CALL TO ORDER AND ROLL CALL
Mayor Giles called the regular meeting of the McCall City Council to order at 5:30 p.m.
Mayor Giles, Council Member Callan, Council Member Holmes, Council Member
Maciaszek, and Council Member Nielsen all answered roll call.
City staff members present were Anette Spickard, City Manager; Bill Punkoney, City Attorney;

Mayor Giles led the audience in the Pledge of Allegiance.

City Staff has requested that Council accept the proposed amended Agenda.
Council Member Maciaszek moved to accept the Proposed Amended City Council Agenda
that amended agenda item- COVID-19 Update,Discussion and Direction to Staff Regarding
a Mask Mandate Health Order (AMENDED 2/23/21) to add Consideration and potential

adoption of Resolution 21-10 requiring face coverings in public places (PROPOSED
AMENDMENT 2/25/21). Staff did not realize the amendment made on February 23rd was
not sufficient and due to the CDH repeal of the Valley County Mask Order, and for the
health of the community, this item cannot wait until the Council's next regular meeting.
Council Member Holmes seconded the motion. In a roll call vote all Council Member
Maciaszek, Council Member Holmes, Council Member Callan, Mayor Giles, and Council
Member Nielsen all voted aye, and the motion carried.
CONSENT AGENDA
Staff recommended approval of the following ACTION ITEMS. All matters which are listed
within the consent section of the agenda have been distributed to each member of the McCall City
Council for reading and study. Items listed are considered routine by the Council and were enacted
with one motion.

5. AB 21-043 City Licenses Report to Council Per McCall City Code: Per McCall City
Code Title 4 Chapter 9, the City Council has determined the City Clerk shall be delegated
the authority to process and grant or deny all alcoholic beverage license applications, other
than certain circumstances involving catering permits,which the city clerk shall review the
application for catering permit for completeness and forward said application to the Police
Chief. The Police Chief upon receipt of the application shall make a recommendation to
the City Clerk to approve or deny the application.Whenever the City Clerk shall determine
that an application for alcoholic beverage license transfer or renewal is complete, the City
Clerk shall approve or deny such application. All decisions of the City Clerk shall be
reported to the City Council at the next regularly scheduled City Council meeting after
such decision. The City Clerk is also responsible for all processing of business, taxi, snow
removal, pawnbroker, child daycare licenses, vendor permits, and public event
applications. The Clerk Report is for the last two weeks.Activity reflects closed businesses
received during the renewal period.Action: Council review the License report.
6. .AB 21-055 Council's Review of the Treasurer's Report as Required by IC 50-208:
Treasurer's report of accounts and activity of office during the month of January 2021
regarding care, management or disposition of moneys, property, or business of the City.
Action: The Council shall examine the report and determine whether additional
information from the Treasurer is required.
7. AB 21-056 Request to Approve Resolution 21-07 Adopting a Non-Discrimination
Policy Statement and Notice Under the Americans With Disabilities Act: Federal
Section 504 and ADA has access requirements that a local government is required to
complete if the City accepts a Community Development Block Grant (CDBG). It requires
that state and local governments be accessible to people with disabilities. Accessibility is
not just physical access, such as adding a ramp where steps exist. Accessibility is much
more, and it requires looking at how programs, services, and activities are delivered. The
City must adopt via a resolution that in accordance with the requirements of Title II of the

Americans with Disabilities Act of 1990, the City/County will not discriminate against
individuals with disabilities on the basis of disability in its services,programs,or activities.
The notice must be published at least once in the local newspaper. The notice must be
posted at the City's public buildings. The posting must.be on an ongoing basis. The notice
should also be posted in the city's website.Action:Approve Resolution 21-07 Adopting a
Non-Discrimination Policy Statement and Notice Under the Americans With Disabilities
Act and authorize the Mayor to sign all necessary documents.
8. AB 21-057 Request to Proclaim March 4, 2021 as Celebration of Idaho Day in the
City of McCall: In 2014, the Idaho Legislature established an official Idaho Day to be
observed each year with a proclamation from the governor and programs at the State
Capitol, as well as events and activities in communities statewide. Idaho Day was
established as March 4th to commemorate the creation of the Idaho Territory by President
Abraham Lincoln on that day in 1863. This year, 2021, marks 100 Years of the People's
House! On January 3, 1921, the newly completed Capitol building was dedicated to the
people of the Gem State. 6,000 visitors explored their new "Capitol of Light." Designed
by architects John E. Tourtellotte and Charles F. Hummel, Idaho's statehouse was
envisioned as an inspiring symbol and house of government. The Idaho Historical Society
has arranged a virtual Historical Happy Hour on March 4th at 6:00 p.m. and inviting the
public to join them for a rare opportunity to learn how 100 years of history shape the
Capitol we see today! You can go to their website https://history.idaho.gov/idaho-day/ to
register and ask questions in advance. Idaho Day inspires many Idahoans across the Gem
State to celebrate Idaho and its history, along with all that is special about their own
community or part of the State. Idaho Day is an opportunity to showcase the Gem State's
treasured past, thriving present, and unlimited future. Spearheaded by the Idaho Historical
Society, Idaho Day is enjoyed throughout the state by schools and universities, state
agencies, and other organizations. Events at the McCall City Library include Idaho Day
themed activities for the after-school program and a"Take and Make"kit people can pick
up to do an Idaho-history based fun learning craft activity at home. Still to be determined
is a virtual component or small incentive for anyone who checks out an item from the Idaho
Room. Action: Proclaim March 4, 2021 as the celebration of Idaho Day in the City of
McCall and authorize the Mayor to sign the proclamation.
9. AB 21-058 Request to Proclaim March 2, 2021 as National Education Association's
Read Across America Day: Many people in the United States, particularly students,
parents, and teachers,join forces on Read Across America Day, annually held on the first
school day closest to March 2. Read Across America Day promotes reading, particularly
for children and young adults. Many schools, libraries, and community centers across the
United States participate in the day by bringing people together to take part in reading
books. Various reading activities and events are held across the country on this day. In
1997 an organization known as the National Education Association (NEA), pushed for a
special day to celebrate reading throughout the United States. This idea proved to be a
popular one, so it was not long before the first Read Across America Day was held on
March 2, 1998. This nationwide observance coincides with the birthday of Dr Seuss
(Geisel), an American writer best known for writing children's books. Some of his books
include The Lorax, Green Eggs and Ham, How the Grinch Stole Christmas!, and The Cat
in the Hat. Barbara Morgan Elementary will be recognizing the event with Dr. Seuss on
Monday, March 2. The day will be celebrated with a school wide "Drop Everything and

