HomeMy Public PortalAbout12-01-2011THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, DECEMBER 1, 2011 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, December 1, 20111, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Tony Foster. Also attending were Assistant City Attorney Kim Vessels, Lieutenant Don Benedict, Park Superintendent Bill Thistlethwaite, Assistant Fire Chief Oscar Abner, Community Development Specialist Sharon Palmer, Planning Technician Sarah Mitchell and Battalion Chief Tim Brown. The following business was conducted: CALL TO ORDER Robinson called the meeting to order and noted for the minutes that all board members and legal counsel were present. APPROVAL OF MINUTES Robinson made a request to the board to approve the minutes for the November 23, 2011 meeting. Foster moved to approve with a second by Lawson. The motion was unanimously passed. CLAIMS FOR PAYMENT Robinson made a request to the board to approve the claims for payment for December 2, 2011 in the amount of $509,404.24. She explained of that amount $13,591.11 was paid to Haiges Machinery for a washer / extractor and dryer for the Richmond Fire Department and $11,047.55 was paid to Pro Lawn for the North "E" Street Train Depot Project. Lawson moved to approve with a second by Foster. The motion was unanimously passed. DIRECTIONAL SIGNS A. Robinson brought to the board a request that was presented by Lieutenant Don Benedict for the approval for the placement of Directional signs to be placed at 8th & Main and 9th & Main Streets for the Indiana Football Hall of Fame with the provisions that it meets with the required specifications of the Richmond Street Department. Foster moved to approve with a second by Lawson. The motion was unanimously passed. Board of Works Minutes December 1, 2011 Page 2 of 4 NEW HANDICAPPED PARKING SIGNS A. Robinson brought to the board a request that was presented by Lieutenant Don Benedict for the approval of three (3) new Residential Handicapped Parking Signs. Those are as follows: 1. 120 North 18t11 Street for Jamie L. Beanblossom 2. 605 South 10t11 Street for Cristobal Colon 3. 418 North 15t11 Street for Ewen H. Akers Lawson moved to approve with a second by Foster. The motion was unanimously passed. HANDICAPPED PARKING SIGN RENEWALS A. Robinson brought to the board a request that was presented by Lieutenant Don Benedict for the approval of twelve (12) Residential Handicapped Renewals. Those are as follows: 1. 118 Richmond Avenue for Mike Guerello 2. 109 North 6t11 Street for American Legion Post 65 3. 1208 Boyer Street for John Byrd 4. 915 North 13t11 Street for Sharon Douglas 5. 904 North 13t11 Street for Head Start 6. 104 North 16t11 Street for Michael Hillard 7. 516 South 11th Street for Janet Love 8. 704 South 7t11 Street for Christine Parks 9. 201 Kinsey Street for Jean Reed 10. 1004 North "A" Street for Reid Memorial Presbyterian Church 11. 501 South 7t11 Street for St. John Lutheran Church 12. 207 South 11th Street for Christina White Foster moved to approve with a second by Lawson. The motion was unanimously passed. CONTRACTS A. Robinson brought to the board a request that was presented by Park Superintendent Bill Thistlethwaite for the approval of Contract No. 169 -2011 with INDOT to provide services in connection with the City receiving Transportation Enhancement Funds. Lawson moved to approve with a second by Foster. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Assistant Fire Chief Oscar Abner for the approval of Contract No 170 -2011 with Corporate Health of Ohio, Inc to provide physical and medical testing services for the Richmond Fire Department. Foster moved to approve with a second by Lawson. The motion was unanimously passed. Board of Works Minutes December 1, 2011 Page 3 of 4 BID AWARDS A. Robinson made a request to the board to award the bid for pick up trucks for the Richmond Street Department to Wetzel Chevrolet in the amount not to exceed $28,062.95 per unit. Lawson moved to award with a second by Foster. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Community Development Specialist Sharon Palmer to award the bids for the NSP3 Phase 1 and Phase 2 Rehab and New Construction of single family homes. Those bid awards are as follows: 1. Thor Construction for NSP3 Two Rehab houses — Phase 1 - 819 South 7th Street and 829 South 9th Street — Total bid $281,600.00 2. Trademark Construction for NSP3 New construction — Phase 2 — 136 South 11th Street, 626 South 8t11 Street, 222 South 10th Street and 219 South 10t11 Street — Total bid $660,500.00 Lawson moved to award with a second by Foster. The motion was unanimously passed. BID OPENINGS A. Robinson brought to the board a bid opening for general maintenance of overhead doors for the Fire Department. Those bids are as follows: 1. Overhead Door Company a. 1St Hour - $52.00 per man b. Each additional hour - $52.00 per man c. Minimum Charge - $52.00 per man d. Overtime daily rate - $78.00 per hour per man e. Saturday rate - $78.00 per hour per man f. Sunday rate - $104.00 per hour per man g. Holliday rate - $104.00 per hour per man h. Material cost mark up - 25% i. Time frame of response — Same day 2. Scott Door Service a. 1St Hour - $65.00 b. Each additional hour - $50.00 c. Minimum Charge - $65.00 d. Overtime daily rate — 1 '/z time e. Saturday rate — 1 '/z time f. Sunday rate — Double time g. Holiday rate — Double time h. Material cost mark up - 50% i. Time frame of response — 1 hour to 24 hour depending on urgency B. Robinson brought to the board a bid opening for General maintenance of Breathing Air Compressors for the Richmond Fire Department. Air Sampling - $80.00 each — six (6) samples per year - $480.00 2 Breathing Air Systems a. Semi — Annual Service - $555.00 b. Air Sampling — six (6) tests - $446.00 C. Robinson brought to the board a bid opening for maintenance of electrical repairs for the Richmond Fire Department. Those bids are as follows: 1. Hill Electric a. 1st Hour - $80.00 b. Each additional hour - $60.00 c. Minimum Charge - $80.00 d. Saturday rate - $90.00 e. Sunday rate - $120.00 f. Holiday rate - $120.00 g. Material cost mark up - 20% h. Time frame of response — 24 hours 2. Cummins Electric a. $66.00 per hour b. Saturday - $89.50 per hour c. Sunday and all other hours - $120.00 per hour d. Material cost mark up — 20% - Any shipping and fees incurred on material delivery will be cost plus 5% e. Time frame of response — 24 hours — Emergency within two (2) hours. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed unanimously. The meeting was adjourned.
