THE CITY OF RICHMOND, INDIANA, NOVEMBER 10, 2011
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, November 10, 2011, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Tony Foster.
Also attending were: Greg Stiens, Director of Public Works and Safety and Engineering; Lt. Don
Benedict, Traffic Division of the Richmond Police Department; Oscar Abner, Assistant Fire
Chief, Kim Vessels, Assistant City Attorney; and, Karen Chasteen, City Clerk.
The following business was conducted:
CALL TO ORDER:
Ms. Robinson called the meeting to order and noted for the minutes that all Board members and
legal counsel were present.
APPROVAL OF MINUTES:
Ms. Lawson moved to approve the minutes of November 3, 2011, supported by Mr. Foster.
Upon a vote viva voce, the motion passed.
CLAIMS FOR PAYMENT:
Mr. Foster moved to approve the financial report as follows:
Total claims presented for approval - $203,447.69
This amount includes: Richmond Power and Light - $79,044.29
Milestone - $39,167.15
Bowlin Construction - $32,485.78
This motion was supported by Ms. Lawson. Upon a vote viva voce, the motion passed.

STREET CLOSURE:
Center City Development will host the 22nd Annual Holiday Parade December 2 at 7:00 p.m. Lt.
Benedict requested the following:
No parking on East Main Street between 5th and 10th Streets beginning at 6:00 p.m.
Closure of East Main Street, between 5th and 10th Streets beginning at 6:45 p.m. and
reopening at approximately 8:00 p.m.
Closure of 6th Street between Main Street & North "A" Street, beginning at 6:00 p.m. to
line up parade participants.
Ms. Lawson moved to approve the request of Center City Development as recommended by Lt.
Benedict, supported by Mr. Foster. Upon a vote viva voce, the motion passed.
TRAFFIC CONTROL:
The request for approval of a traffic control plan and lane closures along South "N" Street near
the intersections of 5th 6th and 8th Streets for the installation of a 12" water main and
abandonment of existing water mains within the project area was postponed until 2012.
HIRING LIST:
Assistant Chief Abner presented the 2012 Hiring List for the Richmond Fire Department. Mr.
Foster moved to approve, supported by Ms. Lawson. Upon a vote viva voce, the motion passed.
ADDENDUMS:
• Presented by Mr. Stiens, Addendum No. 1 to contract No. 73 -2010 with GAI
Consultants, Inc. for Salisbury Road Project, Phase 2. Ms. Lawson moved to approve,
supported by Mr. Foster. Upon a vote viva voce, the motion passed.
• Presented by Mr. Stiens, Addendum No. 1 to Contract 197 -2010 with Joe Buckler to
provide specialized Engineering Services. Mr. Foster moved to approve, supported by
Ms. Lawson. Upon a vote viva voce, the motion passed.
CONTRACTS:
• Contract No. 154 -2011 with Buckland & Association for Appraisal Services — Mr. Foster
moved to approve, supported by Ms. Lawson. Upon a vote viva voce, the motion passed.
• Contract No. 160 -2011 with Todd Knight for Engineering Services — Ms. Lawson moved
to approve, supported by Mr. Foster. Upon a vote viva voce, the motion passed.

• Contract No. 161 -2011 is an Interlocal Agreement with Wayne County for Weights and
Measures Inspections for the City and County — Mr. Foster moved to approve, supported
by Ms. Lawson. Upon a vote viva voce, the motion passed.
• Contract No. 162 -2011 with McGull Roofing, Inc., to replace the rood on Fire Station
No. 1 — Ms. Lawson moved to approve, supported by Mr. Foster. Upon a vote viva voce,
the motion passed.
• Contract No. 163 -2011 which is the District Six Mutual Aid Agreement that allows the
City of Richmond to participate with other jurisdictions to provide support and aid in the
event of an emergency — Ms. Lawson moved to approve, supported by Mr. Foster. Upon
a vote viva voce, the motion passed.
RESOLUTION:
• RESOLUTION NO. 8 -2011 — A RESOLUTION APPROVING THE DISTRICT SIX
MUTUAL AID AGREEMENT (CONTRACT NO. 163 -2011)
This Resolution authorized the Richmond Board of Public Works and Safety to enter into
the District Six Mutual Aid Agreement. Mr. Foster moved to approve, supported by Ms.
Lawson. Upon a vote viva voce, the motion passed.

Technology for due diligence.
