HomeMy Public PortalAboutr 14-120�Resvhlfton of toe P oroLr> 4 of Tarteret, �q. �- No. 14 -170 Date of Adoption h�1 AUTHORIZING A PROFESSIONAL SERVICES CONTRACT WITH NAJARIAN ASSOCIATES PHASE I - DESIGNMERNUTTING SERVICES BLOCK 102, LOT 5.01 & 5.02, PUBLIC WALKWAY WHEREAS, the Borough of Carteret is in need of specialized planning/engineering services in connection with Phase I- Design{Permitting Services, Block 102, Lot 5.01 & 5.02, Public Walkway; and WHEREAS, Najarian Associates, One Industrial Way West, Eatontown, New Jersey 07724, possesses the requisite experience and expertise to provide said services; and WHEREAS, Najarian Associates, has submitted a proposal to provide said services at a total cost not to exceed $5,000.00 and WHEREAS, the Mayor and the Cormeil have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from Najarian Associates for Design/ Permitting Services in regard to Block 102, Lot 5.01 & 5.02 at a total cost not to exceed $5,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department amid Najarian Associates. Adopted this 5" day of June, 2014 and certified as a true copy of the original on June 6, 2014. No. P14 -028 Dear Mayor Reiman: T.O. Najarian Associates, Inc. ( "Najarian Associates ") is pleased to submit this proposal for engineering aid enviromnental services. It is our understanding that the Borough of Carteret will be granted an Easement along portions of Block 102, Lots 5.01 and 5.02 for the construction of a public walkway. We have been provided with a Draft- Public It alkway Conceptual Design and Permit Identification Sionotaly Report dated June 27, 2013, prepared by The ELM Group, Inc. This report depicts a conceptual design of the walkway and discusses the anticipated permits that will be required to construct the proposed improvements. Najarian Associates proposes to prepare final design documents for the concept plan and to submit the requisite permit applications. Upon receipt of all required permits, a bid package inclusive of Construction Plans and Technical Specifications will be prepared to solicit bids from contractors. In order to achieve these objectives and to monitor costs effectively, we are proposing the implementation of this ivork in phases. We, therefore, will oniv be submitting our services for phase I as follows at this time. Phase 1. Project Kick -Off Meeting / NJDEP Pre - Application Meeting / Grant Research Najarian Associates proposes that a Project Kick -Off meethng be held prior to any work being performed to review the scope of work, establish key contacts, review the project schedule, discuss deliverables and collect all existing information that the Borough or their consultants may possess and want followed for this project. NJDEP Pre - Application Meeting A Concept Plan will be sent to the NJDEP along with a request for a pre - application meeting to be scheduled by Bradley Campbell, Esq. The meeting will provide essential feedback on the proposed features that are preferred by NJDEP and the information required in the application to demonstrate compliance with the applicable regulations. Based on the results, a memorandum will be sent to NJDEP to memorialize the results of the pre - application meeting. In addition, NA will meet with your office to review the conceptual design and any changes needed as a result of the NJDEP review. Grant Research Najarian Associates will research possible grants and attempt to identif} funding sources for the proposed improvements. PROJECT PHASE FEE 1. Project Kick -Off Meeting/NJDEP pre -app mtg. /Grant Research $ 5,000.00 Our billing policy is to present costs for services rendered on a monthly basis. Such bills are due and payable within 30 days of the date of issuance. Interest at 1.5 percent per month will be added to all invoices that remain overdue beyond this 30 -day grace period.
