HomeMy Public PortalAbout2020.12.16 PRAC MinutesParks & Recreation Advisory Committee Minutes 12-16-2020 6:00pm Legion Hall/Virtual Meeting- McCall, Idaho Join Microsoft Teams Meeting +1 208-634-8900 United States, Boise (Toll) Conference ID: 384 134 316# Committee Members Present: Terry Edvalson, Larry Hauder, Andrew Testa, Donna Bush, and Dave Petty Staff Members Present: Kurt Wolf & Stefanie Bork Welcome- Meeting was called to order by Dave Petty at 6:06 Public Comment- No public comment Agenda Review & Updates- None Introduction of Guests: None Review Minutes: September and November minutes were reviewed. Terry moved to pass minutes as written Larry seconded. All were in favor. Business: 1. Open Seat Letters of Interest- Terry spoke to recommending Dave Petty for another term on the committee and to continue as acting chairman. Donna and Larry agreed. Terry Motioned Dave be recommended to council and Mr. Steve Johnson be considered January 1st for Forest Stanley's expiring seat. Donna seconded. All were in favor. 2. 2020 projects and challenges- Kurt spoke to our 2019 Annual Report and how the budget reflects the park acreage and non- park property maintained. Our current maintenance plan and budget accommodate maintaining our current properties, but they are not represented in the outdated Master Plan. The committee would like a role and organizing and presenting, using developer funds to mitigate needs for parks projects and specific park locations. Terry mentioned focusing on the usage of the parks and which parks and areas are in high demand. Kurt mentioned he did request master plan funds through the City's CIP process. Terry mentioned the master plan is a high priority for residents and visitors alike and moved the board draft a letter of support for master plan funds to Council. Larry seconded. Stating the master plan is outdated and needed. All were in favor. 3. Recreation Department & Programs: Kurt and Stefanie gave an overview on current and planned programming and events and what adjustments are being made as the status of the pandemic in our area and the State changes. Events included: Virtual Tree Lighting & Santa Route- overall a success and people appreciated the effort made by the City. The neighborhood tour was a hit with families. Calls from The North Pole went well, and several local children were so excited to receive a call from an Elf, Mrs. Claus or Santa himself, advisory members would like to be involved in phone calls and Letters to Santa in the future. All other programs are pending and will be vetted in front on the EOC team the Parks and Rec department will continue to align with the school district polices and CDH recommendations. Staff will research, reach out, and improvise with a focus on community health, moral, and safety during these difficult times. 4. Parks Department — Parks & Recreation Advisory Committee Minutes 12-16-2020 6:00pm Legion Hall/Virtual Meeting- McCall, Idaho Join Microsoft Teams Meeting +1 208-634-8900 United States, Boise (Toll) Conference ID: 384 134 316# • Parks Projects: Kurt gave an overview and status on Park Projects: The outdoor ice rink was an opportunity to provide a safe recreating option to the community. The parks crew has been hard at work and have enjoyed creating the rink for public use. The rinks current hours will be noon-8pm and lit with twinkle lights. An additional plan is to attempt a Nordic trail on the Golf Course this is pending approval from EOC once approved then the idea would be to groom a loop on the driving range and season passes sold for a minimal cost to classic and skate ski. Larry spoke in appreciation of the effort staff has made to get creative and offer options for local families. • Downtown Snow Kurt spoke to the efficiencies of the Parks Department and snow removal and care. Parks crew have winterized facilities and early snow removal efforts have gone well. Response from community has been positive and collaboration with businesses and property owners in the downtown core have been productive and positive. • Park Feature Running Horse project (Sasha Childs)- Kurt updated the committee that the Neighborhood meeting was held, and Sasha will be submitting their application to Planning and Zoning. Sasha will do a work session with us in January to review plans and application. Kurt mentioned the Parks and Rec committee's role is only to review and guide the parks requirement portion of the application. Concerned residents will need to submit questions to P&Z and council. • Waterfront Improvement Project— Kurt updated the committee on the phased approach of the project from North of Legacy to Brown Park. MRA -McCall Urban Renewal Agency funds and grant funds will be used to accomplish this project. Task orders for design work in Brown Park and the shoreline along E. Lake street have been approved. Falvey has finished the rip rap and shoreline area and will be mobilizing out of the park till spring allows landscaping. Kurt shared the current conceptual site plan for review. Kurt will continue to bring exhibits before the committee for review and comment as they develop over the winter. Playground final design will begin to take shape over the next month and will be shared. Terry questioned the old equipment and it's use, the equipment that could be salvaged is currently stored, thoughts are to possibly use for a dog park area or possibly surplus. • Library Bond/ Parks Relocate - Kurt gave a brief update on the status of the proposed library and the bond initiative. The presentation went well to council and a couple options were presented, one with short term borrowing with pay back plan the second option is use of internal funds and using LOT funds to pay back over 2-3 years. Selection will be determined later by council. • 4. Next meeting date and agenda items: Park Requirement -Running Horse, Parks relocate update, Brown Park and shoreline update. 5.
