HILLSBOROUGH TOWN BOARD
May 22, 2000
7:00 PM, Town Barn
The Hillsborough Town Board reconvened their Budget Work Session on May 22, 2000 at
7:00 PM in the Hillsborough Town Barn. Present for the Budget Work Session were Mayor
Horace H. Johnson, Sr., and Commissioners Frances Dancy, Evelyn Lloyd, Mark Sheridan,
Brian Lowen and Kenneth Chavious. Staff present were Town Manager Eric Peterson, Finance
Director Sherry Carter, Town Clerk Donna Armbrister, Planning Director Margaret Hauth, Town
Engineer Kenny Keel, and Public Works Director Pete Champion. .
Mayor Horace H. Johnson, Sr., reconvened the meeting at 7:02 PM.
1. PUBLIC CHARGE
Mayor Horace Johnson read the Public Charge.
2. ADDING ITEMS TO THE PRINTED AGENDA
There were no Items added to the Printed Agenda.
3. AUDIENCE COMMENTS
A. Matters on the printed agenda
There were no audience comments.
B. Matters not on the printed agenda

4. PUBLIC HEARING TO RECEIVE COMMENT ON THE FYOO-Ol PROPOSED
BUDGET
Mayor Johnson opened the Public Hearing at 7:07 PM.
Business owners Gene Mauck, Ethel Stansbury, Jim Hopper, Larry Warren, Dr. Roy
McDonald, George Horton, Craig Lloyd, and Peter Singer addressed the Board and expressed
their displeasure with the proposed discontinuance of commercial dumpster pick-up and
requested that the Board reconsider this issue.
After some discussion, Commissioners Lowen and Lloyd volunteered to work on a
committee with the Town Manager, Finance Director, Public Works Director, the local business
owners, and citizens to explore the possibility of an alternate proposal to present to the Board for
their consideration by January 1, 2001.

Business owners agreed to meet with Chamber President Craig Lloyd and give him their
input for him to pass on to the committee.
Mayor Johnson closed the Public Hearing at approximately 8:00 PM.
5. BUDGET WORK SESSION
A. Fire Department
Alois Callemyn presented the Fire Department budget and discussed their requests with the
Board.
B. Water/Sewer Fund
Town Manager Eric Peterson reviewed the proposed budget for Wastewater Collection and
the Wastewater Treatment Plant.
C. Other
Manager Peterson stated he would discuss with the newly formed committee involving the
business owners Orange County's flow concerns with the commercial solid waste.
Peterson informed the Board that he will place funds in the salary line for the Sanitation
Department to have a temporary employee to work with the sanitation crews until the Town can
get the new garbage truck that allows the crew to work with two people instead of three. The
Public Works Department has been using an employee from the Street Crew to help the
Sanitation Crews complete their routes for the past nine months.
6. ADJOURN
Upon a motion by Commissioner Sheridan, seconded by Commissioner Lowen, the
Board moved to recess the meeting until June 1,2000 at 7:00 PM in the Town Barn by a vote of
5-0. The motion was declared passed.
