CITY OF RICHMOND, INDIANA
ORDINANCE NO.58-2018
A SPECIAL ORDINANCE BIFURCATING GRANT APPLICATION PROCEDURE
WHEREAS, The Richmond Common Council acknowledges that the City of Richmond, through
its various departments, often applies for, and seeks grant funding for different
projects and undertakings; and
WHEREAS, The Richmond Common Council desires to receive as much pertinent information
which is available at the time of submission of an appropriation ordinance
authorizing the submittal, acceptance, and appropriation of grants so that its
members may make informed decisions regarding the same when considering the
nature of the grant, and the scope of the proposed project or undertaking for which
the grant monies are being sought; and
WHEREAS, The Richmond Common Council desires to set forth procedures relative to the
submission process connected to seeking authority to apply for, and appropriate
grant monies.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. Any City department, through its department head, or his or her designee, seeking to apply
for any grant, for any purpose, shall present to Richmond Common Council an ordinance
which seeks authority to submit a grant application, and to accept the same.
2. The City department, through its department head, or his or her designee, will not seek
authority to appropriate the grant monies until such time that he or she has sufficient
information regarding the details of the project or the undertaking for which the grant
monies will be utilized, which includes any matching requirement as well as the scope of
the particular project or undertaking.
3. In the event that the individual proposing an ordinance seeking authority to submit a grant
application, and to accept the same, believes that he or she is capable of presenting a
sufficient level of details regarding the project or undertaking at the time of submission of
the proposed ordinance, he or she may seek authority to appropriate grant monies within
the original proposed ordinance; however, Richmond Common Council, subject to a proper
motion, second, and sufficient votes, shall continue to reserve its right to amend such an
ordinance to remove any appropriation component of the ordinance in order to seek
additional details.
