RESOLUTION OPPOSING 5 -1431 AND A -336, REQUIRING -
AUNUATTAI LEVEL OF POLICE STAFMi G BASED ON WTI UCIPAL
POPUI.ATII]N AND (7.RTMF. RATF.
WHEREAS, S -1431 and A -336 would require municipalities in New Jersey with a population of
more than 60,000 people and a violent crime rate exceeding 10.0 per 1,000 residents to maintain a
full -time police department or force comprised of at least four (4) police officers per 1,000
residents; and
WHEREAS. under S -1431 and A -336 the violent crime rate would be based on that which is
reported in the Uniform Crime Report (UCR) published by the Department of Law and Public
Safety and would include crimes of murder, rape, robbery and aggravated assault; and
WFIEREAS, according to the sponsor, the escalating number of murders being committed in
New Jersey's urban communities is becoming a public health crisis and this bill would ensure that
the urban municipalities with a high crime rates would have sufficient police officers to maintain
public safety; and
1VIJEREAS, S -1431 and A -336 are unfunded mandates which can burden a municipality;
and
IYO W, =, REFOR, BE IT RESOLVED, that the Mayor and Council of the Borough of
Carteret strongly opposes S -1431 and A -336; and
BE IT FURTHER RESOLVED, that a copy of this resolution be transmitted to the Governor of
the State of New Jersey, Senator Joseph Vitale and Assemblymen John wisniewski and Craig
Coughlin, Senator Ronald L. Rice, Assemblywomen Cleopatra G. Tucker, Assemblyman Ralph
R. Caputo and the New Jersey State League of Municipalities.
