NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: The proposal from Cb•IE Associates for engineering services with regard to Drainage Evaluation and Improvements to ivlilik Street, survey and base map phase services and storm sewer cleaning & television inspection services at a total cost not to exceed $41,000.00 is hereby approved. 2. Fee Estimate for Continued Professional Engineering Services Milik Street Drainage Evaluation and Improvements Borough of Carteret, Middlesex County, NJ Proposal No, 2013 -153A Dear John: We are pleased to have the opportunity to present our fee estimate for professional land surveying, engineering and permitting services for the above - referenced project. It is our understanding that the Borough is seeking this fee estimate for continued professional engineering services to mitigate current flooding problems in the area bound by Minus Street, Milik Street„ Bryla Street, Stima Avenue and the FujiPoly property (Block 50.01, Lot 28). In reviewing the existing site conditions, and as outlined in our Preliminary Drainage Evaluation Report, dated July 2013, it Is evident that the existing drainage ditch that begins on the FujiPoly property and runs parallel to Milik Street and Bryla Street terminating at the New Jersey Turnpike right -of -way has reduced capacity due to accumulated sediment, overgrown vegetation and debris build up. Due to this, the drainage ditches and associated roadway Inlets and culverts do not have sufficient capacity to convey the required storm events to the ultimate downstream discharge point adjacent to the New Jersey Turnpike, These conveyance issues lead to flooding and result in damage of the adjacent roadways and properties throughout the study area. The scope of services as provided herein is as outlined in the Immediate and Long - Range Action items in our July 2013 Report. It should be noted that due to the recent installation of gas mains within the PSE &G right -of -way, the existing conveyance ditches between Minue Street and the NJ Turnpike have recently been cleared of vegetation and partially de- silted thus improving the flow of runoff through these features. The Immediate action items seek to continue these Improvements through similar enhancements. Prepare contract documents for the cleaning and de- silting of the numerous drainage Inlets, manholes and pipes throughout the study area, as well as a television inspection of the system once cleaned. The sizes and inverts of the various drainage structures shall be as located through our survey work or as identified on Borough mapping if the sedimentation within the structures does not allow the as- built of the structures. 2. Once the storm structures are cleaned, we will complete the as-built survey of the existing drainage structures and pipes. 3. Based on the television Inspection, prepare contract documents for the replacement of any damaged drainage structures or piping and the cleaning, de- snagging and de- sisting of the existing conveyance ditches throughout the study area. The limits of the conveyance ditches to be de- silted will be recommended through our initial review of the ditches with the length of same maximized as permitted by the NJDEP Freshwater Wetlands Regulations. 4. Within the contract documents, propose additional inlets and piping along Bryla Street, Milik Street and Pekola Terrace in order to improve the conveyance of runoff and reduce the areas of ponding surface water. Also included in this scope of services will be conceptual work for the Long -Range considerations as outlined in our July 2013 report. These considerations Include the following: 1. investigate potential areas for a regional stormwater management detention basin. Test pits will be dug in order to determine the depth to the seasonal high water table. The location of the regional detention basin will be determined in part through a topographic and location survey of the study area. 2. Prepare a preliminary hydrologic model to size the recommended detention basin and pumping station that Is likely required to convey the anticipated runoff from the proposed basin to the existing drainage conveyance ditches. 3. Determine the approximate land acquisition required to construct the regional detention basin. 4. Prepare a refined conceptual cost estimate for the regional basin, pump station, and required infrastructure. Survey and Base Map Phase Services: Under this phase, we anticipate providing survey work in order to perform the Immediate Action Items, as well as prepare conceptual plans for the Long -Range regional stormwater management detention basin. in order to achieve this, the following survey work is required: 1. Prepare base mapping for use In the design of the construction plans utilized for the television inspection contract and drainage system reconstruction /de- silting contract. A detailed base map will be prepared by field surveying the existing ditches, roads and other relevant physical features. Approximate property lines will be established utilizing located property markers, tax map Information and limited title work, where applicable. 2. Field survey Milik Street and Bryla Street (approximately 2,800 linear feet). 3. Perform cross sections and topography of approximately 6,000 linear feet of stormwater conveyance ditches. 4. As -built approximately fifty five (55) drainage structures including catch basins and manholes and drainage pipes. 