HomeMy Public PortalAboutResolution 92-1675 PC" RESOLUTION NO. 92- 16.75PC A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TEMPLE CITY RECOMMENDING AGAINST GENERAL PLAN AMENDMENT 92 -2 AND ZONE CHANGE 92 -1151 TO REDESIGNATE AND RECLASSIFY THE 5800 BLOCK OF OAK AVENUE AND THE EAST SIDE OF THE 5800 BLOCK OF CLOVERLY AVENUE AS WELL AS 9421- 65 AND 9511 -15 WORKMAN AVENUE FROM HIGH DENSITY RESIDENTIAL (R -3) TO A LOWER RESIDENTIAL DENSITY. The Planning Commission of the City of Temple City does hereby resolve: SECTION 1. The Planning Commission recommends against an amendment to the Temple City General Plan and Zoning Code, based upon the following findings: 1. The land use pattern in the subject area is currently rather well established at an existing overall density of 18 dwelling units per acre. 2. Although the immediate area is impacted with traffic congestion, much of the existing situation is attributable to the Ralphs and Thriftys shopping center as opposed to residential uses within the subject area. " 3. Although a lower density would result in fewer impacts, the subject area is well suited for a higher residential use because of the proximity to available shopping and public transportation. 4. A down - zoning would not correct the existing situation relative to traffic congestion. " 5. A down - zoning would result in any new development at a significantly reduced level from existing development levels. The subject area is currently improved at the existing R -3 density level and new developments at an R -1 or R -2 level would be incompatible with the predominant land use pattern in the subject area. SECTION 2. This project should result in no significant affects upon the environment and a negative declaration has been prepared in accordance with the State CEQA Guidelines. The initial statement as prepared indicates that there is no potential for adverse impact to the environment as it relates to all wild animals, birds, plants, fish, amphibians and related ecological communities, including the habitat upon which the wildlife depends for its continued viability. SECTION 3. The Planning Commission hereby recommends against General Plan Amendment 92 -2 and Zone Change 92 -1151 to redesignate and reclassify the 5800 block of Oak Avenue and the Resolution No. 92- 1675PC Page 2 east side of the 5800 block of Cloverly Avenue as well as 9421 -65 and 9511 -15 Workman Avenue from High Density Residential (R -3) to a lower residential density. SECTION 4. The Secretary shall certify to the adoption of this Resolution.
