PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR QUINN President Miller called the meeting to order and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Also present were: Boy Scout Troop 117 with Scout Master Donald Pitcher and Bob Meckley, Assistant; several Richmond High School government students; Tim Rogers, Economic Development Corporation Director; Denise Barkdull, Perpetual Recycling Bond Counsel with Ice Miller; Tony Foster, Director of Metropolitan Development; Christy Mosey, Business Manager, Richmond Parks and Recreation; Mayor Sally Hutton; Walt Chidester, City Attorney; Karen Chasteen, City Clerk and Tammy Glenn, City Controller. APPROVAL OF MINUTES Ms. Pappin moved to approve the minutes of the Special Meeting of September 30, 2010 and the Regular meeting of October 2, 2010, supported by Mr. Parker. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS ■ RESOLUTION NO. 6 -2010 —RESOLUTION URGING GOVERNOR DANIELS TO RESTORE TWO ROAD CONSTRUCTION PROJECTS IN RICHMOND TO THE PRIORITY LIST OF THE 2011 STATE BIDDING LIST The Clerk read Resolution No. 6 -2010 in its entirety. Mr. Parker moved to adopt Resolution No. 6 -2010, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. COMMUNICATION FROM THE MAYOR ■ This is the Cash for Cans month — be sure to recycle. ■ Paving is ahead of schedule. ■ Leaf pickup began October 18. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the September 26 & October 6, 2010, meetings were accepted as presented. Common Council Minutes October 18, 2010 Page 2 of 4 REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and /or ORGANIZATIONS ■ Mr. Miller received a letter from Wazir Mohammed requesting a Council liaison to the Human Rights Commission. Names will be presented at the November 1 meeting. Mr. Mohammed also announced a meeting of the Human Rights Commission on October 21, 7:00 P.M. in the Council Chambers. There will be a session before the formal meeting to discuss possible funding sources. MISCELLANEOUS BUSINESS None ORDINANCES ON FIRST READING Mr. Elstro moved to suspend the rules and read Ordinance Nos. 43, 44 & 45 -2010 on first reading by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. ORDINANCE NO. 43 -2010 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE UNITED WAY OF WHITEWATER VALLEY The Clerk read Ordinance No. 43 -2010 on first reading by title only Presented by Ms. Mosey, this Ordinance would authorize the City of Richmond to submit a grant application to obtain funds in the amount of Two Thousand Five Hundred Dollars and zero cents ($2,500.00) from the United Way of Whitewater Valley. A total local match of Seventeen Thousand Nine Hundred Eighty -three Dollars and Zero Cents ($17,983.00) is required, of which Ten Thousand One Hundred Dollars and Zero Cents ($10,100.00) shall be from the 2011 Budget of the Richmond Parks and Recreation Department. The remainder of said local match in the amount of Seven Thousand Eight Hundred Eighty -three Dollars and Zero Cents ($7,883.00) is made by fundraisers and donations. If awarded, these funds will be used to fund the services and programs for the Widowed Persons Services. Mr. Welch moved to advance Ordinance No. 43 -2010 to second reading and to suspend the rules and read by title only, supported by Ms. Pappin. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 43 -2010 on second reading by title only. Council President Miller declared Ordinance No. 43 -2010 on second reading and public hearing. There being no comments for or against the Ordinance, Ms. Cruse - Nicholson moved for engrossment of Ordinance No. 43 -2010, supported by Ms. Pappin. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 43 -2010 to third and final reading and suspend the rules and read by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 43 -2010 on third reading by title only. Ordinance No. 43 -2010 was adopted with a 9 -0 roll call vote. ORDINANCE NO. 44 -2010 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE UNITED STATES CORPORATION FOR NATIONAL AND COMMUNITY SERVICE The Clerk read Ordinance No. 43 -2010 on first reading by title only. Common Council Minutes October 18, 2010 Page 3 of 4 Presented by Ms. Mosey, this Ordinance would authorize the City of Richmond to apply for grant funding in an amount up to Thirty -nine Thousand Five Hundred Thirty -six Dollars and Zero Cents ($39,536.00), contingent upon a total local match of 30% or Sixteen Thousand Nine Hundred Forty -four Dollars and Zero Cents ($16,944.00), of which Six Thousand Dollars and Zero Cents ($6,000.00) shall be from the 2011 Budget of the Richmond Parks and Recreation Department. The remainder of said local match is made by donations and space allowances. If awarded, these funds would be used to fund programs and services of the Retired Senior Volunteer Program. Mr. Elstro moved to advance Ordinance No. 44 -2010 to second reading and to suspend the rules and read by title only, supported by Ms. Welch. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 44 -2010 on second reading by title only. Council President Miller declared Ordinance No. 44 -2010 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Elstro moved for engrossment of Ordinance No. 44- 2010, supported by Mr. Welch. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 44 -2010 to third and final reading and suspend the rules and read by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 44 -2010 on third reading by title only. Ordinance No. 44 -2010 was adopted with a 9 -0 roll call vote. ORDINANCE NO. 45 -2010 - AN ORDINANCE AUTHORIZING THE CITY OF RICHMOND, INDIANA TO ISSUE ITS "ECONOMIC DEVELOPMENT REVENUE BONDS, SERIES 2010 (Perpetual Recycling Project) AND APPROVING OTHER ACTIONS IN RESPECT THERETO The Clerk read Ordinance No. 45 -2010 on first reading by title only. Presented by Mr. Chidester and Ms. Barkdull, this ordinance is the essential component of the extended package to land Perpetual Recycling Solutions and its 55 jobs in Richmond. Perpetual Recyling Solutions is asking the City of Richmond to issue Bonds in the total principal amount not to exceed $26 million and maturing in no more than thirty (30) years. These Bonds would be issued for the purpose of procuring funds to pay the costs of the Project. Ordinance No. 45 -2010 will be heard on second reading November 2, 2010.