5. Perform a topographic and location survey of the area of the proposed regional detention basin. Topographic contours will be 1 foot. a. Underground utility information, if necessary, will be based upon field edits, mark -out and mapping by others. b. Storm underground piping as identified in the field shall be depicted in size with inverts of the pipes provided within the disturbance area. 6. Perform outbound survey of the properties with recommended improvements with limited title work. Storm Sewer Cleaning and Television Inspection Contract The work under this phase will include the preparation of a contract to be publicly bid for the cleaning and television inspection of the existing drainage pipe system. Each of the pipe segments within the subject area will be jetted and cleaned and a N inspection camera will be run through each of the sections. Broken or settled sections of pipe shall be identified through the television inspection. The following services are recommended under this task: 1. Prepare contract documents for the cleaning and television inspection of the drainage structures and pipes. 2. Bid phase services for the public bidding of the project in accordance with the New Jersey Local Public Contracts Law. 3. Site observation of the storm sewer cleaning and inspection. 4. Review of the television inspection tapes and reports to determine the pipes and structures to be replaced under Phase C below. C. Preparation of Contract Documents The work under this phase will include the preparation of contract documents for the replacement of the damaged drainage structures and piping as identified and observed in Phase B above, as well as the de- silting and de- snagging of the existing drainage conveyance ditches. The contract documents will also Include the provision of new drainage structures and piping, as required, along Milik Street, Bryla Street and Pekola Terrace in order to improve the flow of stormwater and reduce the areas of ponding water. The following services are recommended under this task: 1. Construction plans including the following: a. Existing Conditions Plan, b. Plan and Profile of Drainage structures to be replaced; c. Locations of conveyance ditches to be de- silted /de- snagged; and d. Roadway improvements plans to indicate additional drainage structures. Prepare Contract Documents for Public Bidding. 3. Prepare Construction Cost Estimate of the improvements. D. Permit Phase Services Based on our preliminary review of the project, it is anticipated that the following permits will be required from outside agencies: I. NJDEP Freshwater Wetlands a. The cleaning and de- silting of the drainage conveyance ditches will require a Freshwater Wetlands Statewide General Permit #28, Under the requirements for this permit, only 500 feet of stream or ditch can be cleaned. The cleaning and de- snagging does not require the delineation of the wetlands boundary. b. The drainage feature behind the existing warehouses on Milik Street Is within freshwater wetlands. in order to pipe the Swale, authorization for Freshwater Wetlands Statewide General Permit #7 will be required. This general permit will require a delineation of the wetland /upland boundary at the location of the swales. 2. NJDEP Flood Hazard Area (FHA) a. An FHA permit will be included in the Freshwater Wetlands GP #26 as described above. 3. Freehold Soil Conservation District a. Considering the project will disturb greater than 5,000 square feet of disturbance, a certification from the FSCD will be required prior to construction. E. Long Range Conceptual Plan The work in this phase will include the conceptual work required for the design of a regional detention basin located on one of the commercial properties within the drainage study area. The proposed basin location wilt be optimized based on the survey data obtained in Phase A. The conceptual plan location will likely Include a gravity conveyance system to convey runoff to the basin from the adjacent warehouse properties, as well as a pump station from the basin to the adjacent conveyance ditches. Determine the existing seasonal high water table within the proposed basin location. 2. Review of existing underground utilities to ensure no major utility relocation would be required for construction of the basin, 3. Prepare a hydrologic report to determine the upstream drainage area and runoff anticipated to the proposed basin. 4. Prepare a conceptual plan of the regional detention basin. 5. Prepare a construction cost estimate for the basin and pump station. 6. Prepare a preliminary parcel map for the acquisition of an easement for construction of the basin. F. Bid Phase Services Work in this phase will provide the following services to publicly bid the project in accordance with the Local Public Contracts Law: 1. Provide Bid Documents to Prospective Bidders as needed. 2. Answer Prospective Bidder's Request for Information. 3. Provide Addenda for Clarification of Project Specifications. 4. Attend Bid Opening. 5. Analyze Responsible Bids and Recommend Contract Award. 6. Coordinate with Borough as needed. G. Construction Phase Services Generally, we prefer to quote services for construction phase upon the completion of the Bid Phase as the ultimate cost for our services will depend upon a number of factors including the final design, the contractor to whom the contract is awarded and the desired level of construction observation required.
