed said proposal; and the Chief Financial Officer has certified that fiords are or will be available for said THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough , County of Middlesex, State of New Jersey, as follows: I. That the proposal from T &M Associates for engineering services related to the Noe Street Area Drainage Improvements Final Design Phase Services for the Stormwater Pump Station & Equalization Basin in a total amount of $104,400.00 billable in accordance with T &M's existing contract with the Borough is hereby approved; 2. That aimexed hereto is a copy of said proposal; t 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. Reiman Borough of Carteret Municipal Building 61 Cooke Avenue Carteret, NJ 07008 Re: Stormwater Pump Station & Equalization Basin Noe Street Area Drainage Improvements Final Design Phase Services Dear Mayor Reiman: January 21, 2014 i rm ASSOCIATES T &M Associates is pleased to present this scope of services and fee estimate for final design and permit related services for the Noe Street Area Stormwater Pump Station and Equalization Basin improvement project. Prefect Narrative The proposed improvements consist of the construction of a new 8000 gpm Stormwater Pump Station and Equalization Basin along Noe Street, on Bieck 177, Lots 2, 3, 4, and 5.01. It is currently envisioned that the new pump station will be similar in size and design to the Borough's existing Beverly Street Stormwater Pump Station. A new outfall pipe from the pump station is also proposed. The outfall pipe will discharge to Noe's Creek crossing under Industrial Road and Includes a tide gate. The outfall pipe routes will be evaluated and it is anticipated the route with the least environmental impact and construction costs will be chosen. Potential utility conflicts will also be evaluated via test pits as required. In addition to the main pump station and basin, the project will also include drainage and road improvements in the vicinity of Noe Street to ensure that stormwater runoff will effectively flow to the new pump station. Portions of the existing drainage collection system will require replacement and modification to divert runoff from the low point areas on Harris and Noe Streets and the ends of Lowell and Emerson Streets as well as, Pershing Avenue to the new basin and pump station. The new pipes will be larger, re -sized to convey the runoff from the 25 -year storm and diverted to discharge into the proposed basin. Based on our preliminary review, as much as, 65% of the Lower Noe Street Area Drainage Basin Collection System will be Improved. See Figure 1. During low tide the outfall pipe from the pump station and basin will function as a gravity discharge system. The proposed project improvements will also include rehabilitation of the affected roadways. The roads will be fully reconstructed as necessary and include full width milling and resurfacing. We have also assumed curbs and sidewalks will be replaced along the portion of the streets where new pipes will be Installed. Reiman Borough of Carteret Re: Storm water Pump Station & Equalization Basin Noe Street Area Drainage Improvements Final Design Phase Services Scope of Services TASK 1: Permit & Approvals In order to authorize regulated activities in environmentally sensitive areas, such as Noe's Creek, T &M will prepare and submit the following permit applications: • Waterfront Development Application • General Freshwater Wetlands GP 11 / Coastal Wetland Permit • USACOE Nationwide Permit for Discharges • Individual Flood Hazard Area Permit Application • Soil Erosion and Sediment Control Permit The application package(s) will be submitted to the N1DEP's land Use Regulation Program and the Freehold Soil Conservation District. T &M will review applicable basemaps to delineate the limits of freshwater wetlands and State open waters throughout the project area. Upon completing the delineation, T &M will calculate the total wetland impacts associated with the final design. T &M will make every effort to minimize wetland impacts while still meeting the goals of the project. Specifically, Impacts will be kept to a minimum in order to avoid an Individual Freshwater Wetland Permit and mitigation. If the N1DEP specifies that a mitigation plan is required to offset wetland impacts, a separate scope of services and fee estimate will be prepared and submitted to the Borough for review and approval. After completing the wetland delineation and design plans, T &M will prepare and submit the Permit Applications. Please note that all permit fees will be paid for directly by the Borough. This scope of work does not anticipate any T &E species investigation, Cultural Resources investigation or Intertidal /subtidal shallows mitigation. TASK 2: Final Construction Plans and Specifications Under this Task T &M will prepare final construction plans for the drainage improvements for the project. The final plans will be submitted to the Freehold Soil Conservation District and be used for public bidding. During the final design phase, we will perform the following: • Prepare final pump station structure and building layout. Re; Stormwater Pump Station & Equalization Basin Noe Street Area Drainage Improvements Final Design Phase Services • Prepare final Site Plans for the pump station and equalization basin including layout drawings Including driveway, fencing, grading, and other site amenities. • Prepare a final plan of the outfall pipe /force main and, tide gate location. • Determine the limit of disturbance for the project and any regulation impacts, if any. • Provide all SESC countermeasures. • Provide final construction