HomeMy Public PortalAbout02-20-14cFEBRUARY 20, 2014 A Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman, Thursday, February 20, 2014, 6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, Newlersey. Upon Individual Roll Call Vote the following were noted present: Councilmember Vincent Bellino " - - - -- Dennis DiMascio Randy Krum Susan Naples " Joseph W. Sitarz Noted Absent was Councilmember Jorge Diaz. Also noted present was Municipal Clerk, Kathleen M. Barney, and Law Director, Robert J. Bergen. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that on January 6, 2014, the 2014 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board. Notice was published in the Home News Tribune on January 8, 2014 and The Star Ledger on January 9, 2014. REGULAR MEETING February 20, 2014 ROLL CALL Minute of Silent Prayer /Pledge STATEMENT OF MEETING NOTICE 1 FEBRUARY 20, 2014 Retirement PRESENTATION: Plaques Mayor Reiman presented retirement plaques to the following: a) Judy Frabasile b) Chris Kazio Public Portion on Upon MMS &C by Councilmembers Sitarz and DiMascio and Resolutions /Agenda unanimous affirmative vote of the five (5) Councilmembers Items and New present, the public portion on Resolutions /Agenda Items and New Business Business was opened to the public. Discussion Kevin Urban spoke about storm preparations but was mostly inaudible. Mayor Reiman explained that we have gas powered pumps that we purchased after Hurricane Irene. So during Hurricane Sandy, the Borough was more prepared than any other town or county in the region. We have about 15 gas powered pumps. In addition to that our Public Works Department and Sanitary and Sewer Departments have been out trying to clean the catch basins around the corners so that storm water and water flow can... We've also encouraged the residents to check the gutter line. Our immediate concern isn't necessarily the flooding but all of the standing water that would hit the streets and not be able to get into the storm water gutters. You're going to have little rivers on the streets and if it freezes up, you're going to have icing. So it's a concern. Following this salt issue, we have a significant amount of salt still in reserve but we've gone through 3 times the normal amount of salt. It's almost impossible to get salt and sand these days. 2 FEBRUARY 20, 2014 Upon MMS &C by Councilmembers Sitarz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present, the public portion was closed. Mayor Reiman read the following resolutions into the record: 1. #14 -35 Directing the Issuance of Various Raffle Licenses. 2. #14 -36 Authorizing Extraordinary, Unspecified Services Contract with BCPeabody Construction Services, Inc. — Marina Project. 3. #14 -37 Approving Change Order #2, Payment Certificate #1 & Final, Storm and Sanitary Sewer Television Inspections — Industrial Road Drainage Culvert Investigation Project. 4. #14 -38 Amendment to the 2014 Temporary Budget. 5. #14 -39 Directing Planning Board to Undertake an Investigation to Determine Whether Certain Property Constitutes an Area In Need of Redevelopment. 6. #14 -40 Professional Services — Excel Environmental Resources, Inc. Mayor Reiman said that this has to do with remedial action and investigation of contaminated properties. 7. #14 -41 Extraordinary Unspecified Services — Applied Technology & Management Inc., Re: Marina Project. Mayor Reiman explained that this is to conduct a hydrological survey with regards to the Marina surge and water displacement. The Coast Guard and Army Corp. are requiring a surge evaluation, a water displacement study as part of the application process. We had NAT and Steven's Institute do one several years ago. That one was Public Portion Closed RESOLUTIONS 3 FEBRUARY 20, 2014 a surge study. Now they want a water displacement study which is slightly different. The initial one took a look at the wake and the wave attenuator and how it would affect the boats. This one is going to take a look at what happens when the large boats go by. Is there a down draft pulling the boats up and down? It's part of the safety navigation. Attorney Bergen added that it is very technical. 8. #14 -42 Approving CPB Agreement with Cooke Avenue Developers for Construction Management, Administration and Redevelopment. . Mayor Reiman said that this is SID. 9. #14 -43 Award of Bid — 2014 Road Improvement Program "Part A ". 