Read"between 8:15-9:00 where everyone(including adults)must stop and read! Also,this
year the school will be hosting fun Virtual Paint Night for their elementary students. The
McCall City Library activities are still to be determined.Action: Proclaim March 2, 2021
as Read Across America Day in McCall and authorize the Mayor to sign the proclamation.
10. AB 21-048 Request to Approve the Updated Bond Counsel Proposal from Skinner
Fawcett:In January 2020,the McCall City Council selected Skinner Fawcett to act as bond
counsel for the Library Expansion Project bond election. Staff received an updated
proposal from Skinner Fawcett for the 2021 City of McCall General Obligation bond
election. The project description was revised to reflect the removal of the park shop
relocation and plaza components from the project and revised the lower estimated project
costs. There is no change in the bond counsel services to be.provided by Skinner Fawcett,
nor is there a change in the estimated fees and costs to provide the services. Action:
Approve the updated bond counsel proposal from Skinner Fawcett for City of McCall 2021
General Obligation Bond Election and authorize the Mayor to sign all necessary
documents.
Council Member Maciaszek moved to approve the Consent Agenda as submitted. Council
Member Nielsen seconded the motion.In a roll call vote Council Member Maciaszek,Council
Member Nielsen, Mayor Giles, Council Member Callan, and Council Member Holmes all
voted aye, and the motion carried.
REPORTS
AB 21-053 Golf Course Advisory Committee Annual Report to Council
Rita Neal Bolli, Golf Course Advisory Committee(GCAC)Chair,presented the committee annual
report to Council. The GCAC is established to advise and make recommendations to the McCall
City Council on matters pertaining to the operation and maintenance of the McCall Municipal Golf
Course.
Ms. Neal Bolli shared the highlights of the year included the Golf Course Master Plan, creating a
mission statement,paver plaza fundraiser, and the public use of the cart paths. The efforts made to
deal with COVID-19 protocols so the golf course could stay open were very successful and they
had a great financial year regardless of the protocols.
The Council thanked her for her report.
PUBLIC COMMENT
Mayor Giles called for public comment at 5:44 p.m.
No verbal comments were received during this part of the meeting. However, 180 written
comments were received. City Clerk BessieJo Wagner shared 164 were in favor of a mask mandate
and 16 were against. all general public comments are attached as Attachment 1.
Hearing no additional comments,Mayor Giles closed the comment period.

PUBLIC HEARING
AB 21-051 Request to Approve Resolution 21-06 for the 2021 Golf Course Rates Increase
Mayor Giles opened the public hearing to consider the approval of Resolution 21-06 for the
2021 Golf Rates Increase at 5:45 p.m.
Golf Course Superintendent Eric McCormick presented Resolution 21-06 for the 2021 Golf
Course rates increase. This time of year, the Golf Advisory Committee (GAC) is tasked with
making a recommendation to Council regarding the golf rates for the coming season. The GAC
worked on rates through several meetings, and because of the findings in the Golf Course Master
Plan identifying the number of projects that are in need, unanimously decided to recommend the
following:
• Raise all fees by the CPI, which this year was 1%
• To help fund projects,raise Daily Greens Fees$1 and Any Time and After 2 Season Passes
$100 to put those dollars in a fund to either save for later and/or use towards Local Option
Tax applications as a match for Capital Improvement Project(CIP)funds for those projects.
The GAC has a member from both the Men's and Women's associations on their committee and
thus felt it best in recommending to not raise the Junior or College fees. Staff completed a fee
comparison with Jug Mountain and Meadow Creek golf courses and believe that on most daily
fees, McCall will be comparable. The season passes will still be lower than the other courses, so
staff agrees with their recommendation. Staff prepared a resolution.
Superintendent McCormick clarified information regarding revenue per round, tournament
rounds, the daily green fees, and season passes for Council Member Nielsen.
Mayor Giles called for public comment at 5:58 p.m.
45 public written comments were received and distributed to Council prior to the meeting, there
were 2 comments in favor of the proposed fee increase and there were 42 comments against the
proposed fee increase, and 1 neutral. All public comments related to the Golf Fees public hearing
are attached as Attachment 2.
Eric Bouchard, McCall, made comment. He stated he lives on the golf course and buys a season
pass every year. He feels the price increase is too high for 5 months of play and is considering no
longer purchasing a season pass. He believes others may feel the same way and thus have a
negative impact by causing the opposite effect of what they are trying to accomplish by raising the
fee. He would like them to reconsider.
Mayor Giles asked staff how the after 2:00 p.m.rates were calculated. Golf Course Superintendent
McCormick clarified those rates were based on the 2020 rates and he did not run them through the
new rates to see what those would equal out to.

