HomeMy Public PortalAboutResolution 11-15 Blighted Area RESOLUTION 11-15 A RESOLUTION OF THE CITY OF McCALL, IDAHO, UPDATING RESOLUTION 05-08 WHICH IDENTIFIED A BLIGHTED AREA IN NEED OF REDEVELOPMENT EXISTING WITHIN THE CITY OF McCALL, IDAHO; DEFINING THE CURRENT CONDITIONS IN THE ESTABLISHED REDEVELOPMENT AREA; PROVIDING FOR THE IMPROVEMENT AND REHABILITATION OF THE REDEVEDLOPMENT AREA; PROVIDING FOR RELATED MATTERS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the McCall City Council adopted Resolution 05-08 on May 26, 2005, which recognized an area in need of redevelopment in the McCall area based on the Four Corners/South Corridor Blight Analysis dated April 28, 2005; and WHEREAS,the City Engineer and McCall Public Works Department have reviewed the existing conditions in the boundary of the geographic area defined in the 2005 Blight Analysis; and WHEREAS, based on the review there currently exist conditions of slum and blight according to IDAPA 28, Title 02, Chapter 01, Section 020; and WHEREAS, the blighted area lies within the Scenic Route Overlay District of the City of McCall; and WHEREAS, the City of McCall desires to eliminate and prevent slum and blight conditions within the blighted area and to undertake various activities to eliminate blight conditions which will conform to the McCall Area Comprehensive Plan (2007). NOW, THEREFORE, it is resolved by the Mayor and City Council of the City of McCall, Valley County, Idaho, as follows: Section l: The City finds that the approximate boundaries of the geographic area in need of redevelopment and containing slum and blight conditions are as follows: along Third Street (State Highway 55) from north side of the intersection of Jacob Street and north approximately 5,381 feet to the south side of the intersection of Railroad Avenue, and east and west of Third Street 150 feet, all in the City of McCall, Idaho, as delineated on Attachment A affixed hereto and incorporated herein, which is a map of the subject area defining the limits, boundaries, and location of said slum and blight conditions. Section 2: The City finds that the following slum and blight conditions exist in the area delineated in Attachment A: 11,000 lineal feet of sidewalk/pathway is required to service the area and 7,500 feet is substandard/non-existent; 120 street lights are required, and 101 are substandard/non-existent; 8000 lineal feet of curb and gutter is required and 7000 feet is substandard/non-existent; 5,381 feet of water line is required and 2,200 feet is substandard; 5,381 feet of sewer main is required and 850 feet is substandard; and 5,381 feet of storm water main is required and 5,081 feet is substandard/non-existent; 24 fire hydrants are needed to service the area and 12 are substandard/non-existent. Page 1 of 2 Resolution 11-15 September 22,2011 Section 3: The City defines "standard" as conditions conforming to the adopted street section in the McCall Area Comprehensive Plan and complying with the standards of Title III of the City of McCall Code, the 2009 International Building Code, the Americans with Disabilities Act, and the standards of the McCall Fire Protection District; and "substandard" as conditions which do not meet these requirements. Section 4: The City finds and determines that those conditions which are found to be substandard are risks to public safety, impediments to sound community growth, are considered economic liabilities to the community. Section 5: The City desires to eliminate and prevent slum and blight conditions within the stated geographic area and will undertake various activities to do so, including but not limited to seeking block grant funding from the Idaho Department of Commerce. These activities will conform to the McCall Area Comprehensive Plan. Section 6: This Resolution shall take effect and be in force from and after its passage and approval.