cost estimates. The plans will indicate the wetland and State open water limits and floodplain limits as determined using Federal Emergency Management Agency ("FEMA ") information and NJDEP Methods 2 through 4. The following plans are anticipated: • Cover/Title Sheet • Legend and General Notes • Existing Conditions Plan • Grading, Drainage and Soil Erosion and Sediment Control Plans • Stormwater Pump Station General Plan and Elevation • NJDEP Environmental Permit Plan • Outfall Profile Plan • Construction Details • Soil Erosion and Sediment Control Notes. • Soil Erosion and Sediment Control Details. Upon authorization T &M will continue to advance the project to Final Construction Documents and upon approval of all permit agencies, will finalize same. This task will be on -going from preliminary design and throughout the permit review process. The following items are anticipated under the final design phase of this task. • Perform final design stormwater, mechanical, electrical and structural calculations. • Prepare final pump station layout plans including mechanical, electrical and structural details. • Prepare one -line diagram and specialty schematics, such as wiring for ventilation controls or pump controls • Develop building plans showing interior and exterior lighting, receptacles, auxiliary devices such as electric heaters and fans. These plans will include locations of power and control equipment as well as fire alarms, security devices and communications equipment. Partial equipment elevations will be provided where appropriate. • Prepare control panel and sensor drawings, panel schedules, fixture and equipment schedules and electrical details. Re: Stormwater Pump Statlon & Equalization Basin Noe Street Area Drainage improvements Final Design Phase Services • Coordinate with electrical, structural, and architectural departments regarding power and controls for the pump station, structural design for the pump station wet well, and building design. • Finalize pump station and equalization site plan and site grading including access driveway, grading, and fencing. • Prepare plan and profile of proposed outfaii pipe alignment. This task will Include a jack and bore crossing of Industrial Road and design and preparation of plans and details for an outlet structure and potential tide gate. • Prepare technical construction specifications for all aspects of the project. • Prepare quantity takeoffs. • Prepare final construction cost estimate. • Prepare Bid Package using the Borough's preferred front end sections suitable for public bid. TASK 3: Bidding and Recommendation of Award T &M will aid the Borough In the bidding process and contractor selection as follows: • We will coordinate placing the advertisement in local newspapers for bids. • Prepare twenty (20) sets of contract documents Including bid proposal and specifications for advertisement. Plans will be made available out of our Clifton office. • Answer prospective Bidder questions and prepare revisions and Addenda to the bid documents if necessary during the bid process. • Attend the bid opening at the Borough of Carteret municipal building. • Prepare a bid summary identifying the lowest, responsive bidder. • Consult with the Borough Attorney during the bid review and make a recommendation of award. TASK 4: Project Management Under this task T &M will implement our in -house Project Management guidelines and QA /QC initiatives to coordinate with all engineering disciplines Involved in the project and to coordinate and inform the Borough of the project milestones and deadlines to keep the project on schedule and on budget. Re: Stormwater Pump Station & Equalization Basin Noe Street Area Drainage Improvements Final Design Phase Services txceotions The following items are specifically excluded from our final design phase services for the subject scope of services and fee estimate. • All permit fees will be the responsibility of the Borough. • Police for traffic control needed during survey and /or other field activities will be provided by the Borough at no cost. • Investigations, testing, lab work, research, sampling or any other services related to soil and /or groundwater contamination. • Survey services related to easements, property acquisition and property boundary determinations. • Construction Inspection services. • Tasks not specifically listed in Items 1 through 4 above. Fee Schedule T &M will provide the above described scope of services for an estimated fee not to exceed $104,400. The cost of services for construction administration and inspection services are not included in the above estimate and will be provided in a separate scope letter prior to the construction phase, Tasks shall be billed in accordance with the Schedule of Hourly Billing Rates and Schedule of Miscellaneous Charges in our current municipal contract. Proiect Fees TASK 1: Permit Application Follow -Up $ 2,500 TASK 2: Final Plans and Specifications $ 89,900 TASK 3: Bidding And Recommendation of Award $ 4,000 TASK 4: Project Management $ 8,000 Total $104,400 Project Schedule T &M Associates will begin work on final project design upon written authorization to proceed. We anticipate completion of the final project plans for public bidding within 75-days. T &M Associates will work closely with the Borough so that the project Is completed expeditiously and on schedule. Upon authorization of the final design services, T &M will work closely with NJDEP to expedite the final permit review process. The NJDEP review period is anticipated to be a minimum of 120 -days from notice of administratively complete project permit documents.