Council Member Nielsen asked for the Golf Course Mission statement. City Clerk BessieJo
Wagner read it for the Council:
"To create quality playing conditions for the locals & visiting players and to make our course a
must play at reasonable rates. As a Municipal Golf Course, it is our intent to make golf as
affordable as possible while still maintaining course quality. While keeping with golf course
integrity, we also provide our facilities for the non-golfing community."
Mayor Giles closed the public hearing at 6.05 p.m.
Council Member Callan expressed concern with the season pass increase. With the revenue that
was generated last year, she felt the increase could be smaller. Council Member Maciaszek stated
that in considering the public comments; he felt some effort needs to be made to find a balance
point. Council Member Nielsen is of the same opinion of that Council Member Maciaszek and
feels a middle ground could be found. He wants to know what the dollar objective is for the next
season and then look at rates to see how to achieve that. He understands the need for facility and
course upkeep,but he wants to make sure the objective is in line with the mission statement.Mayor
Giles is very comfortable with the proposal. He read each public comment and is sensitive to their
concerns but on the other hand is also concerned about the very necessary capital improvement
projects (CIP) outlined by the Golf Course Master Plan. Staff clarified they hope to utilize the
revenue from the increase to assist with fixing those CIP projects. Council Member Holmes stated
she has spoken to many neighbors and friends who golf there that have the same sentiments as Mr.
Bouchard about not purchasing a season pass if the rates go up and the feedback she has received
from them is that they feel the City would be punishing local players with the new season pass
rate. She would like to continue the conversation to see if there is a way to adjust the rates and still
meet the needs of the golf course.
Mayor Giles asked each Council Member if they would like to keep the same amount of revenue
but adjust the rates to accomplish it to give staff direction. Council Member Maciaszek leans
towards giving some consideration to the locals that buy season passes however that will work out
to be. Council Member Holmes would like to look closely at what is needed for the CIP projects
and work backwards to the rates taking in consideration the local comments. Council Member
Nielsen agreed with Council Member Holmes and made some suggestions on how it could be
accomplished. Council Member Callan felt some adjustments could be made to reduce the increase
to the locals and felt there was wiggle room in some of the other rates to do that. Staff will bring
back some other options and will confer with the City Attorney to clarify what is considered a
local resident to help define that item.
Council Member Maciaszek moved to leave the public hearing open and bring back to the
next Council meeting. Council Member Holmes seconded the motion. In a roll call vote
Council Member Maciaszek, Council Member. Holmes, Mayor Giles, Council Member
Callan, and Council Member Nielsen all voted aye, and the motion carried.
AB 21-047 Request to Approve the submittal of an Idaho Community Development Block
Grant application for McCall Senior Center Parking and Drive Access Improvements
Mayor Giles opened the public hearing at 6.24 p.m.

Economic Development Planner Delta James presented the Idaho Community Development Block
Grant application for McCall Senior Center parking and drive access improvements. The City of
McCall is applying for funding from the Idaho Community Development Block Grant (CDBG)
Program administered by Idaho Commerce in the amount of$225,000 to support improvements
to facilities that primarily provide programs and services for people aged 65 and older.
Specifically, grant funds are requested to make improvements to the parking lot and drive access
that serve the McCall Senior Center and are currently potholed and uneven, creating unsafe
conditions that do not meet ADA guidelines. The proposed project scope of work includes
consolidation of the 1st Street drive access to the south of the Senior Center facility and removal
of the northly access drive to improve safety. This necessitates a slight realignment of the
pedestrian pathway along the former railroad right of way to the south and piping of a short section
of drainage. The parking lot surrounding the Senior Center would be fully resurfaced, striped, and
signed. $160,000 from the City's FY21 CIP budget will be identified as grant match and utilized
to replace siding and improve insulation on the building envelope.
The CDBG application handbook and application forms are available for public review upon
request. A public hearing is a requirement of the application process and is identified in the CDBG
Citizen Participation Plan, which was approved by Council on October 6, 2011, as part of the
City's 3rd Street Improvement Project(also CDBG funded).The Notice of Hearing was published
in the February 11, 2021 edition of The Star-News.
Mayor Giles called for public comment at 6:27 p.m.
No written correspondence was received and no in person comments given.
Mayor Giles closed the public hearing at 6.27p.m.
Council Member Holmes wanted to know that since there is a short fall in the budget on this project
where the remaining funds would come from. Staff responded the additional amount is covered
with in-kind staff expertise and time contributions by utilizing the Grant Coordinator, Building
Official, and Public Works Director. The amount comes to approximately$30,000 and is detailed
in the budget sheet.
Council Member Holmes moved to approve submittal of a Community Development Block
Grant application and authorize the Mayor to sign all necessary documents. Council
Member Maciaszek seconded the motion. In a roll call vote Council Member Holmes,
Council Member Maciaszek, Mayor Giles, Council Member Callan, and Council Member
Nielsen all voted aye, and the motion carried.
BUSINESS AGENDA
AB 21-061 Request an appointment to the Local Option Tax Commission—Craig Vroom
City Clerk BessieJo Wagner presented the appointment to the Local Option Tax Commission.The
Local Option Tax(LOT) Commission is comprised of two (2)members of different City advisory
committees, one senior citizen representative, two (2) representatives from businesses in McCall,

and two (2) at large residents of the city. Commission appointments are made for four (4) years
from the date of appointment, and until their successors are appointed. The members of the LOT
Commission have the responsibility to make specific recommendations for the funding of written
requests for the use of the local option non-property tax revenues derived from the lodging taxes.
There are currently two vacancies on the LOT Commission, one is for a business representative to
finish the term vacated by Cami Callen and the other is for a City Advisory Committee
representative to finish a term vacated by Claire Remsberg.A notice ran for two weeks in the Star-
News and staff received one letter of interest from Craig Vroom who is a current member of the
Public Art Advisory Committee. The notice was posted in the paper for an additional two weeks
for a business representative,and up to this date,have not received any additional letters of interest.
Council Member Callan moved to appoint Craig Vroom to the Local Option Tax
Commission to the vacated position of City Advisory Committee representative's term to
expire June 2022. Council Member Maciaszek seconded the motion. In a roll call vote
Council Member Callan, Council Member Maciaszek, Mayor Giles, Council Member
Holmes, and Council Member Nielsen all voted aye, and the motion carried.
COVID-19 Update, Discussion and Direction to Staff Regarding a Mask Mandate Health
Order, Consider Adoption of Resolution 21-10
City Manager Anette Spickard presented the COVID-19 update and Mask Mandate Health Order
and the consideration and potential adoption of Resolution 21-10 requiring face coverings in public
places. On January 7, 2021, Council adopted Resolution 21-04 to implement a health advisory
order to assist efforts by Central District Health to minimize and mitigate effects of the COVID-
19 pandemic. The resolution included a reference to Central District Health's Mask Order for
Valley County. On February 19, 2021, the Central District Health (CDH) Board lifted the Mask
Order for Valley County.
Council has the authority under Ordinance 995 to issue its own Public Health Order for facial
coverings applicable to an area encompassing 5 miles out from the city limits for a duration up to
45 days. In the alternative, the Council can choose to retain the current Public Health Advisory
issued by Resolution 21-04 with the understanding the Central District Health Mask Order is in no
longer in effect and use of masks is still strongly encouraged.
A Resolution mandating the use of facial coverings (masks) for 45 days was presented for
Council's consideration. The Resolution includes a$100 penalty for failure to comply and allows
those cited an affirmative defense based on medical exemption.
Commissioner Elt Hasbrouck, who serves as the Valley County representative on the Central
District Health Board,gave an update to the Council on how the CDH came to their decision.They
felt they had achieved their goals which were to bring the numbers down, to not overwhelm the
hospitals, and educate people of the seriousness of the virus. The Board felt it important to reopen
the economy and that people were educated enough now to manage themselves. Council Member
Maciaszek thanked Commissioner Hasbrouck for the update.

