PROFESSIONAL SERVICE CONTRACT FOR
LEGAL SERVICES
WHEREAS, there exists a need for professional services to defend Officer Stanley
Singura in connection with certain summons and complaints by Joseph Elberti; and
WHEREAS, legal services are a a professional service exempt from the requirement
of public bidding pursuant to N.J. S A. 40A: 11-5 ( 1 ) (a); and
WHEREAS, the Local Finance Officer has certified that funds are available.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the
Borough of Carteret does hereby approve the appointment of Frances Hartman,
Esq. at a maximum cost not to exceed $1,500.00 billable per attached contract.
BE IT FURTHER RESOLVED that the Mayor and Borough Clerk are hereby
authorized to execute said contract.
IT IS FURTHER RESOLVED that the contract is awarded without competitive
bids in accordance with NJ.SA 40A:11-5 (1) (a) due to the specialized and
professional nature of the services provided.
IT IS FURTHER RESOLVED that a notice of this action shall be published in the
Home News Tribune on January 26, 1999
Adopted this 21st day of January, 1999
and certified as a true copy of the original
on January 22, 1999.

PROFESSIONAL SERVICE TO DEFEND OFFICER STANLEY SINGURA.
NOT TO EXCEED $1,500.00.
According to the terms set forth in Resolution.

THE CONTRACTOR does hereby agree to perform the following
PROFESSIONAL SERVICE ENGINEERING LABORATORY WORK AND TESTING
IN CONNECTION WITH ABANDONED UNDERGROUND STORAGE TANKS AT
WASTEWATER TREATMENT PLANT.
NOT TO EXCEED $23,000.00.
THE INDEMNIFICATION AGREEMENT ON THE REVERSE OF THE PURCHASE ORDER SHALL BE LIMITED
TO THE VENDOR's NEGLIGENT OR WRONGFUL ACTS.
According to the terms set forth in Resolution., and Purchase Order 99-0218.
