CALL TO ORDER AND ROLL CALL
Mayor Giles called the special meeting of the McCall City Council to order at 9:00 a.m.
Mayor Giles; Council Member Callan, Council Member Holmes, Council Member
Maciaszek, and Council Member Nielsen all answered roll can.
City staff members present were Anette Spickard, City Manager; BessieJo Wagner, City Clerk;
Erin Greaves, Communications Manager; Michelle Groenevelt, Community Development
Director; Kurt Wolf, Parks and Recreation Director; Chris Curtin, Information Systems Manager;
Traci Malvich, Human Resources Manager; Nathan Stewart, Public Works Director
Also, in attendance were Lew Ross, McCall Redevelopment Agency Member and Meghan
Conrad, McCall Redevelopment Agency Attorney
BUSINESS AGENDA
AB 21-062 Request Approval of a Comment Letter to Idaho State Land Board regarding
Payette Endowment Land Strategy
City Manager Anette Spickard presented the comment letter to Idaho State Land Board regarding
Payette Endowment Land Strategy. On January 28, Council received a presentation from Idaho
Department of Lands (IDL) staff Ryan Montoya on the proposed Payette Endowment Land
Strategy under consideration by the Idaho State Land Board. Based on feedback from Council at
the end of the presentation, and additional feedback provided by Council at the February 11
Council meeting, the draft comment letter has been prepared for Council consideration and
approval. In addition to the letter, staff provided the public comments received at the January 28
Council meeting to the Land Board.
Council consensus was to approve comment letter to Idaho State Land Board.
AB 21-063 Request for approval of a Department of Water Resources - Application for
Temporary Approval of Water Use through a Storage Water Rental from Water
District#65

Parks &Recreation Director Kurt Wolf presented the Department of Water Resources application
for Temporary Approval of Water Use. In an effort to continue to re-vegetate and make minor
improvements at and around the sheep bridge and north around the bank stabalization project at
Riverfront Park, the Park's Department has researched various ways to irrigate the property. The
cost to apply for a temporary water right and irrigate with a storage water rental from water district
#65 (Big Payette Lake storage)is nominal to what it would cost to make the connection to the City
water stub out to the north or sink a well. Future improvements will require either a full hookup or
a water right for a well to irrigate the park once developed.
Since the current temporary water use has expired, staff are requesting to submit an application to
allow the continuance of establishing native vegetation as advised by the Department of Water
Recourses. The temporary permit will buy time and keep irrigation water available through the
next few years as plants get established.
Council Member Holmes moved to review Department of Water Resources Applications for
Temporary Water Use and approve the Mayor to sign all necessary documentation. Council
Member Callan seconded the motion. In a roll call vote Council Member Holmes, Council
Member Callan,Mayor Giles, Council Member Maciaszek, and Council Member Nielsen all
voted aye, and the motion carried.
WORK SESSION
AB 21-064 Proiect Update — Brown Park and E. Lake Street Shoreline Repairs and
Improvements
Parks & Recreation Director Kurt Wolf presented the Brown Park and E. Lake Street Shoreline
repairs and improvements project update and discussed the status of the construction and design
work within Brown Park and along the shoreline adjacnet to E. Lake Street North of the Marina.
City staff has continued to work with the McCall Redevelopment Agency (MRA) to address
overdue repairs and make needed improvements to the public shoreline and facilities, while MRA
funds are still available.
In conjunction with current contract awards, engineering and design task orders, and the public art
proposal, it is estimated that MRA will have approximatly $800,000 to allocate towards projects
during the upcomming construction season. In addition to that amount, the Parks Department has
approximatly $230,000 budgeted for playground replacement and renovations through Land and
Water Conservation Fund (LWCF) and Local Option Tax funds. Staff is working with both the
design team and MRA to identify and prioritize bid items based on available budget and logical
construciton sequencing to best address facility maintenance and improvement priorities.
Contstruction documents and the project bid manual are at 85%complete. Project(s) are scheduled
to go out to bid on April 01.
Parks and Recreation Director Wolf gave a comprehensive review of the plans for Brown Park
projects including projects to be funded by the MRA and answered questions. Public Works
Director Nathan Stewart gave a brief overview of the engineering, pathway, and street parking.
Brown Park will be closed this year for the improvements and if all goes accordingly, be opened
back up to the public in the fall.

Meghan Conrad, attorney for the MRA, covered the process to close out of the urban renewal
district by the end of the fiscal year. This is the final year of this urban renewal and the final tax
dollars to be received and allocated to this project will be in July 2021. The termination is driven
by the agency and in order to put values back on the tax rolls and get increment value from
December 2006 to current on the new construction rule, the MRA will need to adopt a resolution
of intent to terminate before the fourth Monday in July. She anticipates the agency will address
this item at their May or June meeting. The MRA will be circulating a letter to the overlapping
taxing districts in or around March to give a high-level overview and show their intent to spend its
remaining allegeable funds for the purpose of this project and do not anticipate there to be any
surplus at close out. Ms. Conrad shared that the MRA does own some real property parcels in the
project area and will be in coordination with or conveying to the City for planning. The agency
will continue to work on these projects. According to State statute, the termination ordinance is
not required until December of the closeout year, but best practice is by the end of the fiscal year
or around September. She clarified the last steps with the remaining assets and shared the hard
closeout is September 30, 2021. She gave some advice on dealing with carry over costs.
The Council had no further questions and thanked Ms. Conrad and staff for the update.