Dr. Gregory Irvine of St. Luke's McCall hospital gave an update on the state of the pandemic and
local concerns. The hope is that schools will open fulltime soon especially for the K-8 grades with
the proper protocols. It has been determined younger children are not high risk and with a
significant number of teachers having been vaccinated,schools should be able to reopen.However,
he feels that discontinuing the mask mandate is too soon. The quickest way to get rid of the virus
is to take away its ability to spread and the biggest risk is with the asymptomatic spreaders. He
strongly recommended to implement a mask mandate.
Mayor Giles stated there were 164 comment in favor and 16 against received from the public. City
Manager Anette Spickard stated many of the comments stated they planned on keeping the
requirement in their business and felt the mandate would be supportive. Police Chief Justin
Williams spoke on the enforcement aspect. Removing the medical exemption will help make the
mandate enforceable. People who receive the fine will be required to prove the medical exemption
at the court. There was a brief discussion clarifying indoor social distancing and mask wearing.
Council Member Callan felt that the CDH lifted the mandate for a reason and feels every person
should have a choice and not be penalized. Council Member Nielsen feels a mask mandate needs
to be reinstated and that without it will lead to more conflict for businesses who continue to require
the mask. Council Member Maciaszek felts the Council should take into consideration the
comments received and supports the mandate.
There was a brief discussion of using the verbiage of"where six feet of physical distance cannot
be maintained" and City Attorney Bill Punkoney and Police Chief Williams both do not support
adding that language due to the difficulty it would cause with prosecuting.
Council Member Callan clarified that she has spoken with many people and business owners who
do not want the mandate and she felt they needed represented. Council Member Nielsen
acknowledged there are two sides to the community and the public comments do not necessarily
reflect the community as a whole. Commission Hasbrouck stated that the County had received a
very large number of public comments against masking and when looking at the tracing data, the
majority of the spread came from family events and not necessarily from public spaces which is
one of the reasons the CDH dropped the mandate. He also stated businesses have the option to
refuse service as well. Mayor Giles stated many business owners have asked the Council for help
and he feels they should be supported.
Council Member Nielsen moved to adopt Resolution 21-10 mandating the requirement to
wear face coverings in public places and authorize the Mayor to sign all necessary
documents. Council Member Maciaszek seconded the motion. In a roll call vote Council
Member Nielsen, Council Member Maciaszek, Mayor Giles, and Council Member Holmes
all voted aye, Council Member Callan voted no, and the motion carried.
AB 21-044 Request to approve Findings of Facts and Conclusions of Law Documents denying
Variance Application VAR-20-01 for 221 Morgan Drive
Community & Economic Development Director Michelle Groenevelt presented the Findings of
Facts and Conclusions of Law Documents denying Variance Application VAR-20-01 for 221
Morgan Drive. During their February 11, 2021 meeting, the McCall City Council directed staff to

prepare finding of facts and conclusions of law documents denying variance application VAR-20-
01 for 221 Morgan Drive. The application is for a Record of Survey application to remove the 20-
foot setback from the 100 year floodplain on the subject parcel, within the River's Crossing plat,
as well as a Variance and Shoreline Review application to waive the 50 foot setback requirement
from the ordinary high-water mark and special flood hazard area of the North Fork of the Payette
River, to permit the construction of a new 4,080 sq. ft. residence with an additional 3,631 sq. ft. of
patios and a 2,941 sq. ft. detached shop with a 747 sq. ft. attached accessory dwelling unit with
564 sq. ft. of patios, for a total building and patio footprint on the site of 11,494 sq. ft. The
development is located primarily within the special flood hazard area and of the Payette River and
located entirely within the Shoreline and River Environs Zone. The Council had no questions of
staff.
Council Member Maciaszek moved to deny variance application VAR-20-01 and authorize
the Mayor to sign all necessary documents. Council Member Callan seconded the motion.In
a roll call vote Council Member Maciaszek, Council Member Callan, Mayor Giles, and
Council Member Nielsen all voted aye, Council Member Holmes voted no, and the motion
carried.
AB 21-052 Request for Approval to Submit a McCall Rotary Club Grant Application to
Support Play Equipment for Brown Park
Economic Development Planner Delta James presented the McCall Rotary Club Grant application
to support play equipment for Brown Park. The City of McCall Parks and Recreation Department
is seeking approval to submit a grant application to the McCall Rotary Club in an amount of$5500
to support the purchase and installation of the Ruby Falls play structure element in Brown Park.
Ruby Falls is an ADA compliant precast creek-type sand and water table that is push-button
activated, resulting in a fast-flowing mini creek through deltas and dams of sand that youth can
build, alter and remove to change how the water flows. Through social and experimental play,
Ruby Falls teaches youth hydrologic functions by demonstrating cause and effect of changes to
water flow through the play element. The total cost of the play element is $10,900. The grant
request($5500)will be matched by$5400 from the Parks and Recreation Department budget. The
Council had no questions for staff.
Council Member Maciaszek moved to approve submittal of a McCall Rotary Club grant
application and authorize the Mayor to sign all necessary documents. Council Member

AB 21-045 Request to Approve submittal of an Idaho Commission for Libraries Grant to
support a Summer Intern for the McCall Public Library
Economic Development Planner Delta James presented the Idaho Commission for Libraries Grant
to support a Summer Intern for the McCall Public Library. In an effort to "build the capacity of a
diverse, skilled workforce for the library community,"the Idaho Commission for Libraries (ICfL)
provides grants of$1,000 to public libraries to support an intern for the summer of 2021.

