A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL, IDAHO,
ESTABLISHING A LAND LEASE RENTAL RATE TO BE CHARGED FOR LAND INSIDE
BUILDING RESTRICTION LINE AT THE MCCALL MUNICIPAL AIRPORT; PROVIDING
FOR RELATED MATTERS; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the McCall Municipal Airport provides services and use of the airport to the
community and the general public; and
WHEREAS, USFS wishes to lease airport property in order to provide adequate land on which to
place a heliport; and
WHEREAS, the airport does not have a lease rate for property that is inside the Building
Restriction line; and
WHEREAS, this type of property does not have taxiway access; and
WHEREAS, this rate applies only to aeronautical uses for paring, landing and taking off of rotor
wing aircraft; and
WHEREAS, this rate applies only if no buildings are constructed upon the property; and
WHEREAS, this rate applies only to aeronautical leases that grant no additional commercial
operating rights other than flying to and from and parking rotor wing aircraft; and
WHEREAS, Should the City agree to above ground structures on this type of aeronautical lease
area, then the lease rate would change to the then current hangar ground lease rate; and
WHEREAS, The Airport Advisory Committee met, reviewed this rate and information and
recommended it to City Council; and
WHEREAS, notice of the proposed new fee was published in The Star News, a newspaper of
general circulation within the City, on April 28, 2011 and May 5, 2011 and a public hearing was
held on the proposed new fee on May 12, 2011, all as required by law; and
WHEREAS, the City Council is of the opinion that it is in the best interest of the City to
establish a new fee as set forth below.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF
MCCALL, Valley County, Idaho that:
Section 1: The rate for Aeronautical Land inside Building Restriction Line will be $0.0534 per
square foot per annum, subject to automatic increase annually in CPI All Urban Consumers as
compiled by the Bureau of Labor Statistics.

Section 2: Existing McCall Municipal Airport fees that are not in conflict with the fee adopted by
this Resolution 11-09 shall remain in full force and effect.
Section 3: This Resolution shall take effect and be in force immediately upon its passage and
approval.

MAY, 2011.
