BAL HARBOUR VILLAGE COUNCIL MEETING MINUTES
SECOND BUDGET HEARING - SEPTEMBER 15, 2009
The Second Budget Hearing of Bal Harbour Village was held on Tuesday, September 15,
2009, in the Council Chambers at Bal Harbour Village Hall (655 — 96th Street, Bal Harbour,
Florida).
1. CALL TO ORDER/ROLL CALL: The meeting was called to order at
6:00 p.m. by Mayor Rosenfield. The following were present:

Assistant Mayor Joni D. Blachari
Councilwoman Patricia Cohen
Councilman Jaime M. Sanz
Alfred J. Treppeda, Village Manager
Ellisa Horvath, CMC, Village Clerk
Andrea Greenblatt, Admin. Assistant
Daniel L. Abbott, Village Attorney
Absent: Councilman Martin Packer
As a quorum was determined to be present, the meeting commenced.
2. PLEDGE OF ALLEGIANCE: The Pledge was led by Village Resident Neil
Alter.
3. ANNOUNCEMENT: Mayor Rosenfield announced that the Bal Harbour
Village rolled -back millage rate is 2.5265 mills and that the proposed millage rate for the
upcoming fiscal year is 2.5265 mills, which equals the rolled -back rate of 2.5265 mills.
4. DISCUSSION OF PROPOSED TAX MILEAGE RATE AND
DISCUSSION OF PROPOSED BUDGET:
Mayor Rosenfield opened the item for public discussion. There being no comments, Mayor
Rosenfeld closed the meeting for public discussion.
5. RESOLUTION - ADOPTION OF THE FINAL MILEAGE RATE:
The following resolution was read by title, by Mrs. Horvath:
A RESOLUTION OF BAL HARBOUR VILLAGE, OF NIIAMI-DADE COUNTY,
FLORIDA, ADOPTING THE FINAL LEVYING OF AD VALOREM TAXES FOR
FISCAL YEAR 2009/2010; PROVIDING FOR AN EFFECTIVE DATE.
A motion was offered by Councilman Sanz and seconded by Councilman Cohen to approve the
Resolution.
1 Assistant Mayor Blachar arrived during the reading of the Resolution adopting the final millage rate.

Mayor Rosenfield opened the meeting for public discussion. There being no comments,
Mayor Rosenfield closed the meeting for public discussion.
The motion carried (4-0); thus becoming Resolution No.2009-713.
6. ORDINANCE SECOND READING/PUBLIC HEARING: The
following ordinance was read by title, by Mrs. Horvath:
AN ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR
ALL VILLAGE FUNDS FORTH; FISCAL YEAR BEGINNING OCTOBER 1, 2009,
AND ENDING SEPTEMBER 30, 2010; APPROPRIATING REVENUES AND
OTHER FUNDS; AUTHORIZING EXPENDITURES; AND ESTABLISHING AN
Et'r'ECTIVE DATE.
Mayor Rosenfield opened the meeting for public discussion.
Dina Cellini, 211 Bal Cross Drive, discussed removal of the Lifescan item for certain
employees, but remaining for police. Mr. Treppeda explained that is a bargaining issue for
the police. He clarified that $11,800 was removed from the budget for Lifescan for General
Employees and noted that it will also be removed for general police employees and those
not covered under the bargaining unit.
Ms. Cellini discussed the contribution to the Ruth K. Broad after -school program and
questioned if the PAL has the same after school program. Mayor Rosenfield will check, but
noted that Bay Harbor City Councilwoman Wallace seems to think it is the same program.
She noted that it's the one that Bay Harbor wants supported, with the same kids and same
activities. Ms. Cellini would like to know if the two programs are identical, because she
doesn't know if the PAL will cover special needs kids. She suggested that the Council
reconsider their support and not just follow what another municipality is doing. Ms. Cellini
clarified that if the PAL program is identical, then she doesn't have a problem with it. Mayor
Rosenfield will research the issue, but noted that if there is notcooperation from Bay
Harbor and Surfside, then it would be impossible to run an after -school program at the
school.
Neil Alter, 9801 Collins Avenue, questioned salary increases. Mayor Rosenfield reported
that no raises, based on the CPI, will be given this year. She clarified that some employees
may receive an increase, depending on their arrangements/contracts. She reported that the
Village will be negotiating with the police soon. Assistant Mayor Blachar clarified that no
cost of living increases will be given. Mr. Alter questioned what percentage of personnel is
police. Mr. Treppeda reported that the Police Department is 50%, but noted that not all of
those employees are in the police bargaining unit.
There being no additional comments, Mayor Rosenfield closed the meeting for public
discussion.
A motion was offered bv Assistant Mavor Blachar and seconded by Councilman Sanz to approve
the Ordinance. The motion carried with the vote as follows: Mayor Rosenfield aye; Assistant
Mayor Blachar aye; Councilwoman Cohen aye; Councilman Packer absent; Councilman Sanz
aye; thus becoming Ordinance No. 2009-535.

7. ADJOURN: There being no further business to come before the Council, a
motion was offered by Assistant Mayor Blachar and seconded by Councilwoman Cohen to
adjourn. The motion carried (4-0), and the meetink adjourned at 6:15 p.m.