The McCall Public Library would like to apply to this grant program to provide a stipend of$1000
for one 2021 summer intern. Applications from high school / young adult intern candidates will
be recruited via Heartland Alternative High School, McCall Rotary Club, and the West Central
Mountains Economic Development Council's workforce development efforts.The ideal candidate
will be bilingual in Spanish/English to help the Library target outreach to Spanish speaking
families. The selected intern will aid the Library's Summer Reading Program (14 programs over
a span of 7 weeks), help deliver mobile Book Bike services, and assist with the Library's annual
inventory process. If the grant is awarded, the internship will begin June 14, 2021 and conclude
August 16, 2021. There were no questions from the Council.

Grant application for a Library intern and authorize the Mayor to sign all necessary

AB 21-054 Request to Approve the Agreement with Armstrong Consultants to perform an
Independent Fee Evaluation for T-O Engineers' Professional Services for AIP 3-
16-0023-030-2020—East-West Taxiway
Airport Manager Rick Stein presented the agreement with Armstrong Consultants to perform an
Independent Fee Evaluation for T-O Engineers' Professional Services for AIP 3-16-0023-030-
2020—East-West Taxiway. Per Federal Aviation Administration (FAA) funding rules, all grants
over $100,000 in total must have an Independent Fee Evaluation (IFE) by a different aviation
consulting firm. Armstrong Consultants has agreed to performing the IFE for a price of$3,000, of
which 90% of the cost is eligible for reimbursement under the AIP 30 grant, up to 5% will be
reimbursed from the State, the remainder will be paid from the Airport Fund. The Council had no
questions of staff.
Council Member Callan moved to approve the agreement with Armstrong Consultants to

AB 21-046 Request to Approve the Coronavirus Response and Relief Supplemental
Appropriations Act Application for COVID-19 Expenses
Airport Manager Rick Stein presented the Coronavirus Response and Relief Supplemental
Appropriations Act Application for COVID-19 Expenses. The Coronavirus Response and Relief
Supplemental Appropriations Act (Public Law 116-260) (CRRSA Act) is a Federal Program to
provide emergency assistance for individuals,families,businesses,and local governments affected
by the coronavirus pandemic.
Under the CRRSA Program, General Aviation Airports such as McCall will receive an
apportionment of CRRSA funding. On February 17, 2021, the Federal Aviation Administration
(FAA) announced that McCall Airport has been appropriated $13,000 in CRRSA Act Funding.

Funds can be used for costs related to operations, personnel, cleaning, sanitization, janitorial
services, combating the spread of pathogens at the airport, and debt service payments. CARES Act
funds are covered under separate rules than the Airport Improvement program - funds and can be
expended on a wider range of items with fewer restrictions. Staff requests not to expend the funds
until the impact of the coronavirus' financial effects on the Airport Budget are known. There were
no comments or questions from Council.
Council Member Holmes moved to approve the CRRSA Act Grant Application and
authorize the Mayor to sign all necessary documents. Council Member Callan seconded the

AB 21-050 Request to Approve Hangar 104 Lease for the McCall Youth Learning Aviation
Foundation and cancel the existing Hangar Lease of the Carter Family Trust
Airport Manager Rick Stein presented the Hangar 104 Lease for the McCall Youth Learning
Aviation Foundation. The Carter Family Trust has donated Hangar 104 (aka the Pioneer Hangar)
to the McCall Youth Learning Aviation Foundation. A request has been made to execute a new a
Hangar 104 lease for the McCall Youth Learning Aviation Foundation and cancel the existing
Hangar lease of the Carter Family Trust.
Dr. Levi Johnson, President of the McCall Youth Learning Aviation Foundation, has submitted a
written request to lower the lease payment below that set by the Council due to the Foundation
supporting education in McCall. That request is pending legal and staff review. The 2020 Airport
Rates and Charges resolution sets the new lease rate at $0.3127 per square foot per annum. The
current rate (from the 2017 Rates and Charges resolution, including CPI adjustments) is $0.429
sf/yr. The current annual payment is $10,957.53. The existing lease consists of 25,566.5 square
feet of property. The new annual payment will be $7,994.64 (a net decrease of$2,962.89 to the
airport fund). The lease is in the first 5-year renewal term, and will expire on June 30, 2040 if all
renewals are undertaken. The new lease will increase the term from the remaining 19 years to 40
years(including renewals). Staff will work with the broker/agent to compensate for the differences
between the old and new lease payments. McCall Mountain Canyon Flying Seminars LLC and the
MYL High Flying Club will remain as tenants. The purchaser has been provided with a copy of
the current lease, current Airport Rules and Regulations, and Airport Minimum Standards. The
City Clerk will record the document, and keep a copy for the City's records. Staff has requested a
$200 transaction fee and the lease has been reviewed by the City Attorney. The Council had no
comment or questions for staff.

