Wayne Reiter provided an update of the project. The first five chapters have been completed. Chapter 6, Development Alternatives, is in progress and is the purpose of this meeting. Wayne Reiter provided a summary of the facility requirements and considerations. Facility requirements are those items that are required to meet aviation demand or address airport design changes that have occurred since the previous master plan. Considerations are those items not required but intended to enhance airport services. Alternatives are the development proposals intended to address facility requirements and considerations. Wayne Reiter presented the alternative drawings listed in the agenda. 1. Relocation of the ASOS: One location south of the hangar area and east of Taxiway A. The location fits into the siting criteria for the existing and future runway lengths and is near existing utilities. Land acquisition is required. No comments. 2. Runway Extension and Designation: The runway would be extended to the south of Runway 34 by 402 feet to meet the FAA minimum runway length recommendation. The runway designation would change to 17/35 due to magnetic declination. Parallel Taxiway A would also be extended to the new runway end. Mike Weiss asked if the extension would change snow clearing operations. Rick Stein replied the parallel taxiway is not cleared during the winter south of the hangars (proposed Taxiway K). Snow would be pushed off to the side of the extended runway. 3. Taxiway/Taxilane Configuration. a. East-West Taxiway. This has been discussed previously at Airport Advisory Committee meetings as a replacement for the diagonal taxiway. No comments. b. Nomenclature. Names have been given to all of the existing and proposed taxiways and taxilanes to reduce pilot confusion. No comments. Page 2 of 3 MYL Master Plan TAC Meeting #2 Notes Minutes c. Geometry. Taxiway B-1 would be realigned to address airport design and runway incursion mitigation measures. Taxiways A-2 and B-2 would add fillets and elevated runway guard lights to address airport design and runway incursion mitigation measures. Ideally, relocating the taxiways would be the first option, but since A-2 was reconstructed last year it is unlikely to be eligible for funding before the end of its useful life. Relocating B-2 is undesirable because that would create a zigzag on the runway. Eliminating direct access to the runway from the USFS apron would be at their discretion and not likely to occur. Rick Stein added that runway incursion mitigation is one of the FAA’s top priorities. 4. General Aviation Terminal: The Facility Requirements chapter described a need for 9,600 square feet of general aviation terminal space that is not currently being provided at the airport. A conceptual layout was shown south of the hangars and east of Taxiway A, with an extension of Krahn Lane onto the airport. This would require land acquisition and a change of zoning, per Morgan Bessaw. Anette Spickard asked about timing of this development. Wayne Reiter replied there is no time requirement; that it would be at the City’s discretion. Mike Weiss asked if the proposed terminal could accommodate commercial service. Wayne Reiter replied this concept did not envision commercial service terminal requirements, such as TSA and baggage areas. A commercial terminal option could be addressed with additional development south along the parallel taxiway. Anette Spickard asked about options for the existing City structures. Wayne Reiter replied the City administrative offices could be moved to the new terminal building. The SRE building would remain for its intended purpose. The older City building could be repurposed at the City’s discretion. The master plan did not consider alternatives for this structure due to its size and landlocked location. 5. PAPI Locations: Wayne Reiter showed the placement of new 4-Light Precision Approach Path Indicators (PAPI) 1,000 feet from each runway threshold end. Rick Stein added these are used by pilots to guide them visually to the proper glide slope for landing. 6. Wildlife Fencing: Wayne Reiter showed new wildlife fencing around the south end of the runway extension and the along the west side of the runway. No comments. 7. Blast Pad: The existing blast pad for Runway 16 would be expanded to meet the current dimensional standards. Wayne Reiter and Rick Stein explained this would reduce erosion and wind blast effects on Deinhard Lane by jets taking off from Runway 16. 8. Infield Development Area. a. Phase 1, the ASOS remains in-place. Wayne Reiter went over all of the elements related to this alternative. Rick Stein commented he is talking with a tenant about constructing a hangar where the 100’ by 100’ hangar is depicted adjacent to Taxiway A. Anette Spickard asked about the timing of this construction in relation the master plan. Rick Stein replied the two projects are taking place in parallel and that the master plan should be complete ahead of this development. Mike Weiss asked if the proposed Taxilane G could be extended full length. Wayne Reiter replied it was shown as partial for funding reasons for this phase of development. Laura Scott commented about tiedown space, especially Page 3 of 3 MYL Master Plan TAC Meeting #2 Notes Minutes during the fire season. Wayne Reiter replied the development proposal adds additional spaces behind the small and medium hangars that should cover overflow parking. b. Ultimate Phase: This development would expand Phase 1 once the ASOS is removed from the infield. No further comments. 9. Land Acquisition Requirements. Wayne Reiter covered the land acquisition needed for the runway extension, general aviation terminal, and parcel between the highway and eastern row of hangars. Anette Spickard asked if the land acquisition associated with the runway extension would also accommodate the reconfiguration of Deinhard Lane. Wayne Reiter replied it does not. The graphic accounts only for the FAA minimum runway length recommendation. Any runway shifting or shortening as a result of the Deinhard Lane reconfiguration would have to be looked at separately. Anette Spickard expressed the City’s desire to make sure the planning team considers airport impacts related to the Deinhard Lane reconfiguration. Wayne Reiter covered the next steps of the master plan. • Obtain a recommendation from the TAC regarding the alternatives presented. • Hold a public meeting to show the draft alternatives under consideration and solicit input. The public meeting date and format have not been finalized. • Select a preferred alternative(s) to move forward with. • Create the Airport Layout Plan (ALP) drawings. • Develop an implementation plan (Airport Capital Improvement Plan and financial feasibility plan). • Initiate agency coordination and complete an Environmental Overview. Initial Environmental Overview is complete and waiting for alternatives to be finalized. Rick Stein thanked everyone for attending and closed the meeting.
