A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Daniel J. Reiman at 6:00
P.M., Thursday, April 24, 2014, Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon Individual Roll Call Vote the following were noted present:
Councilmember Vincent Bellino

" Dennis DiMascio
Randy Krum
" Joseph W. Sitarz
Noted Absent was Council President Susan Naples.
Also noted present was Kathleen M. Barney, Municipal Clerk and
Robert J. Bergen, Law Director.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.

posted on the Bulletin Board. Notice was published in The Home
News Tribune on January 8, 2014 and The Star Ledger on January
9, 2014.

public and according to law, she read the Ordinance by title.
Mayor Rairm Mayor Reiman explained this is appropriating $607,000.00 from
the Capital Improvement Fund and $192,000.00 reserved for

sewer improvements for Capital Improvements in 2014. He then
asked for a motion to open this to the public.
Upon MMS &C by Councilmembers Sitarz and Diaz and unanimous Public Iha1
affirmative vote of the five Councilmembers present, the Mayor
declared the Public Hearing to be opened.
There were no comments from the public.
There being no further comments or objections to the Ordinance, Heap D Closed
the Mayor declared the Public Hearing to be Closed upon MMS &C
by Councilmembers Sitarz and Diaz and unanimous affirmative
vote of the five (5) Councilmembers present.

Mayor Reiman said there were four (4) scheduled pursuant to the %yor Reifw
resolution but he believed one (1) had dropped out. He explained
that if a SLEO 1 is with us for six (6) months to a year then we try
to send them to a SLEO 11 Academy and after completing that
academy they can carry a gun.
Mayor Reiman then asked for a motion on the Consent Agenda.

COMMENDATIONS: Boy Scouts 'i M- Boy Scouts
Mayor Reiman then said they would be presenting special
commendations. He asked the Kraps to come up and join them.
He said they did a great job assembling today's activity and said
that last year when they spoke about this they were very excited
about it because it had not been done in a long time. He spoke on
how he remembered being included in Citizenship Day when he
was a Cub Scout. He then read the commendation into the record:

BUILDINGS & GROUNDS: Mayor Reiman reported Progress in the
BUILDM & G[ absence of Committee Chairperson Naples.

FINANCE & ADMINISTRATION: Committee Chairperson Diaz 0jMPIIIIS fit:
reported the tax collection period begins on May 1" and the
Finance Department has implemented an online payment system
for taxes and sewer taxes and about one hundred (100) payments
have been processed. He said they are looking to expand the
system to other departments and we are exploring the means to
accepting automatic debits or deposits from our taxpayers
individual checking accounts if they would wish to do so.

FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum
thanked Fire Chief Weaver, who was Fire Chief for the day.
Progress.
PARKS, RECREATION & PUBLIC PROPERTY: Committee
Chairperson Bellino reported the weather is changing and grass
cutting has started already. He said the equipment for the Parks
Department is being inspected for use and safety and the normal
days to day operations are preceding as normal. Progress.
POLICE: Committee Chairperson Sitarz reported new police and
new police cars coming. Progress.
Mayor Reiman said he has included in the budget this year to Dhyor Reinm
hopefully hire ten (10) new police officers. He explained that we
have not have a list or test from Civil Service in six (6) years and
when the economy went bad many towns had to lay off police but
we never had to and hopefully with the new list we can hire new
police officers.
PUBLIC WORKS: Committee Chairperson DiMascio reported the
workers have been putting the speed bumps back on the roads
and filling potholes and made mention that the paving on
Matthew Street came out great. He reported that on the two

lanes on the bridge in West Carteret people just keep going right
through.
%yor Reiff ni Mayor Reiman said we wanted a left hand turn and the Federal
Highway ordered the turn removed because it is a county road
and the federal highway has jurisdiction over the federal funds so
we can't do anything with it. The plan is to spend between the
state and the county and a small amount from us, three (3) million
dollars to increase the size of that intersection. He mentioned
they have already started to move the telephone poles and utility
lines at the base of the bridge so hopefully by summer we can get
under construction and out to bid.
Councilmember DiMascio asked if we could put a sign up that the
left lane must turn.
%yor Reim Mayor Reiman said he agreed with him because you are forcing
two (2) lanes down to one (1) and he thinks that is more of a
problem and a potential risk than forcing someone to make a left
hand turn. He said we will readdress it with the DOT but
ultimately they took federal money so federal highway has
authority over it.
Committee chairperson DiMascio reported Progress.
BOARD OF EDUCATION: Mayor Reiman reported Progress in the
absence of Committee chairperson Naples.
%yor Reirmn Mayor Reiman said earlier he had spoke about the Proclamation
for Earth Day and said one of its initiatives is to plan one (1)
thousand additional trees. He spoke about the infestation of the
Asian Longhorn Beatle that made its way into Carteret from one
of the Ports of Elizabeth or Newark in some type of pallet. This
beatle can devastate crops and kill trees and the only way we
knew to get rid of it would be to chop down the trees at risk so we

we lost up to five (5) thousand trees. The trees will be planted in
parks on streets and public property. He spoke on this for a short
while.
Mayor Reiman again thanked the Boy Scouts and the Cub Scouts, %yor Reinm
commending them on a job well done and said he hoped they
learned something of Municipal Government. He also
congratulated them on a successful food drive.
After no further discussion, upon MMS &C by Councilmembers ADJUJ NM
Diaz and Krum and unanimous affirmative vote of the five (5)
Councilmembers present the meeting was Adjourned at
approximately 6:20 P.M.