10. #14 -44 Professional Services — T &M Associates, Re: 2014 Road Program Phase 1 -A Contract Administration & Inspection Services. Mayor Reiman stated that these bids came in today that we are awarding under Resolution #14 -43. That is the first phase. There are three more phases this year. Mayor Reiman asked the Council if they had any questions. Councilman Krum said that he knows that the Marina Project has been baby steps. People keep asking what is going on. The Mayor said that we won our appeal. The Army Corp. last year denied our application. We filed an appeal, took them to court. We won the appeal. The General in charge of the division overruled the Colonel in charge of the district of New York. Now they are making us go through the ringer and do all of the hoops. We've had to engage special counsel. We've had to engage Ell FEBRUARY 20, 2014 retired Admirals and retired Coast Guard people who can review and do the safety navigation study. Part of this modeling is to give them assurances with regard to safety navigation and what happens when the large boats come by the channel. This isn't something new. They required the same thing in the Port of Baltimore. Ultimately, that project got approved. The Harbor Pilots have taken the position that the channel in the bay is only for cornmercial activity, not for recreation. There were no other questions from the Council. Mayor Reiman asked for a motion on the Consent Agenda. Resolutions #14 -35 thru #14 -44 were introduced by the Mayor and referred to the Council for action. Upon Individual Roll Call Vote Councilmembers ADOPTED Bellino, DiMascio, Krum, Naples and Sitarz voted in the Affirmative. Councilmember Diaz was noted Absent. Mayor Reiman noted that the Bill List will also include the items PAYMENT OF BILLS from Resolution #14 -40, Excel Environmental Resources, Inc. Upon MMS &C by Councilmembers Sitarz and DiMascio, all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon individual roll call vote, Councilmembers Bellino, DiMascio, Krum, Naples and Sitarz voted in the Affirmative. Councilmember Diaz was noted Absent. COMMITTEES: BUILDINGS & GROUNDS: Committee Chairperson Naples reported that other than their standard cleaning and operational procedures, just shoveling paths and salting, again and again. Thank you. FINANCE & ADMINISTRATION: In the absence of Committee Chairperson Diaz, Mayor Reiman reported progress in this department. FIRE & DOMESTIC PREPAREDNESS — Committee Chairperson Krum reported that all of our fire pumps had annual certification tests completed. Truck #5 had the ... (inaudible) ... testing completed. We also have a training drill on warehouse fire strategy given by a highly respected Deputy Chief named Mike (inaudible). That will be held Wednesday, February 26 at 1800 hours, 6:00 P.M. One COMMITTEES 7 FEBRUARY 20, 2014 volunteer firefighter has successfully completed training at Middlesex County Fire Academy. PARKS, RECREATON & PUBLIC PROPERTY — Committee Chairperson Bellino reported told anybody who's praying for snow to stop. Other than that, Progress in the department. POLICE — Committee Chairperson Sitarz thanked all of the Borough employees that were out there plowing snow. He said he has to talk to DC McFadden or Chief Hruska about moving the antennas from the Police Department over to the new cell tower by the Borough Garage. They were supposed to get some word back but we didn't hear anything. Progress. Mayor Reiman told him to make sure Mr. DuPont's office is involved in that as well. PUBLIC WORKS: Committee Chairperson DiMascio reported maybe no snow for a while. It's going to get cold again next week. Otherwise, progress. BOARD OF EDUCATION — Committee Chairperson Naples reported that the district has chosen their Teacher of the Year from Carteret, Ms. Stephanie Guterl. She is also one of our tutors over in the library in the tutoring club. The Governing Body wishes her well. Hopefully she does well in the county. Mayor Reiman asked her to coordinate inviting her in for the next Council Meeting for a presentation. Mayor Reiman Mayor Reiman reported that this Sunday is the Boy Scout's Pine Boy Scouts Derby and Blue and Gold Dinner at the American Legion from 3 to 5 P.M. He told the Council to let his office know if they are attending so they can rsvp for them. U FEBRUARY 20, 2014 The Mayor reported that March P is 'Read Across America'. If Read Across any Councilmembers have an interest or are available they should America stop by the school to coordinate who is stopping by the public and private schools to read Dr. Seuss books to the children. After no further discussion, upon MMS &C by Councilmembers ADJOURNED Bellino and Krum and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was Adjourned at approximately 6:11 P.M.
