HomeMy Public PortalAboutResolution 91-1616 PC" " " RESOLUTION NO. 91- 1616PC A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TEMPLE CITY AMENDING THE ZONING CODE BY PROHIBITING ROOF SIGNAGE AND RE- QUIRING A CONDITIONAL USE PERMIT FOR FREE- STANDING SIGNS IN ALL COMMERCIAL ZONES OF THE CITY. The Planning Commission of the City of Temple City does hereby resolve: Section 1. Based upon a public hearing to consider an amendment to the Zoning Code, the Planning Commission finds: 1. That the subject Zoning Code amendment is necessary in order to ensure consistency and compatibility of the signage in the commercial zones of the City of Temple City; and 2. That the elimination of roof signage will prevent the proliferation and cluttering of signs along commercial streets; and 3. That the conditional use permit process for free - standing signs will aid in the unifying of signage with buildings and with each other; and 4. That the conditional use permit process for free - standing signs will help in the development of aesthetically pleas- ing signage. Section 2. This code amendment should result in no sig- nificant effects upon the environment and a Negative Declara- tion has been prepared in accordance with the State CEQA Guidelines. The initial statement as prepared indicates there is no potential for adverse impact to the environment as it relates to all wild animals, birds, plants, fish, amphibians, and related ecological communities, including the habitat upon which the wildlife depends for its continued viability. Section 3. The Planning Commission recommends that Sec- tion 9202 of the Temple City Zoning Code be amended as fol- lows: 9202. CONDITIONAL USE PERMIT. - Signs (Free- standing signs only) Section 4. The Planning Commission recommends that Sec- tion 9326(A), 9326 (C)(1 -3), 9326(D) and 9326(E) of the Temple City Zoning Code be amended as follows: RESOLUTION NO. 91- 1616PC PAGE 2 9326. COMMERCIAL AND INDUSTRIAL SIGNS. A. The following signs shall be permitted on property zoned C -1 and a -I -R within the limitations estab- lished herein: C. The following free- standing signs shall be permitted All free - standing signs shall be subject to a condi- tional use permit and the following standards: 1. One free - standing sign shall may be permitted, on any lot, having a sign face area not in excess of 2 square feet for each lineal foot of the front lot line per face. 2. One additional free - standing sign shall may be permitted for a shopping center fe'- which- a- eendi- tienal use permit is net required. The sign face of such sign shall not exceed 1 square foot for each lineal foot of the front lot line of the lot upon which the shopping center is located. 3. Shopping centers for which a conditional use permit is required may have sueh signs reef; free- standing er wall signage, as may be approved as a part of such conditional use proceedings. E. Every free - standing sign; reef sign or projecting sign, projected or suspended over any public property or right -of -way, shall comply with the height and overhead clearance limitations, as shown on appendix "A" attached hereto, and incorporated herein. Section 5. The Secretary shall certify to the adoption of this resolution.
