Call to order Chair Munguia called the meeting to order at 4:03 p.m. 2. Roll Call Commissioners Ana Barraza, Percy Brown, Arthur Martinez, Antonio Munguia and Maria Vierra were present. Staff members Josef Kekula and Albert Espinoza were present. 3. Pledge of Allegiance Commissioner Munguia led the Pledge of Allegiance. 4. Invocation Commissioner Munguia led the invocation. 5. Acknowledgement of Posting Albert Espinoza acknowledged the posting of the agenda. 6. Approval of the minutes for May 21, 2012 It was moved by Commissioner Brown, seconded by Commissioner Martinez, to approve the minutes. Disabled person on- street parking application submitted by Marco Rivera — item continued from May 21, 2012 agenda. By consensus, it was moved to continue this item to the next meeting. 1 �6� 8. Request from Commissioner Munguia to change meeting time. It was moved by Commissioner Brown, seconded by Commissioner Munguia, to change the meeting time to 6:00 p.m. AYES: Barraza, Brown, Munguia, and Vierra NOES: Martinez ABSTAIN: None ABSENT: None 9. Set up public hearing for crosswalk removal. Josef Kekula, Civil Engineering Associate, reported that he would bring back this item for consideration for the next meeting. No action was taken. Staff Orals None Commission Oral Communications Commissioner Martinez requested that staff invite the Sheriff's department to the meetings. Commissioner Brown reported that he has seen certain dogs on his street that were not on leashes. Commissioner Munguia reported that dogs that are not on leashes is a safety issue. He requested that the Sheriff's Department and Parking Enforcement attend the meetings. Adjournment It was moved by Commissioner Brown, seconded by Commissioner Munguia, to adjourn the meeting at 4:57 p.m. City of Lynwood Public Safety/ Traffic & Parking Commission Minutes of the Regular Meeting July 16, 2012 1. Call to order Chair Munguia called the meeting to order at 6:14 p.m. 2. Roll Call Commissioners Ana Barraza, Percy Brown, Arthur Martinez, Antonio Munguia and Maria Vierra were present. Public Oral Communications Sylvia Ortiz requested the Commission to approve the disabled parking application from Mr. Marco Rivera. Adolfo Lopez commented that he is against the City's plan to restrict parking on Plum St. Scheduled Items 6. Parking Restrictions: • Grant St. • Pluma St. • Plum St. Josef Kekula, Civil Engineering Associate, reported that engineering studies were needed to determine if there was a need to restrict parking on one side of Grant St., Pluma St., and Plum St. After discussion, it was moved by Commissioner Brown, seconded by Commissioner Barazza, to approve the Grant Street study. Commissioner Munguia commented that there was an accident on Long Beach Blvd. and Imperial Hwy. He said he reported the accident to City staff. Adiournment It was moved by Commissioner Brown, seconded by Commissioner Munguia, to adjourn the meeting at 7:03 p.m. STAFF REPORT TRAFFIC, PARKING AND PUBLIC SAFETY COMMISSION DATE: August 23, 2012 TO: THE HONORABLE CHAIRPERSON AND MEMBERS OF THE TRAFFIC, PARKING AND PUBLIC SAFETY COMMISSION FROM: G. Daniel Ojeda, P.E., Director of Public Works /City EMgineer BY: Josef Kekula, Civil Engineering Associate SUBJECT: PARKING RESTRICTIONS ON GRANT STREET RECOMMENDATION: Staff recommends that the Traffic, Parking and Public Safety Commission support staffs recommendations relative parking restrictions on Grant Street (Fernwood Avenue to Cul -de -Sac) and start the notification process for a public hearing. BACKGROUND: Staff has received complaints in regards to vehicle accessibility on Grant Street (Fernwood to Cul -de- Sac). As such, staff conducted field inspection of this location. ANALYSIS: Grant Street (Fernwood Ave. to Cul -de -sac) is a residential street that currently allows parking on both the east and the west side of the street. The street width from curb face to curb face is 25 feet. This street is too narrow to properly accommodate parking on both sides of the street and allow unimpeded through traffic movement. Furthermore, about 100 feet north of Fernwood Avenue, Grant Street's alignment curves north westerly. This curvature further constricts the street when vehicles are parked on both sides effectively blocking entry of vehicles such as fire trucks, ambulance, trash trucks and street sweepers. As such, for public safety reasons, to improve accessibility of this street and to be consistent with parking restrictions on the adjacent streets, it is recommended that no parking be allowed on the east side of Grant Street. To proceed with the implementation of parking restrictions on Grant Street staff suggests that the Traffic Parking and Public Safety Commission review the options F 7 listed below and selected one option for staff to proceed with the parking restriction process. 1. Approve the new parking restrictions and notify the adjacent property owners of the new parking restriction and provide a 30 -day grace period before implementing the new parking restrictions. 2. STAFF REPORT CITY OF LYNWOOD PARKING AND TRAFFIC COMMISSION DATE: August 23, 2012 TO: THE HONORABLE CHAIRMAN AND MEMBERS OF THE TRAFFIC, PARKING AND SAFETY COMMISSION FROM: G. Daniel Ojeda, P.E., Director of Public Works /City Engineer Josef Kekula, Civil Engineering Associate SUBJECT: LESAGE STREET AND HARRIS AVENUE AND LESAGE STREET AND SAMPSON AVENUE STOP SIGN INSTALLATIONS RECOMMENDATION: It is recommended that the Traffic and Parking Commission review this report and support staffs recommendation relative to the installation of stops signs and pavement markings on Lesage Street and Harris Avenue and Lesage Street and Sampson Avenue. BACKGROUND: Staff received a request to install a stop sign at the intersections of Lesage Street and Harris Avenue. As such staff conducted a field inspection of this intersection. ANAI YSIS- In response to the resident's request staff field checked the location and found that the intersection of Lesage Street and Harris Avenue is a Tee intersection and did not have a stop sign posted. Per California Vehicle Code (CVC) 21800(d) (2), a vehicle approaching the intersection must yield the right -of -way to cross traffic. Based on this, a stop sign would not be required at the subject intersection. However, Lesage Street and Harris Avenue serve as alternate drop -off routes to Lynwood High Schools entrance located on Harris Avenue and Los Flores Boulevard. As such vehicle and pedestrian traffic during peak hours can be heavy. As such, to more clearly designate the right -of -way at this intersection installation of stop sign and pavement markings on eastbound Lesage Street at Harris Avenue would be appropriate. The installation of an end marker is also recommended for this intersection. In addition, staff also noticed that the intersection of Lesage Street and Sampson Avenue is a Tee intersection controlled by stops signs on Lesage Street, the through street. As such, to clearly designate the right -of -way at this intersection a stop sign and pavement markings should be installed at northbound Sampson Avenue making this intersection a 3 -way stop. It is staffs opinion, that given the exiting conditions, it is not necessary to conduct the stop sign warrants. As such, to more clearly designate right -of -way at these intersections, it recommended that the following intersection be designed as follows: Lesage Street and Harris Avenue — stop sign to be installed on Lesage Street. Lesage Street and Sampson Avenue — stop sign to be installed on Sampson Avenue to be a designated 3 -way stop. lynwood - Google Maps N •s.
