Please review and confirm all Plan attachments and the exhibits to Ordinance No. 982 are properly attached. Following publication of the Ordinance Summary in the Star News on October 31, 2019, please separately record with Valley County the following documents: 1. City Council Ordinance No. 982 approving the Plan, including all attachments thereto; and 2. Under separate cover,the Plan/Revenue Allocation Area map and legal description. A coversheet for recording purposes is included. It is important that the legal description and the map are formally recorded with the Valley County Recorder separately from the Ordinance. Following recordation,please distribute copies of the recorded Ordinance, and the separately recorded map and legal description as further described in the form letters. Please confirm the accuracy of the dates set forth in the draft letters. It is very important that someone keep in close contact with the State Tax Commission ("STC")to make sure any transmittals are timely received and to respond to any follow up questions from the STC, which could impact final approval and creation of the RAA. Those transmittals may find their way to the City Clerk. You should continue to communicate with the November 18, 2019 Page 2 City Clerk concerning this process. I enclose a copy of Idaho Code §§ 50-2907 and 63-215, together with the corresponding Property Tax Administrative Rule 225.07,which allow the STC to direct that the formation of the district not be recognized. Filing with the STC, County Recorder, and County Assessor should occur as soon as possible after the publication of the Ordinance Summary but no later than December 2,2019. Please note, in the draft letter to the STC we have listed you as the contact person. If that is not accurate, please proceed with making the necessary change. When all of this is completed, please send Kim conformed copies of the letters and the recorded documents. Thanks to everyone for their assistance and cooperation through this effort.