Learning Aviation Foundation,cancel the existing Hangar Lease of the Carter Family Trust,

AB 21-049 Request to Approve 2021 Sub Lease Agreement Between Pump House Books and
The Central Idaho Historic Museum
Parks &Recreation Director Kurt Wolf presented the Sub Lease Agreement between Pump House
Books and The Central Idaho Historic Museum. The Central Idaho Historic Museum (5016)
leases from the City of McCall the real property and improvements located at 1001 State Street,
McCall, ID ("Museum Property"). As stated in that lease the Central Idaho Historic Museum has
the right to sublease to a specified tenant upon approval by the City.
The lease(sub-lease) agreement between The Pump House Books (Friends of the McCall Library)
and the Central Idaho Historical Museum has been reviewed by staff and legal. The lease would
be for an annual term with an automatic renewal on January 01 of each year thereafter for an
additional one-year term, unless terminated by either party as specified within the lease upon
Ninety(90) days' advance written notice. Pump House Books has historically operated on site and
in partnership with the Central Idaho Historic Museum. Staff has no concern with the continuation
of this arrangement and the formalities outlined in the lease agreement between Pump House
Books and The Central Idaho Historic Museum. There were no comments or questions from
Council.
Council Member Maciaszek moved to approve the lease agreement between ("The Pump
House") or otherwise known at the Friends of the McCall Library and the Central Idaho
Historical Museum and authorize the Mayor to sign all necessary documents. Council

Council Member Holmes, Mayor. Giles, Council Member Callan, and Council Member
Nielsen all voted aye, and the motion carried.
AB 21-060 Request for Approval of Resolution 21-09 to Adopt the Updated Record Retention
Schedule
City Clerk BessieJo Wagner presented the Resolution 21-09 to Adopt the Updated Record
Retention Schedule. In December of 2009, the City Council adopted the City's Record Retention
Schedule pursuant to Idaho Code §50-907 which requires the City Council to adopt by resolution
a record retention schedule, listing the various types of city records with the applicable retention
periods. A record retention schedule establishes minimum retention periods for the various types
of city records. Adoption of a record retention schedule assists in efficient and effective records
management by identifying records that have exceeded their minimum retention that may be
destroyed following approval by the City Attorney and, as required for semipermanent records,
approval by the Idaho State Historical Society and upon resolution of the City Council in
accordance with the provisions of Idaho Code 50-907. In 2016, the Idaho Code was updated to
include provisions for digital records giving the Records Manager the ability to destroy temporary
and Semipermanent paper documents once scanned. The Council reviewed the Retention update
at their February 11, 2021 Meeting and Directed Staff to draft a Resolution adopting the Revised
Retention Schedule. The updated Record Retention Schedule has been reviewed by the City's
attorney. The Council had no comment or questions for staff.

Retention Schedule and authorize the Mayor to sign all necessary documents. Council

Update
City Clerk BessieJo Wagner presented the 2021 Governance Manual update. At the January 291h
Council Retreat,it was identified that the Governance Manual needed to be updated with a process
for appointing Council Members to vacancies. Council reviewed the proposed update to the
Governance Manual at their February 11, 2021 Council Meeting. The update amends pages 1 and
2 of the adopted 2016 version of the Governance Manual. After review of the proposed changes,
Council directed staff to prepare a resolution to adopt the Governance Manual Update as proposed.
There were no comments or questions from Council.
Council Member Callan moved to approve Resolution 21-08 Adopting the 2021 Governance
Manual Update and authorize the Mayor to sign all necessary documents. Council Member

the reasons why it is important:

our city. I am not against wearing masks, I'm just asking that you let

My plea for your vote against the mask mandate is based on a step to
create unity in our community again.When Covid 19 started to impact
our community over a year ago I feel we were all united by fear and
concern for our health and loved ones but it soon became a very
political and divisive climate that has separated the "maskers" and the

McCall is a unique community with strong, resilient, and adventurous
citizens and it breaks my heart to see relationships and businesses torn
apart. We all live here because we love what McCall offers and have

they can determine if they go into a store or restaurant, or wear a

the right direction to return to normalcy in our community and
beyond. I'm the rehab director in our local nursing home. Our facility
took very strict PPE precautions and followed guidelines for the
protection of our patients during 2020, as we always do being that we

successfully recovered. But, prior to our Covid outbreak in December,
we had 9 residents die in 2 months. NINE.That is a lot in a small facility
that has at most 30 residents at a a time.Some of these residents died
of natural causes but I believe even more died from loneliness. I
watched the light and passion for living leave these residents as they
gave up on life.These were not just residents,these were a part of my
family.
They died indirectly from Covid. Every staff member that walked into
their room had to at the minimum be wearing masks and faceshields.
Most of the time staff was also gowned and gloved.A significant
amount of time the residents had to stay quarantined in their room.
No family. No human contact. Please remember that the majority of
our patients are hard of hearing and depend on lip reading. Now,we
look like hazmat workers and we are yelling at them. Many are
confused by dementia and it's hard to understand a phone call or a
zoom meeting. Many depended on volunteers that visited, hugged,
brought pets in, played music, did crafts ect.to feel loved, a basic
human need.That was all gone. Families that typically came almost
weekly were no longer allowed. Our patients have suffered and it was
not from the actual infection of Covid 19. It was from isolation and the
inhumane treatment enforced by government entities. Most days our
staff wants to cry when they see the loss in these residents eyes. It
feels like torture.
I say all this only to tell you that my hope is as a community we can
start making decisions to get back to some sort of normalcy. Please
consider voting no to implement a mask mandate. Let people make
their own health decisions. Don't underestimate the intelligence of our
community to make good decisions.There are always radicals on
either end of the spectrum, please make this decision for the majority
of our community.

