PROFESSIONAL SERVICE CONTRACT FOR
LEGAL AND MANAGERIAL CONSULTING SERVICES
WHEREAS, there exists a need for professional services to provide legal and
managerial consulting services in connection with Police related matters as directed
by the Borough from time to time; and
WHEREAS, legal services are a a professional service exempt from the requirement
of public bidding pursuant to N.J S.A. 40A:I 1-5 (1) (a); and
WHEREAS, the Local Finance Officer has certified that funds are available.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the
Borough of Carteret does hereby approve the appointment of Helmet, Kassel &
Stowell at a maximum cost not to exceed $100,000.00 billable per attached
contract
BE IT FURTHER RESOLVED that the Mayor and Borough Clerk are hereby
authorized to execute said contract.
IT IS FURTHER RESOLVED that the contract is awarded without competitive
bids in accordance with N.J.S.A. 40A:11-5 (1) (a) due to the specialized and
professional nature of the services provided.
IT 1S FURTHER RESOLVED that a notice of this action shall be published in the
Home News Tribune on January 26, 1999.
Adopted this 21st day of January, 1999
and certified as a true copy of the original
on January 22, 1999.

THE CONTRACTOR does hereby agree to perform the following
PROFESSIONAL SERVICE POLICE RELATED MATTERS.
NOT TO EXCEED $100,000.00.
According to thc terms set forth ia Resolution.
THE BOROUGH does hereby agree to pay the Contractor the sum set
forth in Resolution.