Lifting the mask mandate in our county right now is reckless. During
the winter season,we are facing the greatest threat from COVID-19 as
groups convene indoors. President Biden's appointee for the CDC has
publicly spoken about how this is not the time to lift mask mandates
due to the large number of daily cases and deaths nationwide. McCall
is not immune to these statistics. As a bustling resort town,we are all
at a higher risk of exposure. Lifting the mask mandate will increase the

I am writing to request that the city of McCall maintain a mask
mandate. Though the number of COVID cases in Valley County has
declined significantly, as a resort town McCall is more vulnerable than
most communities to COVID due to the many visitors both summer
and winter coming from other areas. Masks, along with other safety
protocols such as physical distancing, provide the safest environment
for both local residents and visitors.
Vaccinations are only getting started and according to experts, it is
projected that it will not be until late summer to early fall that all who
want to be vaccinated will receive it. Employees of local businesses
are frontline workers and are not even eligible yet to begin the
vaccination process. At the same time,there is already one known
case of a coronavirus variant in Idaho and variants are considered to be
more easily spread. Maintaining a mask mandate will keep businesses
open, and provide for the safety of frontline workers, residents, and
visitors.
I understand that all of us are certainly ready to move past this
pandemic and seeing case numbers decrease so significantly brings a
great deal of hope that an end is in sight. At the same time,we must
all recognize that there is still a long road ahead and we must remain
diligent. It would be most disheartening to see a reverse in case trends
because decisions to relax protocols and mandates were made too
quickly.

Dear City of McCall Council,
I am writing to urge reinstating the mask mandate for the City of
McCall. Being able to lean on a city mask mandate has been an
incredible "tool"when talking to people in my store who refuse to
wear a mask. The mask mandate serves to validate those requests. In
the few days since the mandate has been removed, I have seen a rise
in very difficult situations when requesting guests to wear masks. Not
being able to rely on my standard (but official sounding) phrase of, "I
am sorry--masks are mandated in McCall," has made such requests
seem invalid.
As a resident of McCall, I have also been alarmed by the recent
increase in people not wearing masks in our local grocery stores. I
want to make sure we are doing everything we can to stay healthy and
to stay open for our residents and tourists.
I am lucky to work for a company that allows me to address wearing
masks in all our indoor areas. Many employees in town are not

My wife and I live in Cascade, but do business in McCall about 5 days a
week. Given that objective science shows that masks harm people
more than reducing infection spread (if at all), I am supportive of
ending the mask mandate in McCall. If it is anything like the CDH
mandate, it is unenforcable(not according to me, but according to
Idaho Law). Please use up to date and complete data when
considering current covid responses, rather than the original
projections which turned out to be severely flawed (I'm pretty sure we
should all be dead according to the original models). We have nearly a
year's worth of data, but you have not changed your response to be in
alignment with the reality of the situation.
Covid is a seasonal bug,which targets the typical demographic. There

have not drastically reduced the flow of tourism dollars. What will
have a negative impact is a serious jump in cases making McCall and
Valley County less safe.
Last Friday night my wife ordered a takeout dinner from the Mill (our
attempt to support local businesses). I went to pick up the meal only
to find that hardly any of the patrons were wearing masks while
waiting seating. The manager was not masked and the waitresses
were masks but not wearing them properly. Last night will be the last
time I patronize the business. The UPS store employees have gone
unmasked during the entire pandemic thus far and there are no
barriers to protect customers. Another"local" business that has lost
my patronage—a real concern as postal service continues to decline.
My family has been unfortunate in experiences with COVID with two
of my sons who work in public safety having contracted the disease.
One son with cancer was overcome by the COVID and died on
February 2nd. The other son fortunately recovered with minimal after
effects. My two grandsons, one a contractor and the other a high
school student, both recovered with only mild illnesses.
A Boise attorney who has a second home in McCall e-mailed me that
he doesn't mask up because he is demonstrating his bravery and
independence—the Donald Trump attitude—by not wearing a mask.
Shameful.
Please continue (and Enforce!)the mask mandate. People continue in
numbers to recreate here, most coming from the Treasure Valley,
which every week continues to be the most contagious area in Idaho.
So many of these tourists still refuse to wear masks. Let us follow the
advice of this nation's experts and scientists, and not let our guard
down. Please do not respond to the pressure of those who are blinded
by political opinion and/or false information. Let us set the mark, be an
example for other communities, continue keeping the citizens of our

We want the council to understand this simple act will assure that we

already lost. So look around and think about that 50%. We are not
Southwest Idaho. We are the " hot spot to be"for all the Northwest.
We can give all kinds of numbers. We can introduce workers who go
to work with fear of catching the virus. It is hard enough to live in this

All this said, until the virus is off the front page, everyone is vaccinated and

The point is, Ketchum is a tourism destination as is McCall and they have a mask mandate in place.
Our concern about keeping our town safe and the businesses open all depend on keeping those masks
on in the businesses as well as adhering to physical distancing.
I heard the mayor of Ketchum speak in an interview this morning and the most important thing he is
seeing is kindness-wearing the masks out of.kindness....

1 am against the City of McCall adopting the resolution for the
proposed fees for the 2021 golf season. The proposed fees
would adversely affect the local golfers who support the McCall
Golf Course year after year. The percentage of the proposed
increase for the green fees averages about 3%. The percentage
increase for the anytime pass is almost 13%and the after 2pm
pass increases over 24%.
Eric said they wanted to keep green fees comparable with Jug
Mountain Golf Course. I think that the majority of the golfers
who come to McCall plan to play 18 holes with a cart. Jug's
green fees include a cart. If you were to adopt an increase of
4.5%on all 2020 fees, Eric should be able to accomplish his goal
of financing projects, stay competitive with Jug and be more
equitable to all golfers.

While I have no issue with a rate increase to maintain and
improve the McCall Golf Course and Club, I do object to the
significant increase for annual passes,which tend to be local
players, as opposed to a more significant increase in daily rates,
which tend to be visitors. It has also become more difficult to
access the course for annual pass holders due to increased play

In fact, I would encourage consideration of adding a lower
"locals" rate schedule going forward. "Locals"
reduced green fee rates are common throughout the United
States in resort communities based on the fact that local
property taxes support public golf courses as is the case in
McCall City. "Locals" could be easily identified by presenting

front for your tournaments and then you do not deduct the
green fees for pass holders that the golf club pays the city for
green fees during tournaments...so in essence we are paying
twice. It was not easy to get on the course last year for season
pass holders. Many spots were kept open during the summer
months for walk on people vacationing in the area. That is not
right either.And yes this was happening. I think we need to
concentrate on maintaining the beautiful course as is and not
try to gouge the golfers for Golf a master Plan projects. Both
the men and ladies associations already pay for a lot of
improvements to that course. I think you will see a major
reduction in sales at this proposed new season golf pass.
Enough is enough for a golf course that only has 5 months out
of the year playing time.

for trail passes (those who own carts)and trail fees(when
renting a cart)designated specifically for cart path maintenance
and construction-including bridges? If that is indeed the case
what is happening with those funds? I have seen one small area
of improvement to a cart path in the last several years, many of
the bridges are in poor shape. The annual trail fee I pay in order
to use my own cart is to pay for wear and tear my cart inflicts on
the paths and bridges correct?

A member for 25 years of the woman's group .I always buy a
season pass. I have contributed to giving back to the golf course
like all members of the ladies group. I love this golf course.I
am retired and on a fixed income.This pass increase will be
difficult for me.
There is a lot of tournament play so we are getting less play
for our money. I hope you will not have a large increase in the

Wanted to back up my first letter with some pricing I found on
golf courses around Boise Area that generally have close to 12
months a year of golf(providing no snow)these are all season
price memberships. All Unlimited golf prices.

You are pricing out your memberships...there in McCall for the
short term season. Increasing the prices for such a short season
no longer pencils out.You are gouging the full time, part time
homeowners ...who pay plenty of property taxes to now up

related costs with each phase of the master plan improvements
&time line for each.Agreement must be reached on the master
plan before funding said plan.Without said information
commenting on funding it would not be appropriate.

The golf advisory committee is recommending the council pass
substantial rate increases as part of a larger plan.Their advice is
to pass this after bare minimum notification, as required by law,
in the middle of winter,when 80%of our property owners and

been so short that barely anyone has even heard of it, let alone
having time to digest the recommendations or propose
alternatives.
The advisory board has a long track record of submitting bad
advice. Our city council members have a long track record of
rejecting this bad advice.This is more of the same.
The best advice I can give to our council members is to do
nothing.The existing rate structure resulted in record revenue in
2020, and will result in increased revenue in 2021 due to
increased demand.
The entire operation of this golf facility needs full review by all
affected parties-golfers, non-golfers, and the property tax
payers who collectively are being charged up to$500,000
annually to support this municipal golf course that's only open 5

That seems like a fairly substantial rate increase. Why not propose a 5
year rate plan? Please put some thought into the possibility of two
rates-one for locals and one for visitors in the area. Couple of other
thoughts-why not have a fee for people walking the golf course in the

events and tournaments that take many of the weekends depriving
those that work the opportunity to play.As members many of us can
never get into the tournaments because they are full of nor-resident
players. I agree that this is good for McCall and the visitors bureau.
However,there are some residents who believe this has been pushed
past the extreme. If you take and take,shouldn't you give something
back?

I think this is a bad look for the city. It's a muni course..locals should
have one place they can afford to play golf. An increase this significant
coming off a record year in revenue as well?Will the course open 9
holes in May and allow us to play earlier? Will it not close in October?
The season is already short enough and the fact that it doesn't open
until Memorial Day weekend when often times the weather is
accommodating earlier yet they can't open 9 holes for play? The rates
go up every year and I think most of us can accept a 3 percent increase
a year. A 24 percent increase to the after 2 pass will result in fewer
passes sold. That pass is for people who might be new to golf, or the
working person who can't play during the day. Seems like price gouging

I remember several years ago that the city council turned down $30,000
a year from Verizon as rent on a proposed cell tower.You were not
thinking about the long term effects of that decision nor how far that
money would have gone to fix the MGC.Tax's paid by those who own

Those extra monies should be put into the golf course remodeling.The

Course for this next season.The golf course must have had its best year
ever in assets for 2020. Golf was the one sport people could enjoy and

Hi Melanie
I wanted to let you know I have gotten several calls from people about the golf course rate increase.
All are frustrated that the rates keep going up yet there appears to be nothing done on the
budget. There are year round courses with less of a budget than what McCall has for the golf course? If
you look at the budget not too many years ago it has almost doubled but the course is the same?
The majority of the costs in the winter should not be applied to the golf course,that should be in the
parks budget since basically it is park in the winter. This would reduce the need to keep raising the
golfers rates.
Anyway I would really like to see the Council postpone any vote on fees until this summer when the
majority of golfers (season pass holders) are in town and have a chance to make comments.
I don't think there is any reason to rush this through in the winter?

Just wanted to reach out as a homeowner on the golf course and a full time resident.The propose
increase seems exorbitant to me. I buy a pass every year as do most locals who golf. It seems like it's us
year round residents who will pay the price.With tax, buying a pass for$1000 for barely 5 months of
golf is now a question mark for me.
Have we considered perhaps just a increase for non-residents?

I have been notified of a 'slight of hand'golf fee increase in the dead of winter and COVID, probably in
hopes that it would go unnoticed . I was told that Public Comment would be available until February 25,
Day after tomorrow. I received word of the proposal tonight(2/23/21) I went to city Council Link at your
website to leave public comment and of course there is'no access'.
This is a very disappointing way to run a campaign for feedback;short lead time on a price increase and
then no ability to leave comment!
Anyway, I personally feel that the Price Increase for all day golfers of 13%and afternoon of 25%is
excessive and border line price gouging.A lot of retirees play at the fine MCCall Gold course and we are
on fixed incomes.We have never received a 'Senior'fee which you would think in a resort town would
be normal.
What is really perplexing is that 2020 was a banner revenue year at the course which I am told up to
20% increase from Green Fees.
I understand that course operating budget is subsidized also through property taxes which is only right
as it is a public course .
I am asking the Council to nix this excessive increase .
If the town needs more revenue,why doesn't the town consider other sources such as using a portion
of the towns user option tax revenue from hotels for the course .
After all,the tournaments this year are all overbooked and people are staying in hotels WHICH
contributes to the the fund.